SIST EN 300 130-1 V1.2.4:2005 is the Slovenian adoption of ETSI EN 300 130-1 V1.2.4, published by SIST. It specifies the Digital Subscriber Signalling System No. one (DSS1) protocol for the Integrated Services Digital Network (ISDN) Malicious Call Identification (MCID) supplementary service. In practice, it tells implementers how a user can request identification and registration of the source of an incoming call at the T reference point or coincident S and T reference point.

What does SIST EN 300 130-1 V1.2.4:2005 specify?

SIST EN 300 130-1 V1.2.4:2005 specifies the stage 3 protocol for MCID in pan-European ISDN. Stage 3 is the signalling and switching view, so this part is the implementation-facing part of the service description.

The document applies to equipment that supports MCID on the public ISDN and to the user side or network side at the T reference point or coincident S and T reference point. It also covers the case where the service is offered to the user via a private ISDN.

The standard is organized into 14 clauses and three informative annexes.

AnnexWhat it covers
Annex AExample signalling flows for MCID
Annex BExample mCIDRequest component structures
Annex CChanges with respect to the previous ETS 300 130-1

What are the key requirements of SIST EN 300 130-1 V1.2.4:2005?

SIST EN 300 130-1 V1.2.4:2005 defines how MCID is requested, how the network responds, and which error cases apply. The practical result is a precise message exchange that equipment must follow when a subscriber invokes the service.

Service behavior and subscription

Clause 5 says MCID allows a user request to store and register call information. The definition of call information includes the called party number, calling party number, time and date of the request, and optionally the calling party subaddress if the network provides it.

Clause 6.1 states that provision and withdrawal are done after prior arrangement with the administration. In practice, MCID is a subscribed service feature, not a default behavior.

Coding and message content

Clause 7 defines the operation in ASN.1 (Abstract Syntax Notation One) and uses the OPERATION macro. The named operation is mCIDRequest, and the defined error outcomes are tied to specific conditions such as notSubscribed, notAvailable, invalidCallState, notIncomingCall, and supplementaryServiceInteractionNotAllowed.

This matters because implementations must encode and decode the same operation name and error names on both sides of the interface.

Call-state and invocation rules

Clause 8 says the basic call control states from EN 300 403-1 apply. Clause 9.2 then requires the called user to send an mCIDRequest invoke component in a Facility information element inside a FACILITY message.

The network answers with a return result when the service is accepted. If the invoke arrives in the wrong call state, if the service is not subscribed, if the call is outgoing, if call information cannot be registered, or if another supplementary service blocks the request, the network returns the matching error.

Interworking and timers

Clause 10 applies the same procedures for interworking with private ISDNs. Clause 11 says other networks have no impact, and clause 12 points interactions with other supplementary services to EN 300 195-1.

Clause 13 says the timers associated with basic call control in EN 300 403-1 apply. For implementers, that means MCID reuses the basic call control timing model instead of defining separate timers here.

What terms does SIST EN 300 130-1 V1.2.4:2005 define?

  • call information - The set of data registered for MCID, including called and calling party numbers and the time and date of the request.
  • Integrated Services Digital Network (ISDN) - The network environment for the service, as referenced from CCITT Recommendation I.112.
  • network - The DSS1 protocol entity on the network side of the user-network interface.
  • user - The DSS1 protocol entity on the user side of the user-network interface.
  • supplementary service - An added telecommunication service, as referenced from CCITT Recommendation I.210.
  • DSS1 - Digital Subscriber Signalling System No. one, the protocol used here for signalling.
  • MCID - Malicious Call Identification, the supplementary service covered by the standard.
  • ASN.1 - Abstract Syntax Notation One, used for the operation definition in clause 7.

Who uses SIST EN 300 130-1 V1.2.4:2005?

Telecom operators use SIST EN 300 130-1 V1.2.4:2005 to define how MCID is offered on ISDN access. Network and terminal equipment vendors use it when implementing DSS1 signalling for MCID at the T reference point or coincident S and T reference point.

Test labs use it with the companion test parts to build conformance tests for message handling, error handling, and call-state behavior. Engineers working on private ISDN interworking also use it because clause 10 applies the same procedures there.

What changed in SIST EN 300 130-1 V1.2.4:2005 from the previous edition?

SIST EN 300 130-1 V1.2.4:2005 replaces the earlier ETS 300 130-1 text with an EN layout. It also updates the basic call references.

  • Conversion to EN layout
  • Replacement of references to ETS 300 102 with EN 300 403
  • Update of non-specific references so they point to the latest basic standards
  • Foreword note that the references to the basic call specifications were updated

Which standards are used with SIST EN 300 130-1 V1.2.4:2005?

  • CCITT I.411 - Reference configurations for ISDN user-network interfaces.
  • CCITT I.130 - The three-stage model used to describe the service.
  • EN 300 195-1 - Defines supplementary service interactions.
  • CCITT Z.100 - SDL notation used for the dynamic description.
  • EN 300 403-1 - Basic call control state model and timers used by MCID.
  • EN 300 196-1 - Generic supplementary service protocol procedures, including Facility handling.
  • CCITT I.210 - Principles used to define supplementary services.
  • CCITT I.112 - ISDN vocabulary used for core terms.
  • CCITT X.208 - ASN.1 syntax used for the operation definition.
  • CCITT I.330 - Numbering and addressing principles used for subaddress.
  • CCITT X.219 - Remote Operations notation and OPERATION macro used in clause 7.
  • ETS 300 128 and ETS 300 129 - Stage 1 and stage 2 parts named in the foreword.

What does the SIST EN 300 130-1 V1.2.4:2005 document contain?

The document contains one ASN.1 operation definition in Table 1, which sets out the MCIDRequest operation and its associated errors. It also contains the network-side dynamic description in Figure 1, shown as an SDL process.

Annex A gives example signalling flows, which helps implementers trace message sequences during successful invocation and release handling. Annex B gives example mCIDRequest component structures, which is useful when encoding or decoding the invoke, return result, and return error components.

Annex C summarizes the changes from the previous ETS 300 130-1 edition.

Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
In accordance with CCITT Recommendation I.130, the following three level structure is used to describe the
supplementary telecommunication services as provided by European public telecommunications operators under the pan-
European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's stand-point;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service described
in stage 1.
The present document details the stage 3 aspects (signalling system protocols and switching functions) needed to support
the Malicious Call Identification (MCID) supplementary service. The stage 1 and stage 2 aspects are detailed in
ETS 300 128 and ETS 300 129, respectively.
The present version updates the references to the basic call specifications.

6 EN 300 130-1 V1.2.4 (1998-06)
1 Scope
This first part of EN 300 130 specifies the stage three of the Malicious Call Identification (MCID) supplementary service
for the pan-European Integrated Services Digital Network (ISDN) as provided by European public telecommunications
operators at the T reference point or coincident S and T reference point (as defined in CCITT Recommendation I.411 [1])
by means of the Digital Subscriber Signalling System No. one (DSS1) protocol. Stage three identifies the protocol
procedures and switching functions needed to support a telecommunication service (see CCITT Recommendation
I.130 [2]).
In addition the present document specifies the protocol requirements at the T reference point where the service is
provided to the user via a private ISDN.
The present document does not specify the additional protocol requirements where the service is provided to the user via
a telecommunications network that is not an ISDN.
The MCID supplementary service enables a user to request that the source of an incoming call is identified and registered
in the network.
The MCID supplementary service is applicable to all circuit-switched telecommunication services.
Further parts of the present document specify the method of testing required to identify conformance to the present
document.
The present document is applicable to equipment supporting the MCID supplementary service, to be attached at either
side of a T reference point or coincident S and T reference point when used as an access to the public ISDN.
