SIST ETS 300 008-1:1998 is the Slovenian standard for the Message Transfer Part (MTP) of Signalling System No. 7 (SS7) in Integrated Services Digital Network (ISDN) international interconnection. It is an ETSI protocol specification for network operators, equipment suppliers, and test teams that need to implement or assess MTP behaviour at signalling points and transfer points.
What does SIST ETS 300 008-1:1998 specify?
SIST ETS 300 008-1:1998 defines the MTP protocol for use in the international network and, optionally, in public networks. It is written to support international interconnection and to fit alongside national networks rather than replace their own rules.
The document is Part 1 of the ETS 300 008 series. ETS 300 008-1 is organized as follows:
| Annex | What it covers |
|---|---|
| ZA | Specific requirements for signalling link loading |
| ZB | Bibliography |
The body of the standard applies global modifications to ITU-T Recommendations Q.701 to Q.708, then gives clause-by-clause changes for restart, timers, link management, congestion handling, message coding, and route testing.
What are the key requirements of SIST ETS 300 008-1:1998?
SIST ETS 300 008-1:1998 fixes the operating rules for international MTP traffic and the way implementations react during restart, changeover, congestion, and user-part unavailability. In practice, this is the part that tells an implementer what the network may assume, what messages must be generated, and which functions from the base ITU-T texts apply.
Network use and transport assumptions
The standard applies no national options. It also fixes the signalling data-link environment, including a standard bit rate for signalling links, a defined place for digital-to-analogue or analogue-to-digital conversion on analogue paths, and a single Network Indicator value for this ETS. This matters because equipment must match the same signalling assumptions at both ends of an international connection.
Restart and recovery behaviour
The standard modifies restart handling so that MTP informs local MTP Users when restart ends and signals whether each signalling point is accessible or inaccessible. It also defines how TRA and TFP/TFA-related procedures are used during recovery, including sequence diagrams for restarting signalling points and adjacent nodes. This matters when a network comes back after failure, because traffic must resume in a controlled order.
Timers and signalling link management
SIST ETS 300 008-1:1998 keeps the ITU-T timer framework but excludes some timers from Q.703 and Q.704. It also limits Q.704 to the basic signalling link management functions in subclause 12.2. This matters because an implementation only needs to support the timer and management behaviour that this ETS actually applies.
Routing, congestion, and unavailable user parts
The standard defines a combined link set, allows an alternative combined linkset to be formed from remaining link sets, and adjusts changeover and changeback behaviour to reduce message loss and sequencing errors. It also defines how transfer controlled messages and UPU messages are used, and it fixes service indicator and user part identity coding for the international signalling network. This matters for routing correctness and for identifying which user part a message belongs to.
Signalling link loading
Annex ZA defines signalling link load as an occupancy measure based on MSU traffic on a link, excluding retransmissions and certain supervisory units. It gives planning guidance for normal operation and abnormal conditions, and includes a graph relating message rate and SIF + SIO load. This matters for network dimensioning and capacity planning.
What terms does SIST ETS 300 008-1:1998 define?
- Destination Point Code (DPC) - the code that identifies the destination signalling point in MTP routing.
- Message Signal Unit (MSU) - the signalling unit that carries user or network management information across the MTP.
- Message Transfer Part (MTP) - the SS7 layer that transports and routes signalling messages between points.
- Signalling Transfer Point (STP) - a signalling point that relays MTP traffic between other signalling points.
- Signalling Information Field (SIF) - the part of the signalling unit that carries the information being transferred.
- Service Information Octet (SIO) - the octet that identifies the service and user part for message handling.
- Transfer Prohibited message (TFP) - a network management message that announces that transfer to a destination is prohibited.
- Traffic Restart Allowed message (TRA) - a restart-related message used when traffic may resume after recovery.
Who uses SIST ETS 300 008-1:1998?
Telecom operators, SS7 and ISDN network engineers, switch and signalling-equipment manufacturers, and conformance test laboratories use SIST ETS 300 008-1:1998. They use it to implement MTP behaviour, plan signalling links, assign message and user-part codes, and verify restart, congestion, and routing procedures for international interconnection.
What changed in SIST ETS 300 008-1:1998 from the previous edition?
SIST ETS 300 008-1:1998 is the second edition of ETS 300 008-1 and updates the earlier first edition. The scope states that it rebases ETS 300 008 on the ITU-T White Book, combines it with the stopped prAmendments 1 and 2, and rectifies problems in the White Book text. The foreword also says that modified text is marked by sidebars, underlining, and strike-out.
Which standards are used with SIST ETS 300 008-1:1998?
- ITU-T Recommendations Q.701 (1993), Q.702 (1988), Q.703 to Q.706 (1993), Q.707 (1988), and Q.708 (1993) - the base MTP clauses that this ETS modifies for European use.
- ETS 300 008-2 - the companion part for the Protocol Implementation Conformance Statement (PICS) proforma specification.
- ETS 300 008-3 - the companion part for the Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT) proforma specification.
What does the SIST ETS 300 008-1:1998 document contain?
SIST ETS 300 008-1:1998 contains global modifications to the ITU-T Q.701 to Q.708 material, followed by specific changes to restart, timer use, signalling link management, changeover and changeback, congestion handling, route-set testing, and message coding. It includes code assignment tables for service indicators and user part identities, and a note on reserved codes. Annex ZA adds a graphical method for reading signalling link loading, while Annex ZB gives a bibliography entry for ITU-T Recommendation Q.709.
