Abstract

Update of ES 202 391 to become Parlay X 2.2, to cover maintenance updates. The present document is part 2 of the Stage 3 Parlay X 2 Web Services specification for Open Service Access (OSA).
The OSA specifications define an architecture that enables application developers to make use of network functionality through an open standardized interface, i.e. the OSA APIs.
The present document specifies the Third Party Call Web Service. The following are defined here:
• Name spaces.
• Sequence diagrams.
• Data definitions.
• Interface specification plus detailed method descriptions.

SIST ES 202 391-2 V1.3.1:2008 is an ETSI standard in the Open Service Access (OSA) Parlay X Web Services series. It specifies the Third Party Call Web Service, which lets application developers set up, monitor, end, and cancel a call between two addresses through an open interface. In practice, it is for systems that need call-control functions without requiring direct use of network protocols.

What does SIST ES 202 391-2 V1.3.1:2008 specify?

SIST ES 202 391-2 V1.3.1:2008 specifies part 2 of the Stage 3 Parlay X 2 Web Services specification for OSA. Its scope is the Third Party Call Web Service, including the service description, namespaces, data types, interface operations, faults, service policies, and the WSDL representation.

The document is organized into core clauses for references, definitions, the service model, XML data types, Web Service operations, faults, and policies, followed by two annexes.

AnnexWhat it covers
Annex ANormative WSDL for the Third Party Call interface
Annex BInformative bibliography

What are the key requirements of SIST ES 202 391-2 V1.3.1:2008?

The standard defines a Web Service interface for creating and managing a third-party voice call. Clause 8 is the practical center of the document: an application can request a call, query its status, end it, or cancel it. For implementation, this means the service has to keep a call identity and expose predictable responses and faults.

Service model and identifiers

Clause 4 describes the service as a simpler way to access call-control functions through OSA APIs. The service is meant to hide lower-level telecommunications detail from the application developer, while still allowing control of a call between two users.

The makeCall operation in clause 8.1.1 starts a voice call between callingParty and calledParty, with optional charging information. The response returns a call identifier, and that identifier is what the application uses for later status checks or termination.

Call status and call information

Clause 7 defines CallStatus and CallInformation. CallStatus has three states - CallInitial, CallConnected, and CallTerminated - and CallInformation combines the status with optional start time, duration, and termination cause. In practice, this gives an application a compact status model that can be logged, displayed, or used for workflow decisions.

CallTerminationCause in clause 7.2 explains why a call ended, including no-answer, busy, not reachable, hang-up, and abort conditions. That matters when an application needs to report why a call failed or ended.

Call control operations

Clause 8.1.2 defines getCallInformation, which returns the current status for a named call and may be invoked multiple times. After termination, the service only retains status information for the period set by the StatusRetentionTime policy, so implementations need to query within that retention window.

Clause 8.1.3 defines endCall, which terminates the identified call. If the call is still in its initial state, the document says this has the same effect as cancelCall, so implementations must treat early termination as cancellation.

Clause 8.1.4 defines cancelCall, which only tries to stop a call before it starts. If the call is already connected, cancellation does not apply, and the service returns the related fault.

Faults and policies

Clause 9 defines ServiceException faults for Call already connected and Call already terminated. Clause 10 defines the service policies ChargingAllowed and StatusRetentionTime. These policies matter because they control whether charging can be used with makeCall and how long post-call status remains available.

What terms does SIST ES 202 391-2 V1.3.1:2008 define?

Open Service Access (OSA) is the architecture that lets application developers use network functionality through an open standardized interface.

Third Party Call is a call initiated by an application between two parties, rather than directly by one of the parties themselves.

CallStatus is the status enumeration for a call, covering establishment, active call, and terminated call states.

CallInformation is the structure that carries the call status and, when applicable, the start time, duration, and termination cause.

ServiceException is the service fault class used for call-related errors such as an already connected or already terminated call.

PolicyException is the fault class used when a service policy blocks the requested action.

ChargingAllowed is the policy flag that states whether charging may be used for makeCall.

StatusRetentionTime is the policy that sets how long call status is kept after termination.

Who uses SIST ES 202 391-2 V1.3.1:2008?

Application developers use this standard when they want to start or manage calls from software instead of from network-specific protocols. Telecom service providers and platform vendors use it when exposing call-control functions through a Web Service interface. It also fits self-service and convergence applications, such as a click-to-dial portal that starts a call between two phones.

What changed in SIST ES 202 391-2 V1.3.1:2008 from the previous edition?

SIST ES 202 391-2 V1.3.1:2008 updates ES 202 391 to become Parlay X 2.2 and includes maintenance updates. It also forms part of the Parlay X 2.2 set of specifications.

Which standards are used with SIST ES 202 391-2 V1.3.1:2008?

XML Schema Part 2: Datatypes provides the XML Schema datatypes used for fields such as xsd:anyURI, xsd:string, xsd:dateTime, and xsd:int.

ETSI ES 202 391-1, Open Service Access (OSA); Parlay X Web Services; Part 1: Common (Parlay X 2), provides the shared definitions, abbreviations, common fault classes, and other common material used by this part.

What does the SIST ES 202 391-2 V1.3.1:2008 document contain?

SIST ES 202 391-2 V1.3.1:2008 contains a detailed service description, namespace declarations, a sequence diagram for click-to-dial call setup, XML Schema data type definitions, and a Web Service interface definition with the ThirdPartyCall operations. It also includes fault definitions and service policies that govern charging and status retention.

Annex A provides the document/literal WSDL representation in accompanying text files, which is what implementers use to build or test a conforming service interface. The body of the document also names the request and response messages for each operation and shows the scenario and call-flow figures that explain how the service behaves in use.
