SIST EN 300 098-1 V1.2.4:2005 is the SIST adoption of the ETSI European Standard for the Integrated Services Digital Network (ISDN) Connected Line Identification Restriction (COLR) supplementary service. It specifies the Digital Subscriber Signalling System No. one (DSS1) protocol for stage 3 behavior, so it tells implementers how the service is signalled and handled in the network. The document is aimed at public ISDN and private ISDN implementations at the T reference point or coincident S and T reference point.

What does SIST EN 300 098-1 V1.2.4:2005 specify?

SIST EN 300 098-1 V1.2.4:2005 specifies the protocol procedures and switching functions for COLR in ISDN. It also says where the service applies and where it does not, which matters because COLR behavior depends on whether the call stays within ISDN signaling.

The standard covers:

  • Clause 1 - scope and applicability
  • Clauses 2-4 - references, definitions, abbreviations
  • Clause 5 - service description
  • Clauses 6-14 - operational rules, coding, procedures, interactions, timers and SDL description
  • Annex A to D - signalling flows, public/private ISDN interchangeability, changes from the previous edition, bibliography
AnnexWhat it covers
ASignalling flows
BTerminal interchangeability between public and private ISDNs
CChanges with respect to the previous ETS 300 098-1
DBibliography

The scope excludes additional protocol requirements when the service is provided through a telecommunications network that is not an ISDN. In practice, that means implementers should use this standard for ISDN-to-ISDN behavior, not for non-ISDN carrier paths.

What are the key requirements of SIST EN 300 098-1 V1.2.4:2005?

SIST EN 300 098-1 V1.2.4:2005 makes COLR a presentation restriction service for the connected party’s ISDN number and subaddress. The practical effect is that the caller should not receive connected-party identity information when restriction is active.

  • Clause 5 defines the service behavior: the destination network indicates that the connected user’s number and subaddress are not to be presented to the calling user. This matters because the service protects identity presentation without changing the call itself.
  • Clause 6.3 says COLR information is carried in the CONNECT message as part of the basic call procedures defined in EN 300 403-1. That ties COLR to normal call setup handling.
  • Clause 9.2.1 allows a per-call request from the user by including the Connected number information element in CONNECT with a presentation indicator set to restricted or allowed. This is the user-side control point for overriding the default.
  • Clause 9.3.1 sets the destination network behavior. In permanent mode, the network ignores the received presentation indicator and sets it to restricted; in per-call mode, it uses the received value or the subscribed default if none is provided.
  • Clause 7 points to EN 300 097-1 for coding of the Connected number information element. Implementers therefore use the related COLP specification for the element format.
  • Clauses 10 to 12 cover interworking with private ISDNs, interaction with other networks, and interaction with other supplementary services. This is where interoperability decisions are made.
  • Annex A says no COLR-specific signalling flow is needed beyond basic call control, so implementation follows the normal call signaling path.

What terms does SIST EN 300 098-1 V1.2.4:2005 define?

  • COLR - Connected Line Identification Restriction, the supplementary service that blocks presentation of the connected party identity.
  • DSS1 - Digital Subscriber Signalling System No. one, the signaling protocol used at the user-network interface.
  • ISDN - Integrated Services Digital Network, the network environment for this service.
  • calling user - the initiator of the call received by the served user.
  • served user - the user of the ISDN number that has subscribed to restriction; the standard also calls this the connected user.
  • network - the DSS1 protocol entity on the network side of the user-network interface.
  • user - the DSS1 protocol entity on the user side of the user-network interface.

Who uses SIST EN 300 098-1 V1.2.4:2005?

SIST EN 300 098-1 V1.2.4:2005 is used by ISDN operators, switch vendors, terminal manufacturers and conformance test teams. It is relevant wherever COLR is offered on public ISDN access, including equipment attached at the T reference point or coincident S and T reference point.

It also matters for private ISDN interoperability. Annex B explains compatibility between public and private ISDNs, so integrators and quality managers can check how terminals behave when moved between those environments.

What changed in SIST EN 300 098-1 V1.2.4:2005 from the previous edition?

SIST EN 300 098-1 V1.2.4:2005 updates the basic call references from ETS 300 102-1 and associated I-ETSs to ETS 300 403. Annex C also states that the document was converted to EN layout and that non-specific references were aligned so they point to the latest intended versions.

Which standards are used with SIST EN 300 098-1 V1.2.4:2005?

The foreword places this part alongside ETS 300 095 for stage 1 and ETS 300 096 for stage 2 of the COLR service description.

What does the SIST EN 300 098-1 V1.2.4:2005 document contain?

SIST EN 300 098-1 V1.2.4:2005 contains the service description, operational requirements, coding rules, call procedures, interworking rules, interaction rules and a dynamic SDL description. Figure 1 presents the destination network side logic for handling subscription mode, presentation indicator handling and default values.

The informative annexes add practical context: Annex A gives signalling flows, Annex B explains terminal interchangeability between public and private ISDNs, and Annex C records the changes from the previous ETS 300 098-1.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 1 of a multi-part standard covering the Digital Subscriber Signalling System No. one
(DSS1) protocol specification for the Integrated Services Digital Network (ISDN) Connected Line Identification
Restriction (COLR) supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the user";
Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
In accordance with CCITT Recommendation I.130, the following three level structure is used to describe the
supplementary telecommunications services as provided by European public telecommunications operators under the
pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service
described in stage 1.
The present document details the stage three aspects (signalling system protocols and switching functions) needed to
support the Connected Line Identification Restriction (COLR) supplementary service. The stage one and stage two
aspects are detailed in ETS 300 095 and ETS 300 096, respectively.
The present version updates the references to the basic call specifications.

1 Scope
This first part of EN 300 098 specifies stage three of the Connected Line Identification Restriction (COLR)
supplementary service for the pan-European Integrated Services Digital Network (ISDN) as provided by European
public telecommunications operators at the T reference point or coincident S and T reference point (as defined in
CCITT Recommendation I.411 [1]) by means of the Digital Subscriber Signalling System No. one (DSS1). Stage three
identifies the protocol procedures and switching functions needed to support a telecommunications service (see CCITT
Recommendation I.130 [2]).
In addition the present document specifies the protocol requirements at the T reference point where the service is
provided to the user via a private ISDN.
The present document does not specify the additional protocol requirements where the ser
