Ta dokument velja za naslednje vrste radijske opreme:
 zelo visokofrekvenčna (VHF) digitalna povezava (VDL), 4. način, aeronavtičnih mobilnih (zračnih) radijskih oddajnikov, oddajnikov in prejemnikov ter prejemnikov za komunikacije zrak-tla in zrak-zrak, ki deluje v pasu VHF z uporabo modulacije frekvenčnega premičnega kodiranja prek filtra Gaussian (GFSK) z razmikom 25 kHz med kanali in zmožna uravnavati na kateri koli izmed kanalov 25 kHz od 118.000 MHz do 136.975 MHz, kot je opredeljeno v SARPs ICAO za VDL [i.2].
Ta dokument zagotavlja 2. del tehničnih specifikacij.
Ta dokument zagotavlja, da bo oprema, ki jo certificira, združljiva z ustreznimi SARPs za ICAO VDL [i.4] in tehničnim priročnikom ICAO za VDL4 [i.1].

Področje uporabe tega dokumenta je omejeno na mobilne postaje. Ustrezna specifikacija za talne postaje je v EN 301 842 [10], [10], [11], [12] in [13].
Sistem VDL, 4. način, zagotavlja digitalne komunikacijske izmenjave med zračnim plovilom in talnim sistemom ter drugimi aplikacijami, ki podpirajo nadzor in komunikacije. Podporni načini komunikacije vključujejo:
 oddajanje in komunikacijo tipa točka-točka;
 zmožnosti storitev oddajanja, vključno z zmožnostmi samodejnega odvisnega nadzora - oddajanje (ADS-B), storitve prometnih informacij – oddajanje, (TIS-B), storitve informacij o letih – oddajanje (FIS-B) ter razširjene storitve informacij GNSS - oddajanje (GNS-B);
 storitve zrak-zrak in tla-zrak;
 delovanje brez talne infrastrukture.
VDL, 4. način, je načrtovan kot zrak/tla podsistem aeronavtičnega telekomunikacijskega omrežja (ATN) (glej ICAO ATN SARP [i.3]) ter uporablja pas AM(R)S in je organiziran v skladu z modelom povezanih odprtih sistemov (OSI) (določen z ISO). Zagotavlja zanesljive podomrežne storitve sistemu ATN. Druga omrežja so prav tako lahko podprta, vendar se ta dokument na njih ne osredotoča.
Ta dokument je izpeljan iz naslednjih standardov in specifikacij:
 Tehnični priročnik ICAO VDL4 [i.1], izdelan pod okriljem Mednarodne organizacije za civilno letalstvo (ICAO).
 Drugih ustreznih standardov, kot je opredeljeno v točki 2.
