SIST EN 300 201 V1.2.1:2004 is the Slovenian adoption of ETSI EN 300 201 V1.2.1 for the Integrated Services Digital Network (ISDN) Call Forwarding No Reply (CFNR) supplementary service. It describes the stage-one service behavior from the user's point of view, including when unanswered calls are forwarded and how the service interacts with public and private ISDNs. The document is meant for service providers and implementers who need a common description of CFNR across circuit-switched ISDN services.
What does SIST EN 300 201 V1.2.1:2004 specify?
SIST EN 300 201 V1.2.1:2004 specifies the stage-one service description for CFNR in pan-European ISDN. It covers the service as seen by the user, the interworking needs between public and private ISDNs, and the base functionality when the service is offered through a private ISDN.
The scope limits the service to calls that are not answered within a defined time, while the served user’s ability to originate calls remains unaffected. Interactions not listed in clause 7 and charging principles are outside the scope. The document is organized into scope, references, definitions and abbreviations, description, procedures, interworking requirements, and interactions with ISDN supplementary services, followed by an informative annex.
| Annex | What it covers |
|---|---|
| Annex A | Interaction between user-to-user signalling and the CFNR supplementary service |
What are the key requirements of SIST EN 300 201 V1.2.1:2004?
SIST EN 300 201 V1.2.1:2004 requires the network to forward a call only after it has been offered to the served user and not answered within the configured timer. It also sets the service model for subscription, activation, forwarding, and interrogation, so implementers have to support both service control and user notification paths.
Service access and subscription
Clause 4 states that CFNR is available on basic access or primary rate access. The service can apply to all calls or only to selected basic services, and service-provider options allow it to be set per ISDN number or for the whole access. In practice, this means a provider must decide whether CFNR follows the line, the number, or just some call types.
Activation, forwarding data, and timer control
Clause 5.2.2.1 requires the served user to supply the forwarded-to ISDN number, optional sub-address, the basic service selection, and the no-reply timer value when changing it. The timer can be changed by subscriber procedure, with a maximum of 180 seconds. This matters because the forwarding target and delay are part of the user-facing service behavior, not hidden network details.
Notification and call handling
Clause 5.2.3 says the network forwards the call after the no-reply interval and can notify the served user, the calling user, and the forwarded-to user depending on subscription options. The forwarded-to user may also see the served user’s ISDN number, subject to number presentation restrictions. For operators, this means the same forwarded call can produce different user messages depending on what each party subscribes to.
Limits and exceptional cases
Clause 5.2.3 limits a call to a maximum of five diversions, counting all diversion types. Clauses 5.3.2 and 5.3.3 define rejections for invalid numbers, missing information, unsupported whole-access operation, unsupported basic services, or an invalid timer value. In practice, this gives clear fault handling for provisioning systems and for terminals that submit incomplete requests.
Interworking and other supplementary services
Clause 6 covers interworking with non-ISDNs and private networks, while clause 7 covers interactions with many supplementary services such as call waiting, call hold, explicit call transfer, number identification services, diversion services, user-to-user signalling, call barring services, and message waiting indication. Several interactions give precedence to other diversion services, especially call forwarding unconditional and selective call forwarding. This is important when the same call can be affected by more than one service.
What terms does SIST EN 300 201 V1.2.1:2004 define?
- CFNR - Call Forwarding No Reply, the supplementary service that redirects an unanswered call after a defined period.
- served user - The user to whom the CFNR supplementary service is provided.
- forwarded-to user - The user to whom the call is redirected as a result of forwarding.
- diverting user - The user for whom the call is subject to diversion.
- user A - The calling user in a call subject to diversion.
- user B - The served user when a call from user A is subject to CFNR.
- user C - The forwarded-to user in a call subject to CFNR.
- diversion - The general term for call redirection, including forwarding and deflection.
Who uses SIST EN 300 201 V1.2.1:2004?
SIST EN 300 201 V1.2.1:2004 is used by ISDN service providers, network operators, and private ISDN administrators that offer call forwarding services. It is also used by equipment vendors and system integrators that implement call control, notification, and numbering behavior. Quality and interoperability teams use it to check whether a product follows the expected CFNR service model across public and private networks.
What changed in SIST EN 300 201 V1.2.1:2004 from the previous edition?
The publication history shows the standard evolving from ETS 300 201 first edition in December 1994, through Amendment 1 in September 1996, to the V1.2.1 publication in May 2001. The foreword also notes an editorial alignment of the title with former versions of the standard.
Which standards are used with SIST EN 300 201 V1.2.1:2004?
- ITU-T Recommendation I.130 - provides the service characterization method and the stage-one, stage-two, and stage-three framework used by this document.
- ITU-T Recommendation I.112 - supplies ISDN vocabulary and the definitions behind terms such as basic access, primary rate access, and basic call procedures.
- ITU-T Recommendation E.164 - supplies the numbering plan used for ISDN numbers, addresses, and sub-addresses.
- ITU-T Recommendation I.210 - gives the principles for describing telecommunication services supported by ISDN and the meaning of supplementary service.
- ETSI ETS 300 345 - covers interworking between public ISDNs and private ISDNs for telecommunication services.
What does the SIST EN 300 201 V1.2.1:2004 document contain?
The document contains a service description, provisioning and withdrawal procedures, activation and deactivation rules, interrogation behavior, and exception handling for CFNR. It also includes interworking requirements for non-ISDNs and private networks, plus detailed interactions with a wide set of other ISDN supplementary services.
Clause 5 gives the main operational procedures, including the subscription options and the network responses to successful or rejected requests. Clause 7 organizes the service interactions, and Annex A gives an informative view of how user-to-user signalling behaves when CFNR is invoked.
