SIST ETS 300 701:1999 is the Slovenian standard identical to ETS 300 701 Edition 1. It is an ETSI DECT Data Services Profile for generic frame relay service with mobility, specifying how non-voice DECT equipment uses service types A and B in mobility class 2. In practice, it is the profile to look at when DECT terminals need roaming support and interworking with connectionless networks or radio LAN access.

What does SIST ETS 300 701:1999 specify?

SIST ETS 300 701:1999 specifies a DECT profile for non-voice services with roaming mobility. It defines service types A and B, class 2, and builds on the DECT common interface parts so that different equipment can interoperate in a controlled way.

The document is organized into:

  • scope, references, definitions and abbreviations
  • service description and reference configuration
  • physical, MAC, DLC and network layer requirements
  • management entity requirements
  • generic interworking conventions
  • Annex A with specific interworking conventions for Ethernet, Token Ring and IP
PartWhat it covers
Annex A.1IWU attribute codings and the supported IWU attributes
Annex A.2Interworking to ISO 8802.3 (Ethernet) LANs
Annex A.3Interworking to ISO 8802.5 (token ring) LANs
Annex A.4Interworking to Internet Protocol (IP) networks

The scope says the profile is for non-voice equipment with roaming mobility. It is aimed at low complexity and low power consumption in service type A, or high performance in service type B, and it includes specific provisions for radio LAN access. That makes it relevant when the DECT system has to move between fixed parts while keeping the data service behavior consistent.

What are the key requirements of SIST ETS 300 701:1999?

Service model and profile behavior

SIST ETS 300 701:1999 defines a service model that combines a frame relay user plane with explicit mobility and call control in the control plane. The profile behaves like a permanent virtual circuit toward the interworking point, while DECT handles the bearer and mobility functions behind it.

Clause 4 says the profile uses explicit service negotiation, mobility management and call control rather than implicit class 1 behavior. In practice, that means service parameters are chosen at call setup, so a portable does not need to know every fixed-part capability in advance.

Clause 4 also says the user plane is the same in principle as the type A and B mobility class 1 services. For implementers, that means the data transport side stays aligned with the earlier profile family while the control side adds roaming support.

Layer requirements

Clauses 5 and 6 require the physical layer and MAC layer requirements for service types A and B as defined in ETS 300 435, including the elements that are conditional on mobility class 2. This matters because equipment must follow the same radio access behavior expected by the base data profile and also support roaming operation.

Clause 7 splits the DLC layer into two independent planes:

  • C-plane for internal DECT protocol control
  • U-plane for external user data and control

Clause 7.1 requires the C-plane to provide LAPC plus Lc and the broadcast service Lb. Clause 7.2 says the U-plane follows the type A and B mobility class 1 requirements from ETS 300 435. In practice, designers must keep control traffic and user traffic separate and implement the correct link services on each side.

Clause 8 applies the service type C, mobility class 2 network layer requirements from ETS 300 651, with the Extended Higher Layer Fixed Part Information field set to indicate support of the AB2 profile. That gives the fixed part a standard way to advertise compatibility to the portable.

Management entity and link handling

Clause 9 gives the Management Entity (ME) responsibility for maintaining the logical associations between NWK, DLC, MAC and U-plane entities. It also requires procedure groups for MAC connection management, DLC C-plane management, DLC U-plane management, service mapping and negotiation, service modification, resource management, mobility management procedures, call ciphering management and external handover management.

Clause 9.1 adds timing rules for interworking to connectionless networks. The Lower Layer Management Entity must suspend or release a link within a defined time after the last non-point-to-multipoint Service Data Unit (SDU) is transferred from the IWU buffer, and point-to-multipoint SDUs alone must not force link establishment or retention. In practice, this prevents unnecessary radio use when traffic has stopped.

Clause 9.1.1 and 9.1.2 define the suspension and release primitives. The profile uses MNCC_MODIFY.req for suspension or resumption, MNCC_SETUP.req for link establishment, and MNCC_RELEASE.req for release. For implementers, these state transitions define exactly how the link moves between No Link, Link Requested, Link Active and Link Suspended.

Generic interworking and specific network cases

Clause 10 says the generic interworking conventions of the type A and B mobility class 1 service apply here. For connectionless networks, the ME requests a link only when data needs to be sent, and it resumes a suspended link with MNCC_MODIFY.req.

Annex A adds the network-specific interworking rules. It defines IWU attribute codings, supported parameters, and separate reference configurations for Ethernet, Token Ring and IP. This is the part that matters when a DECT system has to present itself correctly to a LAN or IP environment.

What terms does SIST ETS 300 701:1999 define?

  • mobility class 1 - Local area operation where terminals are pre-registered with specific Fixed Parts and service parameters are implied by the profile.
  • mobility class 2 - Roaming operation where a terminal may move between Fixed Parts and service parameters are explicitly associated at service request time.
  • service type A - Low-speed frame relay optimized for burst data, low power consumption and low complexity, with throughput up to 24 kbits/s.
  • service type B - High-performance frame relay optimized for high speed and low latency, with throughput up to 552 kbits/s and interoperability with type A equipment.
  • service type C - A non-transparent connection of data streams using Link Access Protocol (LAP) services, built on top of type A or B.
  • C-plane - The control plane that carries internal DECT protocol control, service negotiation and mobility management.
  • U-plane - The user plane that carries external user data and control traffic.

Who uses SIST ETS 300 701:1999?

SIST ETS 300 701:1999 is used by DECT equipment manufacturers, especially teams designing non-voice terminals, fixed parts, and interworking units. It is also relevant to network and system integrators who need roaming data service between DECT coverage areas and external networks.

Quality and test teams use it to check that implementation follows the expected layer split, link behavior, and interworking conventions. Buyers and operators use it when they need equipment that can support low-complexity data devices, higher-throughput devices, or LAN/IP interworking in a roaming DECT environment.

Which standards are used with SIST ETS 300 701:1999?

ReferenceWhat it contributes

What does the SIST ETS 300 701:1999 document contain?

The document contains a reference configuration for the profile, service objectives, and layer-by-layer requirements for the PHL, MAC, DLC and NWK layers. It also contains management procedures for link establishment, suspension, resumption and release, expressed with DECT management primitives.

Annex A contains IWU attribute codings and supported parameter rules, plus separate interworking reference configurations for ISO 8802.3, ISO 8802.5 and IP. These annex clauses are the practical part of the document for implementers who need to map DECT traffic to Ethernet, token ring or IP networks.

The document also includes figures for the profile reference configuration and the specific interworking reference configurations, plus a table of supported IWU parameters. Those parts are used for implementation, interoperability testing and conformance checking rather than for general policy reading.

1 Scope
This European Telecommunication Standard (ETS) defines a profile for Digital European Cordless
Telecommunications (DECT) systems conforming to ETS 300 175 parts 1 to 9 [1] to [9]. It is part of a
family of profiles that build upon and extend each other, aimed at the general connection of terminals
supporting non-voice services to a fixed infra-structure, private and public.
This ETS defines the types A and B services, mobility class 2 as referred to in ETR 185 [14].
This ETS supports the type A and B services using the frame relay service defined fully in
ETS 300 435 [12]. Type A is optimized for low power and simplicity, while type B is optimized for high
speed and throughput. Both are fully compatible and can interwork with each other.
This ETS is intended for use in roaming applications and so specifies mobility class 2. It therefore
specifies the use of the network layer Call Control (CC) and Mobility Management (MM) entities, and the
Data Link Control (DLC) layer LAPC and Lc entities.
This ETS integrates the frame relay service with a fully functional Control plane (C-plane). It therefore
supports interworking with all connectionless networks supported by the type A and B mobility class 1
services while removing the restrictions of closed user group operation. It extends, without modifying, the
interworking conventions of the type A and B mobility class 1 services.
This ETS defines the specific requirements on the Physical (PHL), Medium Access Control (MAC), DLC
and Network (NWK) layers of DECT. This ETS also specifies Management Entity (ME) requirements and
generic Interworking conventions which ensure the efficient use of the DECT spectrum.

3 Definitions and abbreviations
3.1 Definitions
For the purposes of this ETS, the following definitions apply.
mobility class 1: Local area applications, for which terminals are pre-registered off-air with one or more
specific Fixed Parts (FPs), and establishment of service and user parameters is therefore implicit,
according to a profile-defined list.
mobility class 2: Private and Public roaming applications for which terminals may move between FPs
within a given domain and for which association of service parameters is explicit at the time of service
request.
multiframe: A repeating sequence of 16 successive Time Division Multiple Access (TDMA) frames, that
allows low rate or sporadic information to be multiplexed (e.g. basic system information or paging).
service type A: Low speed frame relay, with a net sustainable throughput of up to 24 kbits/s, optimized
for burst data, low power consumption and low complexity applications such as hand-portable equipment.
service type B: High performance frame relay, with a net sustainable throughput of up to 552 kbits/s,
optimized for high speed and low latency with burst data. Equipment implementation the type B profile
shall inter-operate with type A equipment.
service type C: Non-transparent connection of data streams requiring Link Access Protocol (LAP)
services, optimized for high reliability and low additional complexity. This builds upon the services offered
by the type A or B profiles.
TDMA frame: A time-division multiplex of 10 ms duration, containing 24 successive full slots. A TDMA
frame starts with the first bit period of full slot 0 and ends with the last bit period of full slot 23.
