SIST ETS 300 661-1:1999 is a SIST standard based on ETSI’s ETS 300 661-1, published for Broadband Integrated Services Digital Network (B-ISDN) signalling. It specifies the stage 3 Digital Subscriber Signalling System No. two (DSS2) protocol for the Direct Dialling In (DDI) supplementary service, so implementers know the signalling and switching behaviour needed at the access interface. It is aimed at public and private B-ISDN equipment that supports DDI.

What does SIST ETS 300 661-1:1999 specify?

SIST ETS 300 661-1:1999 covers the stage 3 protocol for the DDI supplementary service in pan-European B-ISDN. It applies at the TB reference point, or the coincident SB and TB reference point, and it also covers the case where the service is provided to the user via a private B-ISDN.

The standard is organized as clause 1 with subclauses on scope, references, definitions, service rules, number transfer, coding in the Called party number information element, and supplementary service interactions. The foreword also places this part in a six-part series, and Appendix I is informative.

What are the key requirements of SIST ETS 300 661-1:1999?

  • Clause 1.1 defines DDI as a stage 3 service description. In practice, this means the document focuses on the protocol and switching functions needed to make the service work, not on the user-facing service description.

  • Clause 1.1 limits the scope to B-ISDN access at the TB reference point, including access to a private B-ISDN. This matters because implementers only need to design the signalling for that access case.

  • Clause 1.5 says DDI is based on the ISDN number and does not use subaddressing. The DDI number is transferred en-bloc or by overlap receiving from the public network to the private network, which must then establish the call automatically without operator assistance.

  • Clause 1.6.1 says the service is provided after prior arrangement and may be withdrawn by the subscriber or for administrative reasons. It also allows partial numbers as a public network option, which may require bilateral agreement on how numbering is interpreted in the private network.

  • Clause 1.6.4 requires the private network supporting emulated N-ISDN services to support overlap receiving as well as en-bloc receiving. In practice, this prevents a private network from relying on only one incoming digit-collection method.

  • Clause 1.10.1.1 specifies that the DDI number is carried in the number digits field of the Called party number information element. For partial numbers, the numbering plan identification is ISDN numbering plan and the type of number is unknown; for full numbers, the type of number can be national number, international number, or subscriber number.

  • Clause 1.12 ties interaction with other supplementary services to ETS 300 669-1. That gives implementers a separate reference for handling service combinations and conflicts.

What terms does SIST ETS 300 661-1:1999 define?

  • Broadband Integrated Services Digital Network (B-ISDN) - the broadband part of ISDN.
  • Digital Subscriber Signalling System No. two (DSS2) - the signalling system used for the access protocol.
  • DDI number - the ISDN number, or part of it, that is delivered to the private B-ISDN and is significant there.
  • Partial number - the latter part of an ISDN number that still qualifies as a DDI number.
  • Public network - the DSS2 protocol entity on the network side of the TB reference point.
  • Private network - the DSS2 protocol entity on the user side of the TB reference point.
  • En-bloc receiving - number delivery in a single message.
  • Overlap receiving - number delivery digit by digit or in several messages as digits become available.

Who uses SIST ETS 300 661-1:1999?

B-ISDN network engineers, switch vendors, terminal equipment suppliers, and interoperability test teams use this standard. They use it to implement DDI call setup, code and decode the called number, and verify behaviour between public and private networks.

What changed in SIST ETS 300 661-1:1999 from the previous edition?

SIST ETS 300 661-1:1999 is an ETSI-approved modification of ITU-T Recommendation Q.2951, clause 1 (1995). The modifications shown in the text include:

  • a rewritten scope for stage 3 DDI in B-ISDN,
  • updated normative references,
  • revised and added definitions,
  • new rules on number use, service provision, and partial numbers,
  • clearer requirements for en-bloc and overlap receiving,
  • specific Called party number coding rules,
  • and replacement of the interaction clause by a reference to ETS 300 669-1.

Which standards are used with SIST ETS 300 661-1:1999?

Foreword
This European Telecommunication Standard (ETS) has been produced by the Signalling Protocols and
Switching (SPS) Technical Committee of the European Telecommunications Standards Institute (ETSI).
This ETS is part 1 of a multi-part standard covering the Digital Subscriber Signalling System No. two
(DSS2) protocol specification for the Broadband Integrated Services Digital Network (B-ISDN) Direct
Dialling In (DDI) supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing
(PIXIT) proforma specification for the user";
Part 5: "TSS&TP specification for the network";
Part 6: "ATS and partial PIXIT proforma specification for the network".
In accordance with CCITT Recommendation I.130, the following three level structure is used to describe
the supplementary telecommunication services as provided by European public telecommunications
operators under the pan-European B-ISDN:
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service
described in stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the
service described in stage 1.
This ETS details the stage 3 aspects (signalling system protocols and switching functions) needed to
support the DDI supplementary service. The stage 1 and stage 2 aspects of the equivalent N-ISDN
supplementary services are detailed in ETS 300 062 and ETS 300 063, respectively, and have been
assumed as appropriate to be the foundation for the equivalent B-ISDN supplementary service
specifications.

subclause 1.1
Replace subclause 1.1 by:
1.1      Scope
This first part of ETS 300 661 specifies the stage three of the Direct Dialling In (DDI) supplementary
service for the pan-European Broadband Integrated Services Digital Network (B-ISDN) as provided by
European public telecommunications operators at the T reference point or coincident S and T

reference point (as defined in ITU-T Recommendation I.413 [1]) by means of the Digital Subscriber
Signalling System No. two (DSS2) protocol. Stage three identifies the protocol and procedures and
switching functions needed to support a telecommunication service (see ITU-T Recommendation
I.130 [2]).
In addition, this ETS specifies the protocol requirements at the T reference point where the service is
B
provided to the user via a private B-ISDN.
This ETS does not specify the additional protocol requirements where the service is provided to the user
via a telecommunications network that is not a B-ISDN.
The DDI supplementary service enables a user to call directly via a public B-ISDN a user on a private
B-ISDN by using the public ISDN numbering plan.
The DDI supplementary service is applicable to all telecommunication services.
Further parts of this ETS specify the method of testing required to identify conformance to this ETS.
This ETS is applicable to equipment, supporting the DDI supplementary service, to be attached at either
side of a T reference point or coincident S and T reference point when used as an access to the public
