Service scope and delivery
Clause 4 states that CLIP applies to basic access and primary rate access, and that it gives the called party the calling line identity. The identity may include a subaddress generated by the calling user and transported transparently by the network.
In practice, this means the network must present caller identity during call establishment even if the terminal cannot process it. The network is not responsible for the content of the subaddress, so operators and users need to treat that part as user-generated information.
Provision, activation and registration
Clause 5.1 says CLIP may be provided by prior arrangement or made generally available, and that it may be withdrawn at the customer's request or for administrative reasons. Clause 5.2.1 says the service is activated and deactivated by the service provider and needs no registration.
For a buyer or operator, this means CLIP is managed as a network service rather than a user-registered feature. Service control sits with the provider, which simplifies deployment and withdrawal.
Number handling and screening
Clause 5.2.3.1 defines how the calling line identity is built when the calling user supplies a number. The public ISDN screens the number unless a special arrangement applies, and a successful check leads to a national ISDN number marked as user provided, verified and passed.
This matters because the operator must decide whether the user number is acceptable, complete it where needed, or replace it with a default network-provided number. The same clause also says that international calls need the country code added when the call crosses an international boundary.
Restricted presentation and unavailable identity
Clause 5.3.3 says that when CLIR restricts presentation, the called user receives an indication that the calling line identity is not available because of restriction. The same treatment applies when the network-provided default number is also marked as presentation restricted by network.
In practice, this is the part that supports privacy and also avoids unwanted rejection by ACR. It tells implementers which presentation message to show when identity must not be revealed.
Interworking with non-ISDN and private ISDNs
Clauses 6.1 and 6.2 cover interworking. The document allows national rules to decide whether CLIP applies when one party is not an ISDN subscriber, and it requires a private ISDN to screen its own user-provided information before sending an E.164 national or international number to the public ISDN.
This means private networks need their own screening and numbering discipline before handing calls to the public network. Where no number is supplied, or screening fails, the public ISDN uses a default number marked as network provided.
Interaction with related supplementary services
Clause 7.5 says CLIR normally takes precedence over CLIP, but CLIP can override CLIR when the called user has an override category, which is a national matter. Clauses 7.10, 7.13 and 7.14 cover forwarded calls, Multiple Subscriber Number (MSN) behavior, and subaddressing.
For day-to-day operation, this means forwarded or deflected calls should still show the original calling number when CLIR is not active. If MSN applies, the calling party may supply MSN digits or a full ISDN number, and the called user can also receive the calling party subaddress if it was provided.
Optional network behavior in the annexes
Annex A defines an optional two-number delivery behavior, where a public ISDN can present both the network-provided number and the user-provided unscreened number. Annex C defines an extended screening option that can preserve the original calling line identity across different network entry points.
For operators, these annexes describe optional ways to improve caller identity handling without changing the base CLIP service. Annex C is especially relevant where calls from private ISDNs use far end breakout or least cost routing.

This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Services and
Protocols for Advanced Networks (SPAN).
In accordance with CCITT Recommendation I.130 [1], the following three level structure is used to describe the
supplementary telecommunications services as provided by European public telecommunications operators under the
pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service
described in stage 1.
The present document details the stage 1 aspects (overall service description) for the Calling Line Identification
Presentation (CLIP) supplementary service. The stage 2 and stage 3 aspects are detailed in ETS 300 091 [9] and
ETS 300 092 [10], respectively.
Addition of a new informative annex C, describing the incorporation of extended screening options. These additions
describe a method of operation of the screening function that is entirely consistent with the requirements of edition 1,
and therefore is entirely interoperable with existing implementations of the CLIP supplementary service.
This version 3 reflects the enhancements to the CLIP service description made to support the new CLI APRI value
"presentation restricted by network".

1 Scope
The present document defines the stage one of the Calling Line Identification Presentation (CLIP) supplementary
service for the pan-European Integrated Services Digital Network (ISDN) as provided by European public
telecommunications operators. Stage one is an overall service description from the user's point of view (see
CCITT Recommendation I.130 [1]), but does not deal with the details of the human interface itself.
The present document defines the interworking requirements of private ISDNs with the public ISDN.
In addition the present document specifies the base functionality where the service is provided to the user via a private
ISDN.
The present document does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other networks with the
public ISDN.
Interactions with supplementary services not listed in clause 8 are outside the scope of the present document.
Charging principles are outside the scope of the present document.
The CLIP supplementary service provides the called party with the possibility of receiving identification of the calling
party.
The CLIP supplementary service is applicable to all telecommunications services.
The present document is applicable to the stage two and stage three standards for the ISDN CLIP supplementary
service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1]. Where the text
indicates the status of a requirement, (i.e. as strict command or prohibition, as authorization leaving freedom or, as a
capability or possibility), this shall be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to the present document is met by conforming to the stage three standards with the field of
application appropriate to the equipment being implemented. Therefore no method of testing is provided for the present
document.
