IEC 61158-3-21:2010 defines in an abstract way the externally visible service provided by the Type 21 fieldbus data-link layer in terms of the primitive actions and events of the service; the parameters associated with each primitive action and event, and the form which they take and the interrelationship between these actions and events, and their valid sequences. It cancels and replaces the IEC/PAS 62573 published in 2008. This bilingual version published in 2012-01 corresponds to the English version published in 2010-08.

Ta del standarda IEC 61158 določa skupne elemente za osnovne časovno kritične sporočilne komunikacije med napravami v avtomatizacijskem okolju. Izraz »časovno kritičen« v tem okviru pomeni prednostno časovno deterministično komunikacijo brez kolizije in s popolnim dupleksiranjem, v okviru katere se zahteva dokončanje enega ali več določenih dejanj z določeno stopnjo gotovosti. Zaradi neuspešnega dokončanja določenih dejanj v zahtevanem času je možna odpoved aplikacij, ki zahtevajo dejanja, pri čemer so ogroženi oprema, obrat in morda človeška življenja. Ta standard na abstrakten način določa zunanje vidno opravilo, ki ga zagotavlja nivo podatkovnih povezav tipa 21 v zvezi z a) primitivnimi dejanji in dogodki opravila; b) parametri, povezanimi z vsakim primitivnim dejanjem in dogodkom, in obliko, ki jo prevzamejo; ter c) medsebojno povezavo med temi dejanji in dogodki ter njihovimi veljavnimi zaporedji. Namen tega standarda je določiti opravila, ki se zagotavljajo za: – aplikacijski nivo tipa 21 na meji med aplikacijskim nivojem in nivojem podatkovnih povezav referenčnega modela procesnih vodil; – vodenje sistemov na meji med nivojem podatkovnih povezav in vodenje sistemov referenčnega modela procesnih vodil. Specifikacije. Glavni cilj tega standarda je določiti značilnosti konceptualnih opravil na nivoju podatkovnih povezav, primernih za časovno kritične komunikacije, ter dopolniti osnovni referenčni model OSI pri usmerjanju razvoja protokolov časovnih povezav za časovno kritične komunikacije. Drugotni cilj je zagotoviti načrte prehoda iz predhodno obstoječih industrijskih komunikacijskih protokolov. Ta standard se lahko uporablja kot podlaga za formalne programske vmesnike podatkovne povezave. Vseeno ne gre za formalni programski vmesnik in vsak tak vmesnik mora obravnavati izvedbena vprašanja, ki jih ta standard ne zajema, vključno z: a) velikostmi in oktetnim naročanjem različnih večoktetnih parametrov opravil; b) korelacijo parnih primitivov za zahtevo in potrjevanje ali navedbo in odziv.
