ETSI ES 283 018 V2.3.1 (2008-06) - Telecommunications and Internet converged Services and Protocols for Advanced Networking (TISPAN); Resource and Admission Control: H.248 Profile for controlling Border Gateway Functions (BGF) in the Resource and Admission Control Subsystem (RACS); Protocol specification
Overview
SIST ES 283 018 V2.3.1:2009 is a Slovenian standard that specifies the H.248 protocol profile for controlling Border Gateway Functions (BGF) in the Resource and Admission Control Subsystem (RACS) within advanced telecommunications and converged Internet networks. Developed in alignment with the ETSI TISPAN framework, this standard addresses the requirements for resource and admission control, ensuring secure and efficient management of network borders in next-generation networks (NGN).
By defining a profile of the Gateway Control Protocol (H.248.1), the standard ensures interoperability and consistent implementation when managing BGFs, as outlined in ES 282 003. The profile covers essential procedures, command structures, and protocol capabilities, supporting deployment in digital and integrated service networks (ISDN).
Key Topics
- H.248 Protocol Profile: Detailed specifications on how the H.248.1 protocol should be used to control Border Gateway Functions in RACS architectures.
- Resource and Admission Control: Mechanisms for managing and allocating network resources, ensuring only authorized traffic flows across network borders.
- Border Gateway Function (BGF): Guidelines for configuring and operating BGFs, which serve as key elements in controlling data streams between network domains.
- Command and Control Procedures: Description of mandatory and optional H.248 commands, including session establishment, bandwidth management, address/port allocation, and statistics reporting.
- Quality of Service (QoS) Support: Requirements for traffic policing, QoS marking, bandwidth reservation, and real-time monitoring to maintain service integrity.
- Security and Reliability: Measures for secure protocol operation, validation of network elements, and handling of error conditions or failures.
Applications
The practical application of SIS ES 283 018 V2.3.1:2009 spans a variety of advanced telecommunications environments where border management and resource control are essential:
- Next Generation Networks (NGN): Supports session and resource management across converged voice, video, and data services in NGN architectures.
- Integrated Services Digital Network (ISDN): Facilitates migration and integration of traditional ISDN systems into IP-based networks through standardized border control.
- Network Security: Enhances protection by regulating the admission of media and signaling traffic at network borders via BGFs, reducing the risk of unauthorized access.
- Interconnection Scenarios: Enables efficient interworking between different service providers, network domains, or technology layers, thanks to common control protocols and procedures.
- Carrier Infrastructure: Critical for telecommunications carriers and ISPs seeking robust, scalable, and standardized approaches to managing resource allocation and connectivity at core and access network boundaries.
Related Standards
When implementing SIST ES 283 018 V2.3.1:2009, the following related standards should also be considered for comprehensive compliance and interoperability:
- ES 282 003: Defines the overall architecture and specifications for Border Gateway Functions (BGF).
- H.248.1 (Gateway Control Protocol): The primary signaling protocol for controlling media gateways in multimedia networks.
- ETSI TISPAN Standards: Framework and supplementary protocols for NGN and converged telecommunications services.
- TS 102 333 (GCP): Alternative Gateway Control Protocol specification relevant for profile mapping and comparison.
- ITU-T Recommendations: General protocol guidance for integrated voice and data networks.
Adopting SIST ES 283 018 V2.3.1:2009 enables telecommunications organizations to support interoperable, secure, and efficient border control in advanced digital networking environments, facilitating reliable communication services and streamlined resource management.

1 Scope
The present document defines a profile of the Gateway Control Protocol (H.248.1) to be used for controlling Border
Gateway Functions (BGF), as defined in ES 282 003 [3].
2 References
References are either specific (identified by date of publication and/or edition number or version number) or
non-specific.
• For a specific reference, subsequent revisions do not apply.
• Non-specific reference may be made only to a complete document or a part thereof and only in the following
