Overview

FprEN 13986 - "Wood-based panels for use in construction - Characteristics, evaluation of conformity and marking" is a CEN draft European standard that defines performance requirements, test methods and conformity assessment for wood-based panels used in building works. It covers panels whether unfaced, overlaid, veneered or coated, for structural and non‑structural applications in dry, humid (protected) and external exposure conditions. Panel types addressed include solid wood panels, LVL, plywood, OSB, particleboard (including flaxboards), cement‑bonded particleboard, wet and dry process fibreboards (MDF, hardboard, medium and softboards).

Key topics and technical requirements

  • Scope of use: internal/external structural components, non‑structural components, floor/roof decking on joists, wall sheathing on studs across defined exposure classes (dry, humid, external).
  • Performance characteristics: bending strength and stiffness (MoE), internal bond and bonding durability, swelling in thickness, moisture resistance, reaction to fire, formaldehyde release, water vapour and air permeability, thermal conductivity, airborne sound insulation and absorption, impact resistance, point‑load strength (punching shear, racking), mechanical and biological durability, frost resistance, pentachlorophenol content, embedment strength.
  • Test methods: references and harmonised test procedures are given (e.g., EN test series for MoE, swelling, formaldehyde emission by chamber/gas analysis/perforator methods).
  • Evaluation of conformity: provisions for Initial Type Testing (ITT), Factory Production Control (FPC), initial inspection and continuous surveillance, plus requirements for marking and documentation (including CE marking alignment with the Construction Products Directive).
  • Limitations: treatments to improve fire reaction or biological resistance may be used but the treatment processes themselves are outside the standard’s scope. Non‑construction uses are excluded.

Applications

  • Specifying and selecting suitable wood‑based panels for floors, roofs, walls and interior fittings where durability, mechanical performance and indoor emissions matter.
  • Ensuring product compliance for EU market access and CE marking of construction panels.
  • Defining test regimes and quality control for manufacturers and third‑party testing laboratories.
  • Supporting architects, structural engineers and procurement teams when matching panel performance to exposure classes and design loads.

Who should use FprEN 13986

  • Panel manufacturers and R&D teams, QA/QC managers, testing laboratories, certification bodies, structural and façade engineers, architects, building inspectors and public procurers concerned with compliance, safety, durability and indoor air quality.

Related standards

FprEN 13986 references many harmonised EN standards (e.g., EN 310, EN 317, EN 319, EN 717‑1/2, EN 300, EN 636) and ties into EU Construction Products Directive requirements for CE marking and conformity assessment.
