Building lime - Part 3: Conformity evaluation

This European Standard specifies the scheme for the evaluation of conformity of building lime to their corresponding
product standard EN 459-1:2001 including declaration of conformity by the manufacturer.
The European Standard provides technical rules for factory production control by the manufacturer, including
autocontrol testing of samples. It also provides rules for actions to be followed in the event of non-conformity, the
procedure for the declaration and requirements for dispatching centres.

Diese Europäische Norm legt das Verfahren für die Bewertung der Konformität von Baukalk mit der entsprechen-
den Produktnorm EN 459-1:2001 einschließlich der Konformitätserklärung durch den Hersteller fest.
Diese Europäische Norm enthält technische Regeln für die werkseigene Produktionskontrollle durch den Hersteller
einschließlich der internen Überwachungsprüfung von Proben. Sie enthält darüber hinaus Regeln für Maßnahmen,
die bei Nichtkonformität zu ergreifen sind, sowie das Verfahren für die Konformitätserklärung und Anforderungen
an Auslieferungsstellen.

La présente norme européenne fournit les regles techniques régissant le contrôle de production en usine effectué par le fabricant, ainsi que les essais d'auto-contrôle sur échantillons. Elle fournit également les regles pour les actions a entreprendre en cas de non conformité, la procédure de déclaration et les exigences applicables aux centres de distribution.

EN 459-3:2001 (E)4Factory production control by the manufacturer4.1General requirements4.1.1Definition and conceptFactory production control means the permanent internal control of building lime production exercised by themanufacturer and consists of internal quality control and autocontrol testing of samples of building lime taken at thepoint of release.The details of the factory production control are described in the Works' quality documentation (see 4.1.2).4.1.2Works' quality documentationThe manufacturers documentation (see 4.1.4) shall describe the factory production control and the following:a)The quality aims, organisation structure, responsibilities and powers of the management with regard toproduct quality, the means to monitor the achievement of the required product quality and the effectiveoperation of the factory production control (see 4.1.3).b)The manufacturing and quality control techniques, processes and systematic actions that will be used (see4.2.1 and 4.2.3).c)The examinations and tests that will be carried out before, during and after manufacture, and the frequencywith which they will be carried out (see 4.2.2).NOTE Manufacturers having a factory production control system which complies with EN ISO 9001/9002 fulfil therequirements in clause 4 and the system is documented in their works quality manual.The works' quality documentation shall address and document the procedures operated to ensure that the manufac-tured building lime conforms to the technical specifications. It may be referred to associated documents whichprovide further details of the autocontrol testing of samples and the internal quality control. 4.1.3
Management system4.1.3.1
Quality policyThe works' quality documentation shall include a statement by management defining its policy, objectives andcommitments to the attainment of product quality.4.1.3.2
Management representativeThe manufacturer shall appoint a management representative who, irrespective of other responsibilities, shall havedefined authority and responsibility for ensuring that the requirements of this scheme for the evaluation of conformityare implemented and maintained.4.1.3.3
Management reviewThe manufacturer shall review the factory production control at appropriate intervals as specified in the works' qualitydocumentation at least once every two years in order to ensure its continuing suitability and effectiveness to meetthe requirements of this scheme for the evaluation of conformity.4.1.3.4
TrainingThe Works' quality documentation shall describe the measures taken to ensure that all the personnel involved inoperations that can affect factory production control and product quality have appropriate experience or training.Appropriate records shall be retained.5SIST EN 459-3:2002

Document controlThe management representative shall be responsible for the control of all documents and data related to factoryproduction control and to this scheme for the evaluation of conformity.This control shall ensure that the current issues of appropriate documents are available at essential locations.A master list shall be established to identify the current revision of documents in order to prevent the use of obsoletedocuments.4.1.4.2
