FOREWORD
IS0 (the International Organization for Standardization) is a worldwide federation
of national standards institutes (IS0 Member Bodies). The work of developing
International Standards is carried out through IS0 Technical Committees. Every
Member Body interested in a subject for which a Technical Committee has been set
up has the right to be represented on that Committee. International organizations,
governmental and non-governmental, in liaison with ISO, also take part in the work.

Draft International Standards adopted by the Technical Committees are circulated
to the Member Bodies for approval before their acceptance as International
Standards by the IS0 Council.
International Standard IS0 2789 was drawn up by Technical Committee
ISO/TC 46, Documentation, and circulated to the Member Bodies in March 1972.
It has been approved by the Member Bodies of the following countries :

There has been excellent co-operation between IS0 and the International
Federation of Library Associations (IFLA) in the efforts to produce an
International Standard for the presentation of library statistics. A joint working
group held conferences in The Hague in 1966 and Paris in 1967, financed by the
Council on Library Resources and supported by the United Nations Educational,
Scientific and Cultural Organization (UNESCO). A progress report on the
international standardization of library statistics was published in 1968.
In May 1970, UNESCO convened a conference of governmental experts to develop
a draft IS0 International Standard concerning the international standardization of
library statistics. This draft, ”Recommendation concerning the international
standardization of library statistics”, finalized within the IFLA-IS0 Working
Group, was adopted by the General Conference of UNESCO during its sixteenth
session, in Paris, in November 1970 as a Recommendation to all member states.
The text of the present International Standard is identical in all respects with that
of the above-mentioned Recommendation.

IS0 (Organisation Internationale de Normalisation) est une fédération mondiale
d‘organismes nationaux de normalisation (Comités Membres ISO). L’élaboration de
Normes Internationales est confiée aux Comités Techniques ISO. Chaque Comité
Membre intéressé par une étude a le droit de faire partie du Comité Technique
correspondant. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec I‘ISO, participent également aux travaux.
Les Projets de Normes Internationales adoptés par les Comités Techniques sont
soumis aux Comités Membres pour approbation, avant leur acceptation comme
Normes Internationales par le Conseil de I’ISO.
La Norme Internationale IS0 2789 a été établie par le Comité Technique
ISO/TC 46, Documentation, et soumise aux Comités Membres en mars 1972.

L'excellente collaboration entre I'ISO et la Fédération Internationale des
Associations de Bibliothécaires (FIAB) a favorisé l'établissement d'une Norme
Internationale sur la présentation des statistiques de bibliothèques. Des réunions de
groupes de travail ont eu lieu à La Haye en 1966 et à Paris en 1967, financées par le
((Council on Library Resources)) et placées sous les auspices de l'organisation des
Nations Unies pour l'éducation, la science et la culture (UNESCO). En 1968, un
rapport sur l'avancement des travaux a été publié.
En mai 1970, l'UNESCO a organisé une conférence d'experts gouvernementaux
pour établir un projet de Norme Internationale IS0 concernant les statistiques
internationales de bibliothèques. Ce projet, ((Recommandation concernant la
normalisation internationale des statistiques de bibliothèques)), élaboré au sein du
groupe de travail FIAB-ISO, a été adopté par la Conférence Générale de l'UNESCO
à sa seizième session, à Paris, en novembre 1970 comme Recommandation 6 tous les
Pays-Membres.
Le texte de la présente Norme Internationale est identique, à tous les égards, a
celui de la Recommandation susmentionnée.
