SIST EN 301 908-13 V13.4.1:2026 is the Slovenian adoption of ETSI EN 301 908-13 V13.4.1 (2026-09), a harmonised European standard for IMT cellular networks. It specifies radio spectrum access requirements for Evolved Universal Terrestrial Radio Access (E-UTRA) User Equipment (UE) that operates in the listed bands and carrier aggregation combinations. Manufacturers, test laboratories and conformity assessors use it to check transmitter, receiver and radiated performance against a common compliance method.

What does SIST EN 301 908-13 V13.4.1:2026 specify?

SIST EN 301 908-13 V13.4.1:2026 applies to User Equipment for Evolved Universal Terrestrial Radio Access (E-UTRA). The scope covers UE that can operate in all or part of the frequency bands listed in table 1-1, and the carrier aggregation combinations listed in tables 1-3 to 1-5.

The document is organized as follows: clause 1 gives the scope, clause 2 lists references, clause 3 defines terms, symbols and abbreviations, clause 4 sets the technical requirements, and clause 5 gives the compliance test suites. Informative annexes B, C, D, E and F support testing, interpretation and document tracking.

TableWhat it covers
1-1E-UTRA UE operating bands
1-3E-UTRA UE inter-band carrier aggregation operating bands for two bands
1-4E-UTRA UE inter-band carrier aggregation operating bands for three bands
1-5Intra-band non-contiguous carrier aggregation operating bands with two sub-blocks

What are the key requirements of SIST EN 301 908-13 V13.4.1:2026?

Operating profile and band coverage

Clause 4.1 ties the requirements to the equipment's intended operational environmental profile. In practice, a UE has to meet the radio limits not just in a lab-friendly condition, but across the environmental range for which it is designed. Annex B gives the test environments used for that part of the assessment.

Clause 4 also splits the requirements by operating mode. The standard covers Single Carrier, Carrier Aggregation (DL CA and UL CA), UL-MIMO, category NB1, UE category 0 and UE category M1. That matters because a device may pass in one mode and fail in another, so the claimed feature set has to match the tested configuration.

Transmitter limits

Clause 4.2.2 sets the Transmitter Maximum Output Power limits. The document gives separate limits for Single Carrier, Carrier Aggregation, UL-MIMO, category NB1 and UE category M1, with band-dependent power classes where applicable. For inter-band Carrier Aggregation with separate antenna connectors, the power is measured across the component carriers and summed where the standard calls for that approach, so both radio chains and the combined output matter.

Clause 4.2.3 defines the Transmitter Spectrum Emission Mask for Single Carrier, Carrier Aggregation, UL-MIMO, Multi-Cluster PUSCH within a component carrier and category NB1. In practice, this is the check that keeps energy close to the assigned channel or aggregated bandwidth. The clause uses different measurement bandwidths and offset ranges, so test planning has to follow the right mask for the exact operating mode.

Clause 4.2.4 sets Transmitter Spurious Emissions limits over wide frequency ranges and adds band-specific coexistence limits. Some cases include exceptions around harmonic emissions or network-signalled values, so the band pairing and the protected frequency range both matter. This is the clause that most directly protects other services from unwanted transmitter energy.

Clause 4.2.5 covers Transmitter Minimum Output Power. That requirement matters because a UE must still transmit correctly at the low end of its power range, not just at maximum power. It is especially relevant when power control reduces transmit level during real network operation.

Receiver limits and radiated tests

Clause 4.2.6 covers Receiver Adjacent Channel Selectivity (ACS), clause 4.2.7 covers Receiver Blocking Characteristics, clause 4.2.8 covers Receiver Spurious Response, clause 4.2.9 covers Receiver Intermodulation Characteristic, and clause 4.2.10 covers Receiver Spurious Emissions. These receiver clauses are the core checks for how well the UE keeps working when strong unwanted signals are nearby or far away in frequency. In practice, the tests use wanted signals, interferers and throughput or sensitivity criteria to show that the receiver still delivers usable performance.

For blocking and ACS, the standard includes throughput-based acceptance criteria in some configurations. That means the UE is not judged only by whether it detects a signal, but by whether it keeps enough data throughput under interference. For a buyer or engineer, this is the part that says whether a claimed band combination will still behave well in a crowded radio environment.

Clause 4.2.12 sets the Receiver Reference Sensitivity Level for Single Carrier, Carrier Aggregation in DL-only bands, category NB1, UE category 0 and UE category M1. This is the baseline wanted-signal level used to set up and interpret the receiver tests. If a device has a poor sensitivity result, it will be harder to use at cell edge even if its transmit power is acceptable.

Clauses 4.2.13 and 4.2.14 define Receiver Total Radiated Sensitivity (TRS) and Total Radiated Power (TRP). These are over-the-air measurements rather than cable-connected measurements, and they apply only to devices within the stated width range. They are not applicable to carrier aggregation, so the claimed product form factor and feature set matter before those tests are scheduled.

Clause 5 links each requirement to a corresponding test suite. The procedures specify initial conditions, scheduling messages, reference measurement channels, measurement filters and the pass/fail comparison against clause 4. For a test lab, that is the practical part of the standard because it fixes how the UE is stimulated and how the result is judged.

What terms does SIST EN 301 908-13 V13.4.1:2026 define?

  • Evolved Universal Terrestrial Radio Access (E-UTRA) - the radio access system covered by the standard for cellular UE spectrum access.
  • User Equipment (UE) - the terminal radio equipment that transmits and receives in the E-UTRA bands and carrier aggregation modes covered by the standard.
  • Carrier aggregation (CA) - the combination of two or more component carriers to support wider transmission bandwidths.
  • Channel bandwidth - the RF bandwidth supporting a single E-UTRA carrier and used as the reference for transmitter and receiver limits.
  • Carrier aggregation configuration - the combination of CA operating bands and CA bandwidth classes supported by a UE.
  • Maximum Output Power (MOP) - the mean power per carrier measured at the antenna connector in the specified reference condition.
  • Receiver Reference Sensitivity Level (REFSENS) - the wanted-signal level used to define receiver sensitivity tests and compare band-specific receive performance.
  • Total Radiated Power (TRP) - the over-the-air radiated transmit power derived from chamber measurements on supported device widths.

Who uses SIST EN 301 908-13 V13.4.1:2026?

Manufacturers of E-UTRA UE use this standard during radio design, prototype verification and final compliance testing. It helps them check power, emissions, selectivity, blocking and over-the-air performance before a product is released in a declared band or carrier aggregation configuration.

Test laboratories and conformity assessors use it to set up the right reference channels, interferers, measurement bandwidths and environmental conditions. Quality, regulatory and buyer teams use the resulting reports to compare the claimed bands and feature set with the tested configuration.

Which standards are used with SIST EN 301 908-13 V13.4.1:2026?

  • ETSI TS 136 521-1 [1] - provides the detailed radio conformance test methods, reference measurement channels and test setups used throughout clause 5.
  • ETSI TS 136 101 [3] - supplies UE radio parameters and configuration definitions used for transmitter settings, bandwidth references and sensitivity-related setup.
  • ETSI EG 203 336 [i.3] - gives guidance for selecting technical parameters for harmonised standards under Directive 2014/53/EU.
  • Recommendation ITU-R SM.329-13 [i.4] - supports the treatment of unwanted emissions in the spurious domain.
  • ETSI TS 137 544 [6] - provides the TRS and TRP calculation and chamber-based measurement basis.
  • ETSI TR 125 914 [i.13] - defines the device width range used when deciding whether TRS and TRP requirements apply.

What does the SIST EN 301 908-13 V13.4.1:2026 document contain?

Clause 3 provides the terminology, symbols and abbreviations, including figures that explain channel bandwidth and aggregated bandwidth relationships. Clause 4 contains the main limit tables for transmitter power, emission masks, spurious emissions, receiver performance, sensitivity, TRS and TRP.

Clause 5 gives the corresponding test procedures, including initial conditions, measurement steps and the comparison method against the clause 4 limits. Annex B gives test environments, annex C explains the receiver parameters covered by the standard, annex D lists maximum measurement uncertainty, annex E is the bibliography and annex F records change history.

Together, these parts support design verification, laboratory testing, certification and compliance audits for E-UTRA UE.
