SIST EN 300 141-2 V1.2.4:2005 is the Slovenian adoption of the ETSI European Standard for the Integrated Services Digital Network (ISDN) Call Hold (HOLD) supplementary service over the Digital Subscriber Signalling System No. one (DSS1) protocol. It specifies the Protocol Implementation Conformance Statement (PICS) proforma that a supplier completes to state which HOLD capabilities, options and roles are implemented for conformance with EN 300 141-1. It is intended for user and network implementations, including the private network cases covered by the standard.
What does SIST EN 300 141-2 V1.2.4:2005 specify?
SIST EN 300 141-2 V1.2.4:2005 specifies the PICS proforma for the DSS1 HOLD supplementary service in stage three of ISDN service specification. It tells a supplier what to declare about an implementation that claims conformance to EN 300 141-1, and it follows the conformance-testing approach of ISO/IEC 9646-7.
The scope places the service at the T reference point, or at coincident S and T reference points, for pan-European ISDN provided by public telecommunications operators. In practice, that means the document is used to describe protocol behavior at the user-network interface, not the service idea in general.
The document is organized into a short core and three annexes.
| Annex | What it covers |
|---|---|
| Annex A | Normative PICS proforma for EN 300 141-1 |
| Annex B | Normative requirements list for related base PICS proformas |
| Annex C | Informative changes compared with the previous ETS 300 141-2 |
Clause 1 gives the scope, clause 2 lists the normative references, clause 3 defines key terms, clause 4 lists abbreviations, and clause 5 states the conformance rules for a valid PICS.
What are the key requirements of SIST EN 300 141-2 V1.2.4:2005?
SIST EN 300 141-2 V1.2.4:2005 is mainly about how to complete and use the PICS form, and how that form relates to the underlying HOLD protocol specification. The important point for practice is that conformance is not asserted by the document alone - it is asserted by a completed PICS that matches the standard’s structure.
- Clause 5 requires technical equivalence to Annex A. A conforming PICS must preserve the numbering and order of the items in Annex A. That keeps declarations comparable across suppliers and test labs.
- Clause 5 requires the PICS to describe an implementation that claims conformance to EN 300 141-1. It must also be completed according to the instructions in Annex A and identify both the supplier and the implementation. This matters because the statement has to be tied to a specific product or system version.
- Annex A.1 separates the form into common, user and network parts. The Roles subclause applies to all implementations, while the User part is only for user implementations and the Network part only for network implementations. That helps a buyer or tester fill in only the sections that match the product role.
- Annex A.1.2 uses a global conformance statement. A “Yes” answer means the remaining items are completed to support test selection for optional functions; a “No” answer still requires completion, with non-supported mandatory capabilities identified and explained. In practice, the form can capture partial support as well as full support.
- Annex A records the main HOLD capabilities. For the user side, it covers holding a call in the Active state, holding a call in the Call Delivered state for outgoing calls, retrieving a held call, and generating notifications for private ISDN interworking. For the network side, it covers the matching network functions, including notification delivery and acceptance.
- Annex A also covers protocol data and call-state declarations. The tables include notification indicator information element values for remote hold and remote retrieval, plus the relevant call states and timers. This is the part that tells a reviewer what the implementation actually supports on the wire.
- Annex B links this PICS to the related base PICS proformas. It repeats the relevant items for basic call, generic functional protocol and supplementary service interactions, using conditional or optional status markers. This matters because HOLD support depends on consistency with those base capabilities.
- Annex B identifies message and timer support that must align with HOLD behavior. It covers HOLD, RETRIEVE and NOTIFY message handling, notification indicator information elements, call-state items, timers, and interaction with other supplementary services. In practice, this is what a conformance engineer checks before choosing test cases.
What terms does SIST EN 300 141-2 V1.2.4:2005 define?
SIST EN 300 141-2 V1.2.4:2005 defines the terms used to complete and review a conformance statement for the HOLD protocol.
- Protocol Implementation Conformance Statement (PICS): a supplier’s statement of which capabilities have been implemented for a given OSI protocol.
- PICS proforma: a questionnaire-style document that becomes the PICS when it is completed for a specific implementation.
- Static conformance review: a comparison of the completed PICS against the static conformance requirements in the relevant standard.
- Implementation Under Test (IUT): the implementation being checked for conformance.
- System Under Test (SUT): the system in which the IUT resides.
- System Conformance Statement (SCS): a document that summarizes which standards are implemented and what conformance is claimed.
- Digital Subscriber Signalling System No. one (DSS1): the signalling protocol used for the ISDN user-network interface in this standard.
Who uses SIST EN 300 141-2 V1.2.4:2005?
SIST EN 300 141-2 V1.2.4:2005 is used by suppliers of ISDN user or network implementations who need to state conformance to EN 300 141-1. It is also used by clients, test engineers and conformance labs that need a structured way to review what has been implemented and which test cases are relevant.
The standard is especially relevant where HOLD is being implemented at the user side, the network side, or both. It is also useful when the service provider operates in a private ISDN, because the form includes interworking-related notification items for that case.
What changed in SIST EN 300 141-2 V1.2.4:2005 from the previous edition?
The change note states that the standard was converted to EN layout. It also updates references from ETS 300 102 and associated I-ETSs to EN 300 403, and replaces non-specific references to basic standards with the latest version where that was intended.
Which standards are used with SIST EN 300 141-2 V1.2.4:2005?
SIST EN 300 141-2 V1.2.4:2005 refers to these companion standards and references:
| Reference | What it contributes |
|---|---|
| EN 300 141-1 | The HOLD protocol specification that the PICS describes |
| EN 300 403-1 | Basic call control protocol specification for the signalling network layer |
| EN 300 403-3 | Basic call control PICS proforma used in the requirements list |
| EN 300 195-1 | Supplementary service interactions protocol specification |
| EN 300 195-2 | Supplementary service interactions PICS proforma |
| EN 300 196-1 | Generic functional protocol for supplementary services |
| EN 300 196-2 | Generic functional protocol PICS proforma |

| ISO/IEC 9646-7 | Rules for implementation conformance statements |
| CCITT Recommendation I.130 | Method for characterizing telecommunication services and network capabilities |
| ITU-T Recommendation I.411 | ISDN user-network interface reference configurations |
What does the SIST EN 300 141-2 V1.2.4:2005 document contain?
SIST EN 300 141-2 V1.2.4:2005 contains a completed-form template rather than protocol procedures or test cases. Annex A gives the PICS tables for implementation identification, global conformance, roles, user and network capabilities, protocol data unit support, parameters, timers and call states.
Annex B contains a requirements list that points back to the related basic call, generic functional protocol and supplementary service interactions PICS proformas. That makes the document useful for conformance assessment and for selecting the right test cases from the companion standards.
Annex C records the changes from the previous edition. The body of the document also includes the conformance clause, abbreviations, definitions and normative references needed to complete and interpret the form.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 2 of a multi-part standard covering the Digital Subscriber Signalling System No. one
(DSS1) protocol specification for the Integrated Services Digital Network (ISDN) Call Hold (HOLD) supplementary
service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the user";
Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
To evaluate conformance of a particular implementation, it is necessary to have a statement of which capabilities and
options have been implemented for a given Open Systems Interconnection (OSI) protocol. Such a statement is called a
Protocol Implementation Conformance Statement (PICS).
The present version updates the references to the basic call specifications.

1 Scope
This second part of EN 300 141 is applicable to the stage three of the Call Hold (HOLD) supplementary service for the
pan-European Integrated Services Digital Network (ISDN) as provided by European public telecommunications
operators at the T reference point or coincident S and T reference point (as defined in ITU-T Recommendation
I.411 [11]) by means of the Digital Subscriber Signalling System No. one (DSS1) protocol. Stage three identifies the
protocol procedures and switching functions needed to support a telecommunications service (see CCITT
Recommendation I.130 [10]).
The present document provides the Protocol Implementation Conformance Statement (PICS) proforma for the ISDN
DSS1 HOLD supplementary service protocol as specified in EN 300 141-1 [2] in compliance with the relevant
requirements and in accordance with the relevant guidance given in ISO/IEC 9646-7 [9].
The supplier of a protocol implementation which is claimed to conform to EN 300 141-1 [2] is required to complete a
copy of the PICS proforma provided in annex A of the present document and is required to provide the information
necessary to identify both the supplier and the implementation.
