The PSTN network layer follows ETS 300 324-1 clause 13, but the PSTN port blocking and restart procedures do not apply to NMDS. The standard also adds MAINTENANCESTATUS and MAINTENANCESTATUSENQUIRY messages for checking whether a PSTN-Gateway or the ISDN UNI is in the expected state.

The LE initiates the maintenance-status procedure, waits for the reply, and uses timer Tm for retry and error handling. That gives operators a defined way to check port presence and synchronisation without changing call state.
