Overview

IEC 61558-2-1:2021 - Edition 3.0 - is the International Electrotechnical Commission (IEC) product safety standard for separating transformers and power supply units incorporating separating transformers for general applications. This third edition cancels and replaces the 2007 edition and constitutes a technical revision. It is a group safety publication (IEC Guide 104) and is intended to be used in conjunction with IEC 61558-1:2017.

Key scope points:

  • Covers stationary or portable, single- or polyphase, dry-type, air-cooled separating transformers and linear power supply units (including transformers incorporating electronic circuits).
  • Rated supply voltage ≤ 1 000 V AC; frequencies (supply and internal) ≤ 500 Hz.
  • Rated output limits: up to 1 kVA for single-phase and 5 kVA for polyphase (unless otherwise agreed).
  • No-load/rated output voltages limited to ≤ 1 000 V AC or 1 415 V ripple-free DC; independent transformers not less than 50 V AC or 120 V ripple-free DC.
  • Not applicable to switch-mode power supply units (see IEC 61558-2-16), transformers for distribution networks (IEC 60076-11), or certain transport environments without additional rules.

This edition includes structural alignment with IEC 61558-1:2017, relocates construction descriptions to Part 1, and adds a new symbol for linearly regulated power supply units.

Key Topics and Requirements

The standard supplements IEC 61558-1 with particular requirements and test criteria for separating transformers and related power supply units:

  • Electrical safety: protection against electric shock, insulation resistance, dielectric strength, leakage current.
  • Thermal safety: heating limits, temperature rise tests, resistance to heat and fire.
  • Short-circuit and overload: tests and protective measures.
  • Mechanical safety: mechanical strength, internal wiring, components, terminals and connectors.
  • Ingress and environmental protection: protection against dust, solid objects, moisture; resistance to rusting; suitability for intended environments.
  • Creepage and clearance: distances through and across insulation, tracking resistance.
  • Marking and documentation: ratings, classification, symbols (including the new symbol for linear regulation), and instructions.
  • Test specifications and classification tables detail required test methods and symbol definitions.

Applications and Who Uses It

IEC 61558-2-1 is primarily used by:

  • Transformer and linear power supply manufacturers for product design and safety compliance.
  • Compliance engineers and test laboratories performing type testing and certification.
  • Product safety officers, OEMs and system integrators who select transformers or incorporate separating transformers into equipment.
  • Procurement and regulatory teams ensuring equipment meets international safety requirements.

Typical applications include medical-adjacent equipment (where SELV/functional isolation is needed), industrial control panels, instrumentation, and general-purpose isolation transformers used to provide safety or functional separation.

Related Standards

  • IEC 61558-1:2017 - General requirements (use in conjunction)
  • IEC 61558-2-16 - Particular requirements for switch-mode power supply units
  • IEC 60076-11 - Power transformers (excluded from this part)
  • Safety and installation references: IEC 61140, IEC 60364-4-41, IEC 60204-1

For manufacturers and safety assessors, IEC 61558-2-1:2021 is the authoritative reference for designing, testing and certifying separating transformers and linear power supplies for general applications.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
