document has to be announced at national
level
• latest date by which this document has to be (dop) dor + 12 months

This document modifies by common modifications EN IEC 62841-4-3:2021/prA1:2024, which consists of
the text of 116/xxx/CDV (future IEC 62841-4-3:2020/A1:202x) prepared by IEC/TC 116 “Safety of motor-
operated electric tools”.
EN IEC 62841-4-3:2021/prA1:2024 together with EN IEC 62841-4-3:2021/prAB:2024 includes various
revisions to align with the published version of EN IEC 62841-4-7:2022.
This document has been prepared under a standardization request addressed to CENELEC by the
European Commission. The Standing Committee of the EFTA States subsequently approves these
requests for its Member States.
For relationship with EU Legislation, see informative Annex ZZ, which is an integral part of this document.
1 Modification to Clause 1, “Scope”
Delete NOTE 106 in the Scope.
2 Modifications to Clause 8, “Marking and instructions”
Delete the NOTE 101 in 8.2.
Replace the existing subclause 8.3 with the following:
“8.3 Addition:
For rotary lawnmowers, the cutting means, where replaceable during user maintenance, shall be
marked to identify the part number(s) and the manufacturer, importer or supplier. This marking is not
required to be clearly discernible from the outside of the machine.
Replacement of the sixth dash:
— the mass of the machine in kg. For this requirement, the mass of the machine includes the mass of a
supply cord with a length not less than 10 m, if any, in addition to the items specified in 5.17.”
Delete the NOTE 102 in 8.14.1.
Delete the NOTE 101 in 8.14.1.2.
Delete the NOTE 103 in 8.14.1.101.
3 Modification to Clause 18, “Abnormal operation”
Delete the NOTE 101 in 18.5.
4 Modifications to Clause 19, “Mechanical hazards”
Delete the NOTE 101 in 19.1.
Delete the NOTE 101 in 19.101.1.
Delete the NOTE 102 in 19.102.1.1.
Delete the NOTE 101 in 19.102.5.6.
5 Modification to Clause 20, “Mechanical strength”
Delete the NOTE 101 in 20.101.1.
6 Modification to Annex I, “Measurement of noise and vibration emissions”
Replace the existing subclause I.2.9 with the following:
“I.2.9 Declaration and verification of noise emission values
Replacement of the first paragraph as follows:
The declaration of the A-weighted emission sound pressure level shall be a dual number value according
to ISO 4871:1996. It shall declare the noise emission value LpA and the respective uncertainty KpA.
The A-weighted sound power level LWA shall be declared as measured value and additionally as guaranteed
value (guaranteed A-weighted sound power level). The latter shall be the single number value as defined
in ISO 4871:1996.
NOTE The guaranteed A-weighted sound power level LWA is used in the European Directive 2000/14/EC. However,
its determination is not clearly defined. Considering the description in part 4 of the “Guidelines for the application of the
Directive 2000/14/EC of the European Parliament and of the Council of 8 May 2000” from 2017, it is technically
appropriate to equate the guaranteed value of the A-weighted sound power level with the single number value defined
in ISO 4871:1996.”
7 Modifications to Annex K, “Battery tools and battery packs”
Delete the NOTE 3 in K.8.3.
Delete the NOTE 308 in K.8.14.1.1.
Delete the NOTE 301 in K.20.101.1.
Delete the NOTE 301 after K.20.101.3.
Replace the existing K.21.18.Z101 with the following:
“K.21.18.Z301 Isolation device
Machines with an integral battery shall be equipped with an isolation device to prevent the risk of injury
from mechanical hazards during servicing or user maintenance.
An isolation device shall:
— provide disconnection of at least one pole of the battery from the serviceable region of the machine,
— be equipped with an unambiguous indication of the state of the disconnection device which
corresponds to each position of its manual control (actuator),
— be provided with protection against accidental reconnection.
NOTE 1 Examples of methods to achieve this disconnection include removable jumpers, integral batteries that
can be disconnected for servicing or user maintenance, or an electromechanical power switch (operator presence
control) with a direct mechanical link between the actuator and the contact.
NOTE 2 The risk of accidental reconnection for a power switch (operator presence control) is addressed by the
requirement of 21.104.2. The other examples in NOTE 1 achieve this by the necessary actions for reconnection.
Compliance is checked by inspection and by manual test.”
Replace the existing subclause K.21.302.1 with the following:
“K.21.302.1 For machines with integral batteries, there shall be a means of disconnecting the cutting
means motor circuit which is separate from the operator presence control. The actuation of this means
shall be easily accessible with the machine in its normal operating position.
This requirement may be fulfilled by a single device that also fulfils the requirements of a disabling device
as specified in K.21.302.2.
In addition, this requirement may be fulfilled by a single device that also fulfils the requirements of an
isolation device as specified in K.21.18.Z301.
Compliance is checked by inspection.”
8 Modifications to Annex L, “Battery tools and battery packs provided with
mains connection or non-isolated sources”
Delete the NOTE 3, NOTE 4 and NOTE 5 in L.8.3.
Delete the NOTE 307 in L.8.302.
