SIST EN 301 082 V1.1.1:2005 is the Slovenian adoption of EN 301 082 V1.1.1 for Integrated Services Digital Network (ISDN) Outgoing Call Barring-Fixed (OCB-F). It gives the stage 1 service description for a supplementary service that blocks selected outgoing calls for the served user while leaving incoming calls unaffected. It is aimed at service providers, network operators, and implementers who need the user-level behavior and interworking rules for OCB-F.
What does SIST EN 301 082 V1.1.1:2005 specify?
SIST EN 301 082 V1.1.1:2005 specifies the stage 1 description of the OCB-F supplementary service for pan-European ISDN. Stage 1 is the overall service description from the user’s point of view, so the document explains how the service behaves rather than how to build the network interface.
The document also covers interworking with private ISDNs and the base functionality when the service is provided through a private ISDN. It is organized into Scope, References, Definitions and abbreviations, Description, Procedures, Interworking requirements, Interaction with ISDN supplementary services, and Interactions with other services.
What are the key requirements of SIST EN 301 082 V1.1.1:2005?
SIST EN 301 082 V1.1.1:2005 defines how OCB-F is subscribed, applied, and checked at call setup. The practical effect is that the service provider must configure the barring rules, and the network must apply them automatically when the served user makes a call.
Service availability and subscription
The OCB-F supplementary service shall be available on basic access and primary rate access. It shall be provided after prior arrangement with the service provider, and it may apply either to the whole access or to a specific ISDN number, depending on the provider’s option. The user may also subscribe it for all basic services or only selected basic services.
Barring programs
The service provider defines the barring programs and their contents, with up to 256 barring programs. A barring program can cover one type of call or a combination of call types, such as national calls, international calls, or special services. In practice, this means the provider must decide which categories are blocked and keep the configured programs consistent.
Activation and deactivation
OCB-F is activated and deactivated automatically by the service provider according to the registered subscription settings. The served user cannot activate, deactivate, or remotely control the service. If the service is set for specific periods of the day or days of the week, the network applies those periods automatically and without notifying the user.
Call handling
When OCB-F is active, the network checks the call type against the active barring program. If the call is barred, the call attempt is rejected and the user is informed that outgoing call barring caused the rejection. If the call is not barred, normal basic call procedures apply.
Interworking and interactions
The document requires interworking with private ISDNs according to ETS 300 345. It also sets rules for interaction with other supplementary services, including CCBS, CCNR, call forwarding, call deflection, closed user group, and OCB-UC. A recurring rule is that if OCB-F would block the destination, requests to activate certain forwarding or deflection services are rejected, and some previously activated services are left unchanged.
Other barred call types
The service can also bar calls to Freephone, Premium rate, and Televoting numbers. For multiple subscriber number operation, the network uses the indicated calling user number where available, otherwise the default ISDN number for the access.
What terms does SIST EN 301 082 V1.1.1:2005 define?
- Outgoing Call Barring-Fixed (OCB-F) - A supplementary service that blocks selected outgoing calls according to a provider-defined barring program.
- Outgoing Call Barring-User Controlled (OCB-UC) - A related call barring service used for comparison in the document’s call rejection behavior.
- served user - The user to whom the OCB-F supplementary service is provided.
- barring program - A selected set of call types that the network will bar.
- basic access - An ISDN access type referenced by the document as one of the access types that can support OCB-F.
- primary rate access - The other ISDN access type referenced for OCB-F availability.
- ISDN number - A number that follows the structure of ITU-T Recommendation E.164.
Who uses SIST EN 301 082 V1.1.1:2005?
SIST EN 301 082 V1.1.1:2005 is used by ISDN service providers and network operators that offer outgoing call barring on public or private ISDNs. It also supports equipment and service implementers who need to understand how barred calls must behave at setup, how subscription choices are applied, and how OCB-F interacts with other supplementary services.
It is also relevant for telecom product and service teams that configure call policies for business or private users, especially where access type, basic service, and call category determine whether a call is allowed.
Which standards are used with SIST EN 301 082 V1.1.1:2005?
- CCITT Recommendation I.130 - Provides the method for characterizing telecommunication services supported by ISDN, which frames the stage 1, stage 2, and stage 3 service model.
- ITU-T Recommendation I.112 - Supplies ISDN vocabulary and the definitions used for basic service, basic access, and primary rate access.
- ITU-T Recommendation E.164 - Defines the numbering plan used for ISDN numbers.
- ITU-T Recommendation I.210 - Gives the principles for describing ISDN services and supplementary services.
- ETS 300 345 - Provides general interworking aspects between public ISDNs and private ISDNs.
What does the SIST EN 301 082 V1.1.1:2005 document contain?
The document contains a service description, procedural rules, interworking rules, and interaction rules. Clause 5 covers provision, withdrawal, normal procedures, and exceptional procedures for registration, activation, invocation, and interrogation. Clause 6 addresses interworking with non-ISDNs and private networks.
Clause 7 is the largest technical part and sets out how OCB-F interacts with many ISDN supplementary services such as advice of charge, call waiting, call hold, number identification services, diversion services, CCBS, CCNR, and OCB-UC. Clause 8 covers interactions with other services, including Universal access number, Virtual card calling, Premium rate, Televoting, and Remote control.

6 EN 301 082 V1.1.1 (1998-09)
1 Scope
The present document defines the stage one of the Fixed Outgoing Call Barring (OCB-F) supplementary service for the
pan-European Integrated Services Digital Network (ISDN) as provided by European telecommunication operators.
Stage one is an overall service description from the user's point of view (see CCITT Recommendation I.130 [1]), but
does not deal with the details of the human interface itself.
The present document defines the interworking requirements of private ISDNs with the public ISDN.
In addition, the present document specifies the base functionality where the service is provided to the user via a private
ISDN.
The present document does not specify the additional requirements where the service is provided to the user via
telecommunications network that is not an ISDN but does include interworking requirements of other networks with the
public ISDN.
Interactions with supplementary services not listed in clause 8 and other services not listed in clause 9 are outside the
scope of the present document.
Charging principles are outside the scope of the present document.
The OCB-F supplementary service enables calls belonging to certain types to be rejected when they are originated by
the served user. The served user's ability to receive incoming calls is unaffected by the OCB-F supplementary service.
The OCB-F supplementary service operates according to the requirements specified by the user on provision and it
cannot be activated or deactived under the control of the user.
NOTE: Barring of certain types of calls by the network provider due to national legislation, regulations or for any
other reason, are out of the scope of this service.
The OCB-F supplementary service is applicable to all circuit-switched telecommunication services.
The present document is applicable to the stage two and stage three standards for the ISDN OCB-F supplementary
service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1]. Where the text
indicates the status of a requirement (i.e. as strict command or prohibition, as authorization leaving freedom, or as a
capability or possibility), this shall be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to the present document is met by conforming to the stage three standards with the field of
application appropriate to the equipment being implemented. Therefore, no method of testing is provided for the present
document.
