Nivo podatkovnih povezav omogoča osnovne časovno kritične sporočilne komunikacije med napravami v avtomatizacijskem okolju. Ta protokol omogoča komunikacijske priložnosti vsem sodelujočim entitetam podatkovnih povezav a) na cikličen način s sinhronim začetkom v skladu z vnaprej določenim razporedom in b) na cikličen ali necikličen asinhron način, kot posamezne entitete podatkovnih povezav zahtevajo v vsakem ciklu. Tako lahko ta protokol opredelimo kot protokol, ki asinhrono omogoča cikličen in acikličen dostop s sinhronim ponovnim zagonom vsakega cikla.
