ISO 14065:2007 specifies principles and requirements for bodies that undertake validation or verification of greenhouse gas (GHG) assertions. It is GHG programme neutral. If a GHG programme is applicable, the requirements of that GHG programme are additional to the requirements of ISO 14065:2007.

Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (комитетов-членов ISO). Разработка международных стандартов
обычно осуществляется техническими комитетами ISO. Каждый комитет-член, заинтересованный в
деятельности, для которой был создан технический комитет, имеет право быть представленным в этом
комитете. Международные правительственные и неправительственные организации, имеющие связи с
ISO, также принимают участие в работах. Что касается стандартизации в области электротехники, то
ISO работает в тесном сотрудничестве с Международной электротехнической комиссией (IEC).
Проекты международных стандартов разрабатываются в соответствии с правилами Директив ISO/IEC,
Часть 2.
Основная задача технических комитетов заключается в подготовке международных стандартов.
Проекты международных стандартов, принятые техническими комитетами, рассылаются комитетам-
членам на голосование. Их опубликование в качестве международных стандартов требует одобрения
не менее 75 % комитетов-членов, принимающих участие в голосовании.
Следует иметь в виду, что некоторые элементы настоящего международного стандарта могут быть

Введение
Изменения климата были признаны одним из наиболее серьезных вызовов, с которыми столкнулись
нации, правительства, деловые круги и общество в перспективе ближайших десятилетий. Изменения
климата становятся важным фактором как в человеческой, так и в природной сферах, и могут привести
к значительным переменам в области использования ресурсов, производственной и экономической
деятельности. Ввиду этих угроз были предприняты инициативы на международном, региональном, и
локальном уровне по ограничению концентрации парниковых газов (GHG) в атмосфере Земли. Эти
меры в области ограничения GHG включают количественную оценку и мониторинг эмиссии GHG при
соответствующей отчётности и контроле, и/или их удаление.
Общая цель работ по валидации и верификации GHG состоит в создании уверенности для всех
сторон, что они могут полагаться на суждения относительно GHG. Стороны, выносящие суждения по
вопросам GHG, несут ответственность за соблюдение соответствия с требованиями применяемых
стандартов или программ по GHG. Орган валидации или верификации отвечает за выполнение
объективной оценки и предоставление заявления о валидации или верификации, касающегося
суждения ответственной за GHG стороны, на основании объективных данных. В настоящем
международном стандарте установлены требования для органов, проводящих валидацию и
верификацию GHG используя стандарт ISO 14064-3 или другие пoдходящие стандарты или
технические условия. Он содержит ряд принципиальных положений, которые эти органы должны быть
способны продемонстрировать, а также устанавливает специальные требования, которые отражают
эти принципы. Общие требования относятся к таким вопросам, как юридические и контрактные соглашения,
распределение ответственности, соблюдение беспристрастности, и вопросы, связанные с ответственностью
и финансированием. Специальные требования включают условия, относящиеся к структурам, потребностям
в ресурсах и уровню компетентности, управлению информацией и регистрацией, процессам валидации и
верификации, апелляциям, жалобам и системам менеджмента.
Настоящий международный стандарт предоставляет административным органам программ по GHG,
регулирующим и аккредитующим органам основания для выполнения оценки и признания компетентности
органов валидации и верификации. Стандарт может быть также использован и другими способами, например
при непосредственной оценке, выполняемой группами по валидации или органами верификации, или
несколькими совместными группами.
На Рисунке 1 и в Приложении А показаны взаимосвязи между применениями настоящего международного
стандарта и стандартов ISO 14064-1, ISO 14064-2 и ISO 14064-3.

1 Область применения
Настоящий международный стандарт устанавливает принципы и требования для работы органов,
выполняющих валидацию или верификацию заявлений, относящихся к парниковым газам (GHG).
Стандарт имеет нейтральную позицию по отношению к программе по GHG. При применении
программы по GHG, требования этой программы являются дополнительными по отношению к
требованиям настоящего международного стандарта.

4 Основные принципы
4.1 Общие положения
В данном международном стандарте не могут быть предусмотрены все возможные ситуации. В связи с
этим излагаемые ниже принципы представляют собой дополнительное руководство по оценке
непредусмотренных ситуаций. Предлагаемые принципы не являются требованиями. В некоторых
случаях органы валидации или верификации нуждаются в определении необходимого баланса между
некоторыми типами общих принципов, например открытостью и конфиденциальностью.

4.2 Беспристрастность
Решения основаны на объективных данных, получаемых путём процесса валидации или верификации,
и не зависящих от влияния других интересов и сторон.
4.3 Компетентность
Наличие у персонала необходимой квалификации, опыта, а также вспомогательной инфраструктуры и
способности эффективно выполнять работы по валидации и верификации.
4.4 Основанный на фактах подход к принятию решений
Подтверждение валидации или верификации основано на данных, собранных в процессе объективной
валидации или верификации заявления по GHG несущей ответственность стороны.
4.5 Открытость
Своевременная информация о статусе валидации или верификации доступна или в достаточной
степени раскрыта для предусмотренных пользователей, клиентов или несущей ответственность
стороны.
4.6 Конфиденциальность
Конфиденциальная информация, получаемая или создаваемая в процессе валидации или
верификации должна охраняться и не раскрываться без достаточных причин.
5 Общие требования
5.1 Юридический статус
Орган валидации или верификации должен иметь описание своего юридического статуса, включая,
если это целесообразно, имена владельцев, а также контролирующих орган лиц, если они отличаются
от владельцев.
5.2 Вопросы юридического и контрактного статуса
Орган валидации или верификации должен представлять собой юридическое лицо, или определённую
часть юридического лица, такую, которая может нести юридическую ответственность за свою
деятельность в области валидации или верификации.
Орган валидации или верификации должен иметь имеющее юридическую силу соглашение с каждым
клиентом по предоставлению услуг по валидации или верификации.
Орган валидации или верификации должен обладать полномочиями выполнять работы по валидациии
верификации и нести ответственность за эти работы, решения и заявления по валидации или
верификации.
5.3 Обязанности по руководству и управлению
Орган по валидации или верификации должен определить высшее руководство (например
индивидуальное, групповое, правление), имеющее все полномочия и несущее полную ответственность
за следующее
a) разработку оперативной политики,

b) контроль за выполнением политики и процедур,
c) контроль финансов,
d) адекватный характер работ по валидации или верификации,
e) принятие решений по апелляциям и жалобам,
f) заявления по валидации или верификации,
g) делегирование полномочий комитетам или отдельным лицам для выполнения, если требуется,
определённых действий от своего имени,
h) заключение контрактов, и
i) обеспечение достаточных и компетентных ресурсов для работ по валидации или верификации.
Орган по валидации или верификации должен документально оформить свои организационные
структуры и соответствующие механизмы, с указанием обязанностей, ответственности и полномочий,

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International
Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an

Introduction
Climate change has been identified as one of the greatest challenges facing nations, governments, business
and citizens for the coming decades. Climate change has implications for both human and natural systems and
could lead to significant changes in resource use, production and economic activity. In response, international,
regional, national and local initiatives are being developed and implemented to limit greenhouse gas (GHG)
concentrations in the Earth's atmosphere. Such GHG initiatives rely on the quantification, monitoring, reporting
and verification of GHG emissions and/or removals.
The overall aim of GHG validation or verification activities is to give confidence to all parties that rely upon a
GHG assertion. The party making the GHG assertion is responsible for conformity with requirements of the
relevant standard or GHG programme. The validation or verification body is responsible for completing an
objective assessment and providing a validation or verification statement concerning the responsible party's
GHG assertion based on evidence. This International Standard provides requirements for bodies that
undertake GHG validation or verification using ISO 14064-3 or other relevant standards or specifications. It
contains a number of principles that these bodies should be able to demonstrate and provides specific
requirements that reflect these principles. General requirements relate to matters such as legal and contractual
arrangements, responsibilities, the management of impartiality, and issues of liability and financing. Specific
requirements include provisions related to structures, resource requirements and competencies, information
and records management, validation and verification processes, appeals, complaints and management
systems.
This International Standard provides GHG programme administrators, regulators and accreditors with a basis
for assessing and recognizing the competence of validation and verification bodies. It can also be used in other
ways, such as in peer assessment within groups of validation or of verification bodies or between such groups.
Figure1 and AnnexA show relationships between the application of this International Standard and
ISO 14064-1, ISO 14064-2 and ISO 14064-3.

1Scope
This International Standard specifies principles and requirements for bodies that undertake validation or
verification of greenhouse gas (GHG) assertions.
It is GHG programme neutral. If a GHG programme is applicable, the requirements of that GHG programme are
additional to the requirements of this International Standard.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 Terms related to greenhouse gases

specific wavelengths within the spectrum of infrared radiation emitted by the Earth's surface, the atmosphere,

NOTE 1 The concept of materiality is used when designing the validation or verification and sampling plans to determine
the type of substantive processes used to minimize risk that the validator or verifier will not detect a material discrepancy
(detection risk).
NOTE 2 The concept of materiality is used to identify information that, if omitted or mis-stated, would significantly
misrepresent a GHG assertion to intended users, thereby influencing their conclusions. Acceptable materiality is determined
by the validator, verifier or GHG programme based on the agreed level of assurance.

3.4.8

4 Principles
4.1 General
This International Standard cannot anticipate all possible situations. The following principles, therefore, provide
additional guidance in assessing unanticipated situations. Principles are not requirements. In some cases,
validation or verification bodies might need to find an appropriate balance between principles such as openness
and confidentiality.
4.2 Impartiality
Decisions are based on objective evidence obtained through the validation or verification process and not
influenced by other interests or parties.
4.3 Competence
Personnel have the necessary skills, experience, supporting infrastructure and capacity to effectively complete
validation or verification activities.

4.4 Factual approach to decision making
The validation or verification statement is based on evidence collected through an objective validation or
verification of the responsible party's GHG assertion.
4.5 Openness
Timely information about the status of the validation or verification is accessible or disclosed appropriately to
intended users, the client or responsible party.
4.6 Confidentiality
Confidential information obtained or created during validation or verification activities is safeguarded and not
inappropriately disclosed.
5 General requirements
5.1 Legal status
The validation or verification body shall have a description of its legal status, including, if applicable, the names
of its owners and, if different, the names of the persons who control it.
5.2 Legal and contractual matters
The validation or verification body shall be a legal entity, or a defined part of a legal entity, such that it can be
held legally responsible for all its validation or verification activities.
The validation or verification body shall have a legally enforceable agreement with each client for the provision
of validation or verification services.
The validation or verification body shall retain authority and responsibility for its validation or verification
activities, decisions and validation or verification statements.
5.3 Governance and management commitment
The validation or verification body shall identify top management (e.g. individual, group, board) having overall
authority and responsibility for
a) development of operational policies,
b) supervision of the implementation of policies and procedures,
c) supervision of finances,
d) the adequacy of validation or verification activities,
e) the resolution of appeals and complaints,
f) validation or verification statements,
g) delegation of authority to committees or individuals to undertake, as required, defined activities on its
behalf,
h) contractual arrangements, and
i) providing adequate, competent resources for validation or verification activities.
The validation or verification body shall document its organizational structure and relevant mechanisms
showing duties, responsibilities and authorities of management and other validation or verification personnel. If

the validation or verification body is a defined part of a legal entity, the structure shall include the line of authority
and relationship to other parts of the same legal entity.
5.4 Impartiality
5.4.1 Commitment to impartiality
The validation or verification body shall act impartially and shall avoid unacceptable conflicts of interest.
The validation or verification body
a) shall have commitment by top management to act impartially in validation or verification activities;
b) shall make publicly available a statement that describes its understanding of the importance of impartiality
in validation or verification activities, how it manages conflict of interest and how it ensures the objectivity of
validation or verification activities;
c) shall have formal rules and/or contractual conditions to ensure that each team member acts in an impartial
manner;
d) shall document how it manages potential conflict of interest situations and risks to impartiality from within
the validation or verification body or any relationships by
1) identifying and analysing potential conflict of interest situations from validation or verification activities,
including potential conflicts arising from any relationships,
2) evaluating finances and sources of income to demonstrate that commercial, financial or other factors do
not compromise impartiality, and
3) requiring personnel relevant to the validation or verification to reveal any situation that presents them or
the validation or verification body with a potential conflict of interest.
NOTE Annex B provides informative guidance on managing validator or verifier impartiality.
5.4.2 Avoidance of conflict of interest
The validation or verification body
a) shall not use personnel with an actual or potential conflict of interest;
b) shall not validate and verify GHG assertions from the same GHG project unless allowed by the applicable
GHG programme;
c) shall not validate or verify a GHG assertion where it provided GHG consultancy services to the responsible
party that support the GHG assertion;
d) shall not validate or verify a GHG assertion where a relationship with those who provided GHG consultancy
services to the responsible party that support the GHG assertion poses an unacceptable risk to impartiality
(see Note 1);
e) shall not validate or verify a GHG assertion using personnel who were engaged by those who provided
GHG consultancy services to the responsible party in support of the GHG assertion;
f) shall not outsource the review and issuance of the validation or verification statement (see 8.5);
g) shall not offer products or services that pose an unacceptable risk to impartiality;
h) shall not state or imply that validation or verification of a GHG assertion would be simpler, easier, f

Avant-propos
L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec la
Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
La tâche principale des comités techniques est d'élaborer les Normes internationales. Les projets de Normes
internationales adoptés par les comités techniques sont soumis aux comités membres pour vote. Leur
publication comme Normes internationales requiert l'approbation de 75 % au moins des comités membres
votants.
L'attention est appelée sur le fait que certains des éléments du présent document peuvent faire l'objet de droits

Introduction
Les changements climatiques ont été identifiés comme l'un des plus grands défis auxquels les nations, les
gouvernements, les entreprises et les citoyens vont être confrontés au cours des décennies à venir. Ce
phénomène a des implications sur les systèmes, qu'ils soient humains ou naturels, et il pourrait entraîner des
changements significatifs dans l'utilisation des ressources, dans les activités économiques et de production. En
guise de réponse, des initiatives internationales, régionales, nationales et locales sont en cours de mise au
point et de mise en œuvre afin de limiter les concentrations de gaz à effet de serre (GES) dans l'atmosphère
terrestre. Ces initiatives reposent sur la quantification, la surveillance, l'établissement de rapports et la
vérification des émissions de GES et/ou de leur suppression.
L'objectif général des activités de validation ou de vérification GES consiste à donner confiance à toutes les
parties qui ont recours à une déclaration GES. L'auteur de la déclaration GES est responsable de la conformité
aux exigences de la norme ou du programme GES applicable. L'organisme de validation ou de vérification est
chargé de réaliser une évaluation des objectifs et d'émettre un avis documenté de validation ou de vérification
au sujet de la déclaration GES de la partie responsable. La présente Norme internationale fournit des
exigences à l'intention des organismes qui effectuent la validation ou la vérification GES sur la base de
l'ISO 14064-3 ou d'autres normes ou d'autres spécifications applicables. Elle contient un certain nombre de
principes dont il convient pour ces organismes d'être en mesure de faire la preuve et fournit des exigences
spécifiques relatives à ces principes. Les exigences générales se rapportent à des sujets tels que les
dispositions légales et contractuelles, les responsabilités, la gestion de l'impartialité et les questions de
responsabilité juridique et financière. Les exigences spécifiques comprennent des dispositions relatives aux
structures, aux ressources et aux compétences, à la gestion des informations et des enregistrements, au
processus de validation et de vérification, aux appels, aux plaintes et aux systèmes de management.
La présente Norme internationale fournit aux administrateurs de programmes GES, aux autorités
réglementaires et aux organismes d'accréditation une base pour l'évaluation et la reconnaissance de la
compétence des organismes de validation et de vérification. Elle peut également être utilisée, par exemple,
dans les évaluations entreprises par des pairs au sein de groupes d'organismes de validation ou de vérification
ou entre les groupes.
La Figure 1 et l'Annexe A montrent les relations entre l'application de la présente Norme internationale et
l'ISO 14064-1, l'ISO 14064-2 et l'ISO 14064-3.

1 Domaine d'application
La présente Norme internationale spécifie des principes et des exigences à l'intention des organismes qui
effectuent la validation ou la vérification des déclarations relatives aux gaz à effet de serre (GES).
Elle ne s'inscrit dans aucun programme sur les gaz à effet de serre. Si un tel programme est applicable, les
exigences de ce programme s'ajoutent à celles de la présente Norme internationale.
2 Références normatives
Les documents de référence suivants sont indispensables pour l'application du présent document. Pour les
références datées, seule l'édition citée s'applique. Pour les références non datées, la dernière édition du
document de référence s'applique (y compris les éventuels amendements).

4Principes
4.1 Généralités
La présente Norme internationale ne peut pas prévoir tous les cas de figure. Par conséquent, les principes
suivants fournissent des directives supplémentaires pour l'évaluation des situations imprévues. Ces principes
ne constituent pas des exigences. Dans certains cas, les organismes de validation ou de vérification peuvent
avoir à trouver le bon équilibre entre des principes tels que la transparence et la confidentialité.

4.2 Impartialité
Les décisions s'appuient sur des preuves tangibles obtenues au cours du processus de validation ou de
vérification et ne sont pas influencées par d'autres intérêts ou parties.
4.3 Compétence
Le personnel possède les aptitudes, l'expérience, l'infrastructure et la capacité nécessaires pour réaliser
efficacement les activités de validation ou de vérification.
4.4 Approche factuelle pour la prise de décision
L'avis de validation ou de vérification s'appuie sur des preuves recueillies au cours d'une validation ou d'une
vérification objective de la déclaration GES de la partie responsable.
4.5 Transparence
Les informations relatives à la situation de la validation ou de la vérification sont accessibles ou divulguées en
temps opportun et de manière appropriée aux utilisateurs cible, au client ou à la partie responsable.
4.6 Confidentialité
Les informations confidentielles qui ont été recueillies ou générées au cours des activités de validation ou de
vérification sont protégées et ne sont pas divulguées inconsidérément.
5 Exigences générales
5.1 Statut juridique
L'organisme de validation ou de vérification doit disposer d'une description de son statut juridique, mentionnant,
le cas échéant, le nom des propriétaires et, s'il est différent, le nom des personnes qui le dirigent.
5.2 Questions légales et contractuelles
L'organisme de validation ou de vérification doit constituer une entité juridique ou une partie définie d'une entité
juridique telle qu'il peut être tenu légalement responsable de l'ensemble de ses activités de validation ou de
vérification.
L'organisme de validation ou de vérification doit passer avec chaque client un accord légalement exécutoire
concernant l'offre de services de validation ou de vérification.
L'organisme de validation ou de vérification doit conserver son autorité et sa responsabilité en ce qui concerne
ses activités de validation ou de vérification, ses décisions et ses avis de validation ou de vérification.
5.3 Engagement de la gouvernance et de la direction
L'organisme de validation ou de vérification doit identifier les membres de la direction (personnes, groupes,
bureaux) qui ont l'autorité et la responsabilité générales dans les domaines suivants:
a) développement des politiques opérationnelles;
b) supervision de la mise en œuvre des politiques et des procédures;
c) supervision des aspects financiers;
d) adéquation des activités de validation ou de vérification;
