Fire safety engineering — Guidance on fire risk assessment

ISO/TS 16732:2005 provides the conceptual basis for fire risk assessment by stating the principles underlying the quantification and interpretation of fire-related risk. These fire risk principles apply to all fire-related phenomena and all end-use configurations, which means these principles can be applied to all types of fire scenarios. ISO/TS 16732:2005 is designed as a guide for future documents that provide formal procedures for the implementation of the risk assessment principles for specific applications, e.g., situations in which only certain types of fire scenarios are possible. Those future documents will complete the process of full standardization begun by ISO/TS 16732:2005, which not only specifies the steps to be followed in fire risk assessment but also provides guidance for use in determining whether the specific approach used for quantification falls within an acceptable range. Principles underlying the quantification of risk are presented in ISO/TS 16732:2005 in terms of the steps to be taken in conducting a fire risk assessment. These quantification steps are initially placed in the context of the overall management of fire risk and then explained within the context of fire safety engineering, as discussed in ISO/TR 13387. The use of scenarios and the characterization of probability and consequence are then described as steps in fire risk estimation, leading to the quantification of combined fire risk. Guidance is also provided on the use of the information generated, i.e., on the interpretation of fire risk. Finally, there is an examination of uncertainty in the quantification and interpretation of the fire risk estimates obtained following the procedures in this document.

L'ISO/TS 16732:2005 donne la base conceptuelle de l'évaluation du risque incendie en énonçant les principes qui sous-tendent la quantification et l'interprétation du risque relatif à l'incendie. Ces principes s'appliquent à tous les phénomènes relatifs aux incendies et à toutes les configurations représentatives de la réalité, ce qui signifie que ces principes peuvent être appliqués à tous les types de scénarios d'incendie. Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (комитетов-членов ISO). Разработка международных стандартов
обычно осуществляется техническими комитетами ISO. Каждый комитет-член, заинтересованный в
деятельности, для которой был создан технический комитет, имеет право быть представленным в
этом комитете. Международные государственные и негосударственные организации, имеющие связи с
ISO, также принимают участие в работах. Что касается стандартизации в области электротехники, то
ISO работает в тесном сотрудничестве с Международной электротехнической комиссией (IEC).
Проекты международных стандартов разрабатываются в соответствии с правилами, установленными
в Директивах ISO/IEC, Часть 2.
Основная задача технических комитетов заключается в подготовке международных стандартов.
Проекты международных стандартов, принятые техническими комитетами, рассылаются комитетам-

 документ Общедоступные технические условия ISO (ISO/PAS) согласуется техническими
экспертами в рабочей группе ISO и принимается к опубликованию при одобрении его более 50 %
членов вышестоящего комитета, принимающих участие в голосовании;
 документ Технические условия ISO (ISO/TS) согласуется членами технического комитета и
принимается к опубликованию при одобрении его 2/3 членов комитета, принимающих участие в
голосовании.
Документы ISO/PAS или ISO/TS рассматриваются спустя три года для принятия решения, в
соответствии с которым они либо утверждаются на последующие три года, либо пересматриваются и
преобразовываются в международный стандарт, либо отзываются. Если документ ISO/PAS или ISO/TS
одобряется, то он пересматривается снова через три года, в течение которых документ должен быть
либо преобразован в международный стандарт, либо отозван.
Следует иметь в виду, что некоторые элементы настоящего документа могут быть объектом

Введение
Данные Технические условия предназначаются для специалистов – практиков в области пожарной
безопасности, использующих методы, основанные на оценке рисков. К ним относятся инженеры по
пожарной безопасности, органы, обладающие юрисдикцией, например, руководители
территориальных органов власти, персонал пожарной службы, органы, следящие за соблюдением
законов, разработчики законов, страховые компании, менеджеры по пожарной безопасности, а также
менеджеры по управлению рисками. Пользователи настоящих Технических условий должны обладать
соответствующей квалификацией и компетентностью в областях техники пожарной безопасности и
оценки рисков. Особенно важно, чтобы пользователь понимал ограничения применений методологий,
которые он использует.
Оценке риска предшествуют два этапа: установление контекста, включая цели, поставленные в
области пожарной безопасности, объекты, для которых производится оценка риска возникновения
пожара, и связанные с этим факты и предположения, а также идентификация различных оцениваемых
опасностей.
Объекты, для которых проводится оценка риска возникновения пожара, включают проекты и контроль
любой части созданной среды, например, зданий или других конструкций. Оценка проектов в
отношении рисков возникновения пожара включает анализ рисков, например, частота нанесения
ущерба и его серьезность, что позволяет делать соответствующие прогнозы, если проект реализуется,
а также анализ допустимости рассматриваемых рисков.
Оценка риска возникновения пожара может использоваться для принятия решений, касающихся
предотвращения пожара или противопожарной защиты новой или существующей созданной среды,
например, зданий, когда вероятностные аспекты, например, возгорание или надежность
противопожарных мероприятий, имеют важное значение. Оценка риска возникновения пожара может
быть использована для установления соответствия безопасности законам, оценки баланса между
затратами и риском или для проверки приемлемых рисков, особенно в случае серьезных
происшествий. Оценка риска возникновения пожара также может использоваться как общее
руководство или для выбора сценариев и других элементов детерминированного анализа.

1 Область применения
Настоящие Технические условия являются концептуальной основой для оценки риска путем
установления принципов, лежащих в основе количественной оценки и интерпретации рисков,
связанных с пожарами. Указанные принципы распространяются на все явления, связанные с
возникновением пожара, и все окончательные конфигурации в предположении, что эти принципы могут
быть применены ко всем типам сценариев пожаров.
Настоящие Технические условия разработаны как руководство для будущих документов, в которых
описываются формальные процедуры реализации принципов оценки рисков для конкретных
применений, например, в ситуациях, в которых возможны только определенные типы сценариев
пожара. Указанные документы будут завершать процесс полной стандартизации, начатый настоящими
Техническими условиями, и не только установят действия, которые следует предпринимать при оценке
риска возникновения пожара, но также предоставят руководящие указания по определению, является
ли конкретный метод, используемый для количественной оценки, приемлемым.
Принципы, лежащие в основе количественной оценки рисков, представлены в данных Технических

4 Применимость оценки рисков возникновения пожара

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
In other circumstances, particularly when there is an urgent market requirement for such documents, a
technical committee may decide to publish other types of normative document:
⎯ an ISO Publicly Available Specification (ISO/PAS) represents an agreement between technical experts in
an ISO working group and is accepted for publication if it is approved by more than 50 % of the members

An ISO/PAS or ISO/TS is reviewed after three years in order to decide whether it will be confirmed for a
further three years, revised to become an International Standard, or withdrawn. If the ISO/PAS or ISO/TS is
confirmed, it is reviewed again after a further three years, at which time it must either be transformed into an
International Standard or be withdrawn.

Introduction
This Technical Specification is for use by fire safety practitioners who employ risk assessment based methods.
Examples include fire safety engineers; authorities having jurisdiction, such as territorial authority officials; fire
service personnel; code enforcers; code developers; insurers; fire safety managers; and risk managers. Users
of this Technical Specification are to be appropriately qualified and competent in the fields of fire safety
engineering and risk assessment. It is particularly important that the user understand the limitations of
application of any methodology that is used.
Risk assessment is preceded by two steps: establishment of a context, including the fire safety objectives to
be met, the subjects of the fire risk assessment to be performed and related facts or assumptions; and
identification of the various hazards to be assessed.
The subjects of fire risk assessment include the design and control of any part of the built environment, such
as buildings or other structures. Fire risk assessment of a design consists of analysis of the risks, e.g.
frequency and severity of harm, that are predicted to result if the design is implemented, combined with an
evaluation of the acceptability of those risks.
Fire risk assessment can be used to support any decisions about fire prevention or fire protection of new or
existing built environments, such as buildings, where probabilistic aspects, such as fire ignition or the reliability
of fire precautions, are important. Fire risk assessment also can be used to establish safety equivalent to a
code, to assess the balance between cost and risk, or to examine acceptable risk specifically for severe
events. Fire risk assessment also can be used to provide general guidance or to support choices in the
selection of scenarios and other elements of a deterministic analysis.

Fire safety engineering — Guidance on fire risk assessment
1 Scope
This Technical Specification provides the conceptual basis for fire risk assessment by stating the principles
underlying the quantification and interpretation of fire-related risk. These fire risk principles apply to all
fire-related phenomena and all end-use configurations, which means these principles can be applied to all
types of fire scenarios.
This Technical Specification is designed as a guide for future documents that provide formal procedures for
the implementation of the risk assessment principles for specific applications, e.g. situations in which only
certain types of fire scenarios are possible. Those future documents will complete the process of full
standardization begun by this Technical Specification, which not only specifies the steps to be followed in fire
risk assessment but also provides guidance for use in determining whether the specific approach used for
quantification falls within an acceptable range.
Principles underlying the quantification of risk are presented in this Technical Specification in terms of the
steps to be taken in conducting a fire risk assessment. These quantification steps are initially placed in the
context of the overall management of fire risk and then explained within the context of fire safety engineering,
as discussed in ISO/TR 13387. The use of scenarios and the characterization of probability and consequence
are then described as steps in fire risk estimation, leading to the quantification of combined fire risk. Guidance
is also provided on the use of the information generated, i.e. on the interpretation of fire risk. Finally, there is
an examination of uncertainty in the quantification and interpretation of the fire risk estimates obtained,
following the procedures in this document.

NOTE Reliability applies to the performance of any building or product design feature whose performance can

risk consequences associated with that scenario. It is also possible that the design feature performance is better described
by a range of partial successes or partial failures. This requires a more general and flexible definition than the one given
above.

EXAMPLE If the fire risk measure is the probability of an unwanted consequence, such as death, then individual risk

specific individual. The risk measure can be expressed as conditional on exposure to the hazard, such as being at a
hazardous location. Individual risk is independent of the number of persons affected. Contrast with “societal risk”.

4 Applicability of fire risk assessment
4.1 Circumstances where fire risk assessment is useful
Fire risk assessment is useful in circumstances where it is important to give due consideration to scenarios
with low probability but high consequence, such as the following:
a) large numbers of vulnerable people, whose vulnerability results from sleeping, disability, age, impairment,
or unfamiliarity;
b) initiating fires with very high fire growth rates;
c) transitory high fuel loads, particularly in vulnerable areas such as escape paths.
Fire risk assessment is also useful in circumstances where spatial measures of fire size, commonly used in
deterministic fire hazard assessments, are insufficient as measures of event severity, such as the following:
a) properties involving very high value in small spaces;
b) vulnerable property, such as the contents of clean rooms;
c) contents whose importance is not reflected by its physical size or direct cost, such as the cables
controlling safety equipment in a nuclear power facility;
d) properties where the principal form of harm to property is not direct damage, such as properties with high
potential for environmental damage, high costs for business interruption, or high potential for lost image
and goodwill if a major fire were to occur;
e) properties that have undergone changes in use, alterations, or renovations.
4.2 Circumstances where fire risk assessment is essential
Fire risk assessment is essential where deterministic fire safety engineering cannot adequately address the
fire scenarios of concern. This tends to occur when deterministic treatment of a small number of fire scenarios
cannot adequately capture the total fire risk of the property.
Fire risk assessment is essential where reliability is critical, because reliability is inherently probabilistic. For
example, fire risk assessment is required if it is necessary to assess the defence in depth of a design that
relies heavily on a single fire safety system.
Fire risk assessment is essential where the variability of input parameters has a significant impact on the
results. Fire risk assessment is needed where there are significant variations in variables like the number of
people, their characteristics, or fire growth rates, and deterministic analysis shows that credible combinations
of the variables are not acceptably safe.
Fire risk assessment is essential where a wide range of fire scenarios is deemed to be necessary. Fire risk
assessment is needed when a large number of distinct fire scenarios pose sufficiently different challenges to
the property and its fire safety goals as to preclude the use of any one scenario to represent others.
5 Overview of fire risk management
Risk management includes risk assessment but also typically includes risk treatment, risk acceptance, and
risk communication, which all occur after risk assessment. Risk treatment may precede a second fire risk
assessment. (See Figure 1.) Fire risk assessment can also be used to assess alternative designs, prior to
selecting a specific design or making changes to that design to achieve compliance with the acceptance
criteria.

Fire risk assessment begins with objectives and a proposed design specification for the structure or other part
of the built environment to be assessed. The risk associated with the design specification is estimated and
then evaluated. Risk evaluation consists of comparison of the estimated risk for the design to the acceptance
criteria. If the estimated risk is found to be unacceptable, it is necessary to make changes — either change
the design specification or treat the risk or both — and then reassess. If the evaluation is acceptable, it can
still be desirable to treat the residual risk, but it will definitely be necessary to formally accept the risk and to
communicate the risk to stakeholders.
The stakeholders can decide to accept a risk that the evaluation had found to be unacceptable, and such a
change is implicitly a change in the fire safety objectives.

6 Steps in fire risk estimation
6.1 Overview of fire risk estimation
Figure 2 describes the sequence of steps involved in fire risk estimation as it is conducted when the scenario
structure is explicit and when probabilities and consequences are explicitly calculated in quantitative form.
Later sections describe the use of risk curves, risk matrices and other techniques for which the flow chart is
not fully applicable in detail.

Fire risk estimation begins with the establishment of a context. The context will provide a number of
quantitative assumptions, which are required with the objectives and the design specifications to perform the
estimation calculations.
The next step is identification of hazards, which are then used as the basis for specification and selection of
the scenarios that will form the basis for the estimation. One scenario is then selected for analysis, and the
probability and consequences for that scenario are estimated. This procedure is repeated until all the selected
scenarios have been analysed. The combined fire risk for the design is then calculated as the sum of the
scenario fire risks.

An abbreviated fire risk calculation may be used to select a small number of scenarios for a deterministic

L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.

Introduction
La présente Spécification technique est destinée à l'usage des praticiens de la sécurité incendie utilisant des
méthodes fondées sur l'évaluation des risques. On peut citer à titre d'exemples les ingénieurs de la sécurité
incendie; les autorités compétentes, telles que les fonctionnaires territoriaux; le personnel de lutte contre
l'incendie; le personnel chargé de faire appliquer des mesures législatives ou réglementaires; les promoteurs
des mesures législatives ou réglementaires; les assureurs; les directeurs de la prévention incendie et les
gestionnaires des risques. Les utilisateurs de la présente Spécification technique doivent être
convenablement qualifiés et compétents dans les domaines de l'ingénierie de la sécurité incendie et de
l'évaluation des risques. Il est particulièrement important que l'utilisateur prenne en considération les
limitations d'application de toute méthodologie employée.
L'évaluation des risques est précédée par deux étapes: l'établissement d'un contexte, comprenant les
objectifs de sécurité incendie à satisfaire, les sujets sur lesquels portent l'évaluation du risque incendie et les
faits associés ou les hypothèses, et l'identification des divers dangers à évaluer.
Les sujets d'évaluation du risque incendie incluent la conception et la surveillance de tout ouvrage, tel que
des bâtiments ou toutes autres structures. L'évaluation du risque incendie d'un projet consiste en une analyse
des risques auxquels on peut s'attendre, par exemple la fréquence et la gravité des dommages, si le projet
est réalisé, combinées avec une évaluation de l'acceptabilité de ces risques.
L'évaluation du risque incendie peut être utilisée pour appuyer toute décision relative à la prévention ou à la
protection contre l'incendie d'ouvrages neufs ou d'ouvrages existants, tels que des ouvrages, pour lesquels
les aspects probabilistes, comme le départ du feu ou la fiabilité des mesures de protection contre l'incendie,
constituent un facteur déterminant des dispositions de sécurité mises en place. L'évaluation du risque
incendie peut également être utilisée pour mettre en place des mesures destinées à assurer un niveau de
sécurité équivalente à celles définies par un règlement prescriptif, pour évaluer le bilan coût/efficacité des
mesures choisies par rapport au risque identifié ou pour évaluer le niveau d'acceptabilité du risque, plus
spécifiquement pour des événements graves. L'évaluation du risque incendie peut également être employée
pour fournir des directives générales ou pour conforter des choix lors de la sélection de scénarios et d'autres
éléments d'appréciation d'une analyse déterministe.

1 Domaine d'application
La présente Spécification technique donne la base conceptuelle de l'évaluation du risque incendie en
énonçant les principes qui sous-tendent la quantification et l'interprétation du risque relatif à l'incendie. Ces
principes s'appliquent à tous les phénomènes relatifs aux incendies et à toutes les configurations
représentatives de la réalité, ce qui signifie que ces principes peuvent être appliqués à tous les types de
scénarios d'incendie.
La présente Spécification technique est conçue comme un guide destiné à de futurs documents donnant des
modes opératoires formels de mise en œuvre des principes d'évaluation des risques pour des applications
spécifiques, par exemple, les situations dans lesquelles seuls certains types de scénarios d'incendie sont
possibles. Ces futurs documents compléteront le processus de normalisation globale commencé avec la
présente Spécification technique qui ne spécifie pas seulement les étapes à suivre dans l'évaluation du risque
incendie, mais donne aussi des directives d'utilisation, en déterminant si l'approche spécifique utilisée pour la
quantification fait partie d'un parcours acceptable ou non.
Les principes fondamentaux de la quantification des risques sont présentés dans la présente Spécification
technique en termes d'étapes à parcourir lors de la conduite d'une évaluation du risque incendie. Ces étapes
de quantification sont initialement placées dans le contexte de la gestion globale du risque incendie et sont
ensuite expliquées dans le contexte de l'ingénierie de la sécurité incendie, comme cela est mentionné dans
l'ISO/TR 13387. L'utilisation des scénarios et la caractérisation des probabilités et des conséquences sont
alors décrites comme des étapes dans l'estimation des risque incendie, conduisant à la quantification du
risque incendie combiné. Des directives sont également fournies sur l'utilisation des informations ainsi
obtenues, c'est-à-dire sur l'interprétation du risque incendie. Finalement, il est procédé à un examen de
l'incertitude de la quantification et de l'interprétation des estimations des risques incendie obtenues en suivant
les modes opératoires décrits dans ce document.

4 Applicabilité de la démarche d'évaluation du risque incendie
4.1 Circonstances dans lesquelles l'évaluation du risque incendie est utile
L'évaluation du risque incendie est utile dans les circonstances où il est important de prendre en considération
des scénarios de faible probabilité, mais de forts effets, tels que:
a) un grand nombre de personnes vulnérables, dont la vulnérabilité résulte du sommeil, d'une infirmité, de
l'âge, d'un handicap ou de la méconnaissance;
b) les départs de feu avec des taux d'augmentation du débit calorifique très élevés;
c) densité transitoire élevée de matériaux combustibles, en particulier dans des zones vulnérables telles
que les voies d'évacuation.
L'évaluation du risque incendie est également utile dans les circonstances où les dimensions de l'incendie,
généralement utilisées dans les estimations déterministes de danger, sont insuffisantes en tant que mesures
de sévérité de l'événement, par exemple pour des incendies mettant en jeu:

a) des biens impliquant une valeur très élevée situés dans de petits espaces;
b) un bien sensible, tel que le contenu de salles blanches;
c) des contenus dont l'importance n'est pas reflétée par les dimensions physiques ou le coût direct, mais
par leur fonction, tels que des câbles contrôlant des équipements de sûreté dans une installation
nucléaire;
d) des biens dont la principale forme de dégradation n'est pas représentée par des dommages directs subis
par eux mêmes, mais par les conséquences que leur implication est susceptible de générer en cas
d'incendie, tels que des biens susceptibles de provoquer des dommages environnementaux, des coûts
élevés pour pertes d'exploitation ou des perte d'image de marque et de fonds de commerce;
e) des biens ayant subis des changements d'usage, des altérations, ou des rénovations, susceptible de
remettre en cause les dispositions de protection contre l'incendie initialement prévues.
4.2 Circonstances dans lesquelles l'évaluation du risque incendie est essentielle
L'évaluation du risque incendie est essentielle lorsque l'ingénierie de la sécurité incendie déterministe ne peut
pas correctement traiter les scénarios d'incendie considérés. Cela tend à se produire lorsque le traitement
déterministe d'un nombre restreint de scénarios d'incendie ne peut pas correctement prendre en compte le
risque incendie global du bien.
L'évaluation du risque incendie est importante lorsque la fiabilité est critique, car la fiabilité est en soi
probabiliste. Par exemple, l'évaluation du risque incendie est requise s'il est nécessaire d'évaluer la «défense
en profondeur»
