SIST ETS 300 646-3:1998 is the Slovenian adoption of ETS 300 646-3 Edition 1 from ETSI. It specifies the Test Suite Structure and Test Purposes (TSS&TP) for ISUP version 2 on the ISDN-Public Land Mobile Network (PLMN) signalling interface, so implementers can validate behaviour at the ISDN/PLMN boundary. The standard is used for compatibility and validation testing of nodes that implement the DE/SPS-6001 series.
What does SIST ETS 300 646-3:1998 specify?
SIST ETS 300 646-3:1998 specifies the test structure and the test purposes for the second version of the ISDN-GSM PLMN signalling interface defined in ETS 300 646-1. The scope is limited to the ISDN/PLMN interface and the document follows the conformance testing guidance of ISO/IEC 9646-1.
The document is organized into a scope, normative references, definitions and abbreviations, a Test Suite Structure (TSS), and Test Purposes (TPs). The foreword also places it in a four-part series:
- Part 1 - Protocol specification
- Part 2 - Protocol Implementation Conformance Statement (PICS) proforma specification
- Part 3 - Test Suite Structure and Test Purposes (TSS&TP) specification
- Part 4 - Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT) proforma specification
What are the key requirements of SIST ETS 300 646-3:1998?
Clause 4 defines the overall TSS as ISUP_v2_ISDN_PLMN, split into BC for Basic Call and SS for Supplementary Services. In practice, this gives test engineers the top-level grouping they need to organize, select, and report conformance tests.
Clause 5 states that every test requirement has a TP, and Clause 5.1.1 gives the naming convention. The identifiers distinguish basic services (IPB) from supplementary services (IPS), include a group reference, a sequence number, and a valid or inopportune stimulus marker. That matters because it lets a lab trace each result back to one requirement and one stimulus type.
Clause 5.1.2 says the TPs are based on ETS 300 646-1, and Clause 5.1.3 separates normal behaviour from abnormal situations. The document therefore covers both expected call handling and behavior under non-normal conditions, which is important when checking robustness and interworking.
Clause 5.2 says each TP table gives the TSS identifier, TP identifier, the ISDN-PLMN reference, and a selection expression. The selection depends on the exchange role and the answers to the relevant PICS questions, so only applicable cases are run.
The Basic Call TPs cover call setup and indicator handling. Key examples include:
- carrying the mobile station roaming number in the IAM
- early ACM transmission after timer expiry
- mapping ACM information to CPG
- mapping CON information to ANM
- fallback in the GMSC
- echo control procedures
- coding of the ISDN access indicator
- including user service information in the IAM
These items matter because they verify how the node routes calls, forwards status information, and formats the signalling messages used in live call setup.
The Supplementary Services TPs cover CLIP, COLP, CCBS, and CFNRc. They check mapping between identity fields and numbers, discarding additional numbers from the IAM/ANM/CON when required, generating a REL for CCBS not possible, and passing or setting the redirecting reason for mobile subscriber not reachable. In practice, these tests confirm that supplementary service information is carried correctly across the interface.
What terms does SIST ETS 300 646-3:1998 define?
- Implementation Under Test (IUT) - the node or equipment being checked by the test purposes.
- Test Suite Structure (TSS) - the hierarchy used to group related test purposes.
- Test Purpose (TP) - a stated objective for one conformance test, tied to one requirement.
- Public Land Mobile Network (PLMN) - the mobile network side of the signalling interface.
- ISDN User Part (ISUP) - the SS7 protocol part used for call control signalling.
- Gateway MSC (GMSC) - the switching node that handles call entry or exit between networks.
- Mobile Station Roaming Number (MSRN) - the number used to route a call to a roaming mobile station.
Who uses SIST ETS 300 646-3:1998?
SIST ETS 300 646-3:1998 is used by conformance test engineers, equipment vendors, and laboratory teams that verify ISUP v2 implementations on the ISDN-PLMN interface. It also supports quality and acceptance teams that need to check basic call behaviour, supplementary services, and the handling of PICS-based test selection. Network operators and integrators use it when validating exchanges and gateways that interwork between ISDN and mobile signalling.
Which standards are used with SIST ETS 300 646-3:1998?
- ETS 300 646-1 - the protocol specification for the ISDN-PLMN interface; it is the main requirement source for the test purposes.
- ETS 300 646-2 - the PICS proforma specification; it supplies the conformance information used to select applicable tests.
- ETS 300 356-1 - the ISUP v2 basic services specification for the international interface; it supports basic call test purposes and fallback behaviour.
- ETS 300 356-15 - the ISUP v2 diversion supplementary services specification; it supports diversion-related test purposes.
- ETS 300 356-31 - the PICS proforma for basic services; it provides the basic-call PICS questions used in selection.
- ETS 300 356-34 - the PICS proforma for supplementary services; it provides the supplementary-service PICS questions used in selection.
- ISO/IEC 9646-1 - conformance testing concepts and framework.
- ISO/IEC 9646-2 - abstract test suite specification.
What does the SIST ETS 300 646-3:1998 document contain?
The document contains a figure showing the TSS structure and a naming scheme that separates Basic Call and Supplementary Services. It also contains a series of TP tables, each with identifiers, selection expressions, a short TP title, and a test objective. Where needed, the TP tables include pre-test conditions. The text also explains how ISUP messages and parameter names are presented for readability and how the TP tables relate back to the requirement references in the companion standards.

5 Test Purposes (TP)
5.1 Introduction
For each test requirement a TP is defined.
5.1.1 TP naming convention
TPs are numbered ascending within each group. Groups are organized according to the TSS down to the
last but one level. The classification in the V/I groups is done by the inclusion of V or I in the test case
name (see table 1).
