Abstract

ETSI OSA APIs Phase 4.   Based on ES 203 915 and the new requirements for OSA Phase 4, to produce ES 204 915 V1.1.1.  ETSI OSA Phase 4 incorporates 3GPP OSA Release 7 and is also known as Parlay 6.0.The present document is part 14 of the Stage 3 specification for an Application Programming Interface (API) for Open Service Access (OSA).
The OSA specifications define an architecture that enables application developers to make use of network functionality through an open standardised interface, i.e. the OSA APIs.
The present document specifies the Presence and Availability Management Service Capability Feature (SCF) aspects of the interface. All aspects of the Presence and Availability Management SCF are defined here, these being:
• Sequence Diagrams.
• Class Diagrams.
• Interface specification plus detailed method descriptions.
• State Transition diagrams.
• Data Definitions.
• IDL Description of the interfaces.
The process by which this task is accomplished is through the use of object modelling techniques described by the Unified Modelling Language (UML).

Overview

SIST ES 204 915-14 V1.1.1:2008 is a European standard that specifies the Open Service Access (OSA) - Application Programming Interface (API) - Part 14: Presence and Availability Management Service Capability Feature (SCF), also known as Parlay 6. This standard is developed by SIST, based on ETSI’s OSA APIs Phase 4, which incorporates 3GPP OSA Release 7 requirements. The document plays a critical role in defining standardized APIs, enabling application developers to leverage telecom network features in a secure, open, and interoperable manner.

Part 14 of this specification focuses specifically on the Presence and Availability Management (PAM) SCF, outlining interfaces and data models for presence and availability management within OSA-compliant networks. This supports enhanced communication services by improving awareness of user and agent states.

Key Topics

  • Presence and Availability Concepts

    • Definitions of presence, availability, identity, and agent concepts in telecom networks
    • Handling of real-time presence information and user availability profiles
  • Service Capability Features (SCF)

    • Specification of APIs and service interfaces for PAM within OSA architecture
    • Detailed sequence and class diagrams using UML
    • Data definitions and interface description language (IDL) representations
  • Security and Privacy

    • Guidance on authentication, access control, and privacy mechanisms
    • Use of tokens and permission management for secure API access
  • Object-Oriented Modelling

    • Application of Unified Modelling Language (UML) to define robust, extensible interfaces
    • State transition diagrams and method descriptions to clarify service lifecycles
  • Event Handling

    • Mechanisms for event notification, registration, and callback procedures
    • Management of presence- and availability-related events through defined API operations

Applications

The PAM SCF APIs defined in SIST ES 204 915-14 V1.1.1 deliver practical value in several key areas for modern telecommunications and digital communication services:

  • Telecom Application Integration
Enabling developers to create rich communication applications by embedding real-time presence and availability information into user experiences on mobile, fixed, and converged networks.

  • Unified Communication Solutions
Supporting enterprise collaboration tools, instant messaging, VoIP, and contact center systems to dynamically adapt to user status, improving responsiveness and efficiency.

  • Telecom Service Orchestration
Facilitating the development of third-party services that can make intelligent routing or notification decisions based on end-user and agent availability.

  • Privacy-Conscious Service Design Allowing operators and service providers to design applications that respect user privacy while offering dynamic presence-based features.

This standard promotes network interoperability, API consistency, and streamlined development cycles by providing clear definitions and methods for managing presence and availability data.

Related Standards

For comprehensive development and deployment, SIST ES 204 915-14 V1.1.1 should be considered alongside these related standards:

  • ETSI ES 203 915 - Baseline OSA API specification detailing foundational service architecture and functionality.
  • 3GPP OSA Release 7 - Mobile network specifications that inform key requirements for Parlay 6 and Phase 4 OSA.
  • ETSI OSA API Series (ES 204 915, Parts 1-13) - Covering additional functional capabilities such as user interaction, call control, and messaging.
  • OMA Presence SIMPLE - Standards on presence information and protocol models utilized in interoperable messaging frameworks.
  • SIST ES 204 915-1 to 13 - Other parts of the OSA API specification series, addressing additional service domains.

By adhering to SIST ES 204 915-14 V1.1.1 and its related industry standards, telecom operators and developers ensure robust, secure, and interoperable presence and availability management capabilities across next-generation communication networks.
