SIST EN 300 138-2 V1.3.4:2005 is the Slovenian adoption of the ETSI standard for the Integrated Services Digital Network (ISDN) Closed User Group (CUG) supplementary service over the Digital Subscriber Signalling System No. one (DSS1) protocol. It provides the Protocol Implementation Conformance Statement (PICS) proforma for suppliers of implementations that claim conformance to EN 300 138-1. In practice, it is the form used to declare which CUG capabilities, options and message elements an implementation supports.
What does SIST EN 300 138-2 V1.3.4:2005 specify?
SIST EN 300 138-2 V1.3.4:2005 specifies the PICS proforma for the stage three CUG supplementary service for pan-European ISDN at the T reference point, or at coincident S and T reference points, using DSS1. It tells a supplier how to document an implementation for conformance checking against EN 300 138-1, following the conformance testing approach in ISO/IEC 9646-7.
The document is organized into five clauses and three annexes:
| Part | What it covers |
|---|---|
| Clauses 1-5 | Scope, normative references, definitions, abbreviations, and conformance |
| Annex A | Normative PICS proforma to complete for a specific implementation |
| Annex B | Normative requirements list that links this PICS to related base PICS proformas |
| Annex C | Informative changes with respect to the previous ETS 300 138-2 |
Annex A is the working part for implementation declarations. Annex B shows how this CUG proforma depends on other DSS1 PICS documents. Annex C records the revisions made in this edition.
What are the key requirements of SIST EN 300 138-2 V1.3.4:2005?
The main requirement in SIST EN 300 138-2 V1.3.4:2005 is to complete a PICS that accurately describes the implementation, and to do so in the exact structure given in Annex A. That matters because this document is used to compare a real implementation with the static conformance requirements in EN 300 138-1.
Conformance and completion rules
Clause 5 requires a conforming PICS to be technically equivalent to Annex A and to preserve the numbering and order of its items. The completed PICS must describe an implementation that claims conformance to EN 300 138-1 and must include enough information to identify both the supplier and the implementation. In practice, this makes the declaration traceable and reviewable.
Annex A.1 explains how to complete the form. The supplier should identify the Implementation Under Test (IUT), the System Under Test (SUT), the product supplier, the client, and a contact person. That matters when a reviewer needs to relate a declared feature set to a specific product version or configuration.
Roles and applicability
Annex A splits the form into a Roles clause and separate User and Network parts. The Roles clause applies to all implementations, while the User clauses are only for user implementations, including private network implementations, and the Network clauses are only for network implementations. This avoids filling in sections that do not apply to the product being assessed.
Table A.1 also distinguishes support at the user interface, the served user interface, the remote user interface, and the network interface. In practice, this helps a vendor show whether the implementation behaves as user-side equipment, network-side equipment, or both.
How support is recorded
Annex A.1.4 uses the standard conformance-test notation from ISO/IEC 9646-7. Status values include M, O, N/A and O.n, while support values use Y and N. This is the practical language of the PICS: it shows whether a capability is mandatory, optional, not applicable, or one of a selectable set, and whether the implementation actually supports it.
User-side functions
For user implementations, Annex A highlights the explicit request of CUG as the main capability. The user tables then cover whether the implementation receives and transmits Facility information element components such as CUGCall invoke and CUGCall return error. In practical terms, this shows whether the user side can initiate or react to the CUG signalling needed for the service.
Annex B adds related dependencies for user implementations. It links this PICS to the basic call, generic functional protocol, and supplementary service interactions proformas, including SETUP, DISCONNECT, RELEASE and RELEASE COMPLETE PDU parameters. This matters because a CUG implementation still relies on the surrounding DSS1 call-control and supplementary-service framework.
Network-side functions
For network implementations, Annex A requires support for the explicit request of CUG and the default request of CUG. It also covers optional service behavior such as barring incoming calls within a CUG, barring outgoing calls within a CUG, several CUG subscriptions with a defined maximum, outgoing access, and incoming access. These items tell a network operator or vendor which CUG service variants the network side provides.
Annex A also includes network PDU details, such as received and transmitted Facility information element components and the cause information element value #87, “user not a member of CUG”. In practice, this is the signalling evidence that a network implementation must be able to generate and process for CUG handling.
Relationship to other PICS documents
Annex B shows that this document is not a standalone feature list. It reuses items from EN 300 196-2 for generic functional protocol support and from EN 300 195-2 for supplementary service interactions, then states the extra conditions needed for CUG. That is important for conformance work because it tells the reviewer which other completed PICS forms must be considered alongside this one.
What terms does SIST EN 300 138-2 V1.3.4:2005 define?
- Protocol Implementation Conformance Statement (PICS) - A statement from a supplier describing which capabilities of a protocol implementation are supported.
- PICS proforma - A questionnaire-style document that becomes a PICS when completed for a specific implementation.
- Static conformance review - A comparison between the completed PICS and the static conformance requirements in the relevant standards.
- Implementation Under Test (IUT) - The protocol implementation being assessed.
- System Under Test (SUT) - The system that contains the IUT and its configuration context.
- Closed User Group (CUG) - A supplementary service that controls call access within defined user groups.
- Digital Subscriber Signalling System No. one (DSS1) - The signalling protocol used for the ISDN service specified here.
Who uses SIST EN 300 138-2 V1.3.4:2005?
SIST EN 300 138-2 V1.3.4:2005 is used by suppliers of ISDN user-side and network-side implementations that claim conformance to EN 300 138-1. It is also used by conformance testers, quality managers, and engineering teams who need a structured declaration of supported CUG features.
For procurement and acceptance work, it helps buyers and reviewers check whether a product supports the CUG options they need, such as explicit or default request handling, access options, and call barring behavior. For developers, it provides the checklist used to complete the implementation statement and support later test selection.
What changed in SIST EN 300 138-2 V1.3.4:2005 from the previous edition?
This edition replaces ETS 300 138-2. Annex C states that the changes are conversion to EN layout, replacement of references to ETS 300 102 and associated I-ETSs with EN 300 403, and substitution of non-specific references to basic standards so they point to the latest version when that was the intent. The foreword also says that this version updates the references to the basic call specifications.
Which standards are used with SIST EN 300 138-2 V1.3.4:2005?
| Standard | What it contributes |
|---|---|
| EN 300 138-1 | The CUG protocol specification that this PICS refers to |
| EN 300 195-1 | Protocol specification for supplementary service interactions |
| EN 300 195-2 | PICS proforma for supplementary service interactions |
| EN 300 196-1 | Generic functional protocol for the support of supplementary services |
| EN 300 196-2 | PICS proforma for the generic functional protocol |

What does the SIST EN 300 138-2 V1.3.4:2005 document contain?
Annex A contains the full PICS proforma, including identification fields, the global conformance statement, role selection, and user and network capability tables. It also includes tables for protocol data units, protocol data element parameters, timers, and call states.
Annex B contains a requirements list that repeats selected items from the basic call, generic functional protocol, and supplementary service interactions PICS documents, so the related base forms can be completed consistently. The annex uses conditions and status markings to show how the CUG service depends on other DSS1 capabilities.
Annex C gives the changes from the previous ETS edition. Overall, the document is a conformance-documentation tool for implementation assessment, testing preparation, and formal supplier declarations rather than a protocol behavior specification.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 2 of a multi-part standard covering the Digital Subscriber Signalling System No. one
(DSS1) protocol specification for the Integrated Services Digital Network (ISDN) Closed User Group (CUG)
supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the user";
Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
To evaluate conformance of a particular implementation, it is necessary to have a statement of which capabilities and
options have been implemented for a given Open Systems Interconnection (OSI) protocol. Such a statement is called a
Protocol Implementation Conformance Statement (PICS).
The present version updates the references to the basic call specifications.
