SIST EN 302 096:2000 is the Slovenian adoption of ETSI EN 302 096 for Digital Enhanced Cordless Telecommunications (DECT) Cordless Terminal Mobility (CTM) Feature Package 1 (FP1). It specifies the DECT air interface protocol for circuit-switched data services using 32 kbit/s and 64 kbit/s Unrestricted Digital Information (UDI), so implementers can build interoperable Fixed Part (FP) and Portable Part (PP) equipment for CTM data calls.

What does SIST EN 302 096:2000 specify?

SIST EN 302 096:2000 specifies the technical requirements for DECT FP and PP equipment needed to support CTM-FP1. Its goal is Air Interface (AI) interoperability between CTM-FP1 PPs and FPs, especially when they are used for circuit-switched data access.

The document is organized into a short main body and two normative annexes:

PartWhat it covers
Clauses 1-9Scope, references, definitions, service description, NWK, DLC, MAC, PHY and management requirements
Annex AV.120 aspects for use with CTM FP1
Annex BInterworking, including V.24 handling and <<IWU-ATTRIBUTES>> coding

What are the key requirements of SIST EN 302 096:2000?

Air interface and service model

SIST EN 302 096:2000 defines a connection-oriented data profile for CTM-FP1. Clause 4 sets the reference configuration for both C-plane and U-plane interworking through an Interworking Unit (IWU), which matters because the data path must be coordinated end-to-end between the DECT access side and the attached network.

For the 32 kbit/s service objective, the U-plane uses circuit mode and unrestricted digital data with octet integrity. Continuous data rate negotiation is supported in defined steps, encryption support is mandatory, and user data compression is optional only when user data are protected and compressed according to ITU-T Recommendation V.42bis. In practice, this tells implementers which bearer behavior they must support and what they may negotiate during a call.

Network, DLC, MAC, PHY and management behavior

Clause 5 requires the Network (NWK) layer to include Call Control (CC), Link Control Entity (LCE) and Mobility Management (MM). It also ties MM to the CTM Access Profile (CAP), requires use of the EN 300 175-5 message and information element coding listed in Annex B, and makes exchanged attribute procedures mandatory.

Clause 5.2 adds profile-specific rules that both PP and FP must follow, including use of <<BASICSERVICE>> with the value “Other”, support for <<IWU-ATTRIBUTES>> and <<RELEASE-REASON>>, and call-treatment indicators for safe handling of incoming and outgoing calls. In practice, these fields let the network and terminal identify CTM FP1 capability during setup and release.

Clause 6 splits the Data Link Control (DLC) layer into separate C-plane and U-plane protocol paths. The C-plane handles internal DECT control, while the U-plane handles external user data and control, which is important for separating signaling from payload. Clauses 7 to 9 apply the CAP-based requirements for the Medium Access Control (MAC), Physical (PHY) and management layers.

Annex-specific operating rules

Annex A restricts the V.120 options that may be used with CTM FP1. It limits operation to the protocol-sensitive asynchronous mode, circuit mode bearer service, full duplex transmission, and the use of terminal adaptation headers, and it allows only specific logical links and negotiable system parameters. For an engineer, this means the implementation must follow a narrow V.120 profile rather than the full general-purpose recommendation.

Annex B defines interworking with connection-oriented bearer services such as PSTN, ISDN and GSM. It covers DTE-to-PP V.24 handling, modem selection, call establishment signaling, release behavior, and the <<IWU-ATTRIBUTES>> coding used in call setup messages. This is the part that lets serial-data applications interwork across different networks through the DECT access profile.

What terms does SIST EN 302 096:2000 define?

  • Authentication - the process that verifies a DECT subscriber as a legitimate user of a particular Fixed Part (FP).
  • Bearer service - a telecommunication service that provides a defined capability for transmitting signals between user-network interfaces.
  • C-plane - the control plane of the DECT protocol stack, carrying internal DECT control and possibly some external user information.
  • Fixed Part (DECT Fixed Part) (FP) - the fixed-side DECT functions between the local network and the DECT Air Interface (AI).
  • Portable Part (DECT Portable Part) (PP) - the portable-side DECT functions between the user and the DECT AI.
  • Interworking Unit (IWU) - the unit that interconnects sub-networks and provides the needed interworking functions.
  • Terminal Adaptation Functions (TAF) - the functions in the Portable Part that support interworking with external terminal interfaces.

Who uses SIST EN 302 096:2000?

SIST EN 302 096:2000 is used by DECT equipment manufacturers, radio and protocol engineers, and test laboratories that design or verify CTM FP1 data capability. It is also relevant to operators and integrators that need DECT access to connection-oriented data services, and to quality or procurement teams checking that FP and PP equipment follow the same interoperability profile.

Which standards are used with SIST EN 302 096:2000?

ReferenceContribution
EN 300 175-1 to EN 300 175-8Base DECT Common Interface, including layers, identities, security and speech coding
EN 300 444Generic Access Profile (GAP) baseline requirements

TBR 6, TBR 10DECT terminal attachment requirements, including telephony applications

What does the SIST EN 302 096:2000 document contain?

The document includes one main reference configuration figure, service objective data for the 32 kbit/s profile, and layer requirements for NWK, DLC, MAC, PHY and management. Annex A gives the V.120 operating choices, default parameters and protocol constraints used by CTM FP1. Annex B provides the interworking scenarios, V.24 signal handling, call setup and release sequences, and the detailed <<IWU-ATTRIBUTES>> coding used in setup messages.
