SIST EN 300 359-1 V1.3.2:2005 describes how the network must remember a busy call, monitor destination B, recall user A when B becomes free, and then set up the CCBS call automatically. For implementers, this is the core call-back behavior that must work across the user side and the network side.
Service provision and options
Clause 6 allows CCBS to be offered by subscription or as a general service, and withdrawal can be by the subscriber or for administrative reasons. The standard also defines service options that matter operationally: global recall versus specific recall, whether the network checks for identical calls, and whether CCBS request retention is supported if B becomes busy again.
These options affect who receives the recall, whether a repeated request is rejected as duplicate, and whether the original request stays active in queue B. In practice, the operator has to configure these options consistently across the access.
Call information retention and activation
Clause 9 requires network A to retain the basic call information from the failed call, including bearer capability, high layer compatibility, low layer compatibility, calling party address and called party address. It also retains the call failure reason and the CCBS available indication so it can decide whether CCBS may be activated.
To start CCBS, user A sends a CCBSRequest with a callLinkageID. If activation succeeds, network A assigns a cCBSReference, returns it to user A, places the request in queue A and starts timer T-CCBS2. That reference is used later to interrogate, deactivate or complete the service.
Error handling and deactivation
The protocol defines specific failure cases such as outgoingCCBSQueueFull, cCBSIsAlreadyActivated, supplementaryServiceInteractionNotAllowed, longTermDenial and shortTermDenial. These outcomes tell the user whether the request failed because of capacity, duplicate activation, interaction rules or CCBS availability.
Timers also control how long the service remains active and how long the user waits for responses. T-ACTIVATE, T-DEACTIVATE and T-INTERROGATE are user-side waiting times, so implementations must time out transactions cleanly instead of waiting indefinitely.
Queue B processing and B-free detection
Clause 9.5 defines queue B processing at network B. Network B monitors destination B, reserves a B-channel after timer T-CCBS4, and then decides whether B is free enough to trigger recall or call setup.
The status request procedure is important here. Annex B and clause 9.5 distinguish between services where status requests are not supported for existing services and those where they are supported for all bearer capabilities. That affects whether network B can use compatible-terminal checks or must wait for all B-channels to be free.
When a CCBS call is pending, identical incoming calls can be rejected with cause #34 if the reserved channel must be protected for the CCBS request. Practically, this prevents the waiting CCBS call from being displaced by a normal incoming call to the same destination.
Interworking with private ISDNs
Clause 10 defines the extra procedures when CCBS passes through a private ISDN. The protocol uses operations such as CCBS-T-Request, CCBS-T-Call, CCBS-T-Suspend, CCBS-T-Resume, CCBS-T-RemoteUserFree and CCBS-T-Available.
These procedures separate the originating side, the destination side and the public network behavior. For system integration, this is the part that shows how public and private networks exchange CCBS status, suspend and resume information, and how request retention is handled when both sides support it.
Timer values and dynamic behavior
Clause 13 gives the timer framework used by the service, including the retention timer, status check timers, CCBS service duration timers, recall timer and idle guard timer. The practical value is that implementers know the waiting windows for retention, recall and re-try behavior.
Clause 14 adds SDL diagrams that show the dynamic behavior of the user, network A, network B and private-network processes. These diagrams are the operational map for software designers and test engineers.
What terms does SIST EN 300 359-1 V1.3.2:2005 define?
CCBS busy is the condition where user A cannot accept a CCBS-related event because the access is already full, has no free B-channels, or already has a CCBS recall pending.
call information retention is the procedure by which network A stores the basic information from the failed call so it can later set up an equivalent CCBS call.
CCBS request retention is the option that keeps an original CCBS request in queue B when B becomes busy again after an attempt to complete the call.
queue A is the buffer in network A used to control CCBS requests associated with user A on a per-ISDN-number basis.
queue B is the buffer in network B used to control CCBS requests associated with destination B and to monitor when user B becomes not busy.
existing service means a basic telecommunication service associated with speech, 3,1 kHz audio or 64 kbit/s unrestricted bearer capability.
global recall means the CCBS recall is offered to all compatible terminals, while specific recall means it is offered only to the terminal that activated CCBS.

In accordance with CCITT Recommendation I.130 [3], the following three level structure is used to describe the
supplementary telecommunication services as provided by European public telecommunications operators under the
pan-European ISDN:
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service
described in stage 1.
The present document details the stage 3 aspects (signalling system protocols and switching functions) to support the
CCBS supplementary service. The stage 1 and stage 2 aspects are detailed in ETS 300 357 [17] and ETS 300 358 [16],
respectively.

1 Scope
The present document specifies the stage three of the Completion of Calls to Busy Subscriber (CCBS) supplementary
service for the pan-European Integrated Services Digital Network (ISDN) as provided by European public
telecommunications operators at the T reference point or coincident S and T reference point (as defined in
ITU-T Recommendation I.411 [6]) by means of the Digital Subscriber Signalling System No. one (DSS1) protocol.
Stage three identifies the protocol procedures and switching functions needed to support a telecommunication service
(see CCITT Recommendation I.130 [3]).
In addition, the present document specifies the protocol requirements at the T reference point where the service is
provided to the user via an intermediate private ISDN.
The present document does not specify the additional protocol requirements where the service is provided to the user via
a telecommunications network that is not an ISDN.
The CCBS supplementary service enables user A, encountering a busy destination B, to have the call completed without
having to make a new call attempt when the busy destination B becomes not busy.
The CCBS supplementary service is applicable to all circuit-switched telecommunication services, except the video
telephony teleservice involving a second connection.
Further parts of EN 300 359 specify the method of testing required to identify conformance to the present document.
The present document is applicable to equipment supporting the CCBS supplementary service, to be attached at either
side of a T reference point or coincident S and T reference point when used as an access to the public ISDN.

3 Definitions
For the purposes of the present document, the following terms and definitions apply:
busys: see ITU-T Recommendation I.221 [5], subclause 2.1.5.
call: see CCITT Recommendation Q.9 [7], definition 2201.
call information retention: procedure of network A to store the call information of a specific call so that it can be used
for that call.
call state: state as defined in EN 300 403-1 [11], subclause 2.1 for either the user or the network as appropriate. A call
state may exist for each call reference value (and for each additional responding CEI in the incoming call states).
CCBS busy: any one of the following conditions will cause a CCBS busy condition:
- maximum number of calls reached at user A (see ITU-T Recommendation I.221 [5], subclause 2.1.3, item 2);
- no B-channels available at user A;
- CCBS recall pending on user A.
CCBS call: call which is established under the control of the CCBS supplementary service.
CCBS recall: procedure where user A is requested to complete the communication when user B ceases to be busy.
CCBS request retention: if an attempt to establish a CCBS call fails because the destination is busy again, then the
network provider option "CCBS request retention" defines whether the CCBS supplementary service shall continue or
not, i.e. if the "CCBS request retention" is supported, the original CCBS request shall retain its position in the queue B,
and monitoring of user B shall continue. Otherwise the CCBS request will be deactivated.

5 Description
The CCBS supplementary service enables user A, encountering a busy destination B, to have the call completed without
having to make a new call attempt when the destination B becomes not busy.
When user A requests the CCBS supplementary service, the network B will monitor destination B for becoming not
busy.
When the destination B becomes not busy, (i.e. access resources e.g. one B-channel are not busy) then the network will
wait a short time in order to allow the resources to be reused for originating a call. If the resources are not reused within
this time by destination B, then the network B will automatically recall user A.
When user A accepts the CCBS recall, then network A will automatically generate a CCBS call to destination B.
6 Operational requirements
6.1 Provision and withdrawal
CCBS may be provided to subscribers by the service provider on a subscription basis or may be generally available.
Withdrawal may happen on subscriber's request or for administrative reasons.
As a service provider option, the CCBS supplementary service can be offered with a subscription option which shall
apply to the whole access of user A.
Table 1 summarizes the subscription options for the CCBS supplementary service.

the network B or in an attached private ISDN.
7 Coding requirements
Tables 3 and 4 show the definition of the operations and errors required for the CCBS supplementary service using
ASN.1 as defined in CCITT Recommendation X.208 [8] and using the OPERATION and ERROR macro as defined in
figure 4/X.219 of CCITT Recommendation X.219 [9].
The formal definition of the component types to encode these operations is provided in EN 300 196-1 [14], clause D.1.
The inclusion of components in Facility information elements is defined in EN 300 196-1 [14], subclause 11.2.
