SIST EN 301 082 V2.1.1:2005 is the Slovenian adoption of the ETSI European Standard for the Integrated Services Digital Network (ISDN) Outgoing Call Barring-Fixed (OCB-F) supplementary service. It gives the stage-one service description for how OCB-F blocks selected outgoing calls in ISDN, for use by service providers, network operators, and implementers of public and private ISDN services.

What does SIST EN 301 082 V2.1.1:2005 specify?

SIST EN 301 082 V2.1.1:2005 specifies the user-level service description for OCB-F in pan-European ISDN. It explains what the service does, how it is provisioned and applied, and how it relates to other ISDN supplementary services.

The document is organized into clauses on scope, references, definitions and abbreviations, description, procedures, interworking requirements, interactions with ISDN supplementary services, and interactions with other services. It also includes a history section.

In practice, the standard matters because it sets the rules that keep OCB-F implementations aligned between networks, so a subscriber’s barred-call behavior is interpreted consistently.

What are the key requirements of SIST EN 301 082 V2.1.1:2005?

SIST EN 301 082 V2.1.1:2005 defines OCB-F as a supplementary service that rejects certain outgoing calls made by the served user, while leaving incoming calls unaffected. This is the core behavior that equipment and network service logic must implement.

Service availability and provisioning

The service is available to users connected via basic access or primary rate access. It is provided only after prior arrangement with the service provider, and the provider can apply it per ISDN number or to the whole access.

The user can subscribe the service for all basic services or, as a provider option, for selected basic services. In practice, this is the subscription choice that decides where the barring rules will apply.

Barring programs

The service provider defines the number and content of the barring programs, with a maximum of 256 programs. On subscription, the user indicates which program or programs apply.

Normally only one barring program is active at a time for each basic service. The standard also allows provider options where a group of programs can be active, possibly with different activation periods. This matters because the call outcome depends on which program is active at the moment the call is attempted.

Activation and deactivation

The served user cannot activate or deactivate OCB-F directly. The service provider does this automatically according to the subscription conditions, and no indication is sent to the served user when activation or deactivation occurs.

Calls started before activation are not affected. The standard also protects calls that start outside a barred period and continue into one, so an ongoing call is not interrupted just because the barring period changes.

Call handling

When OCB-F is active, the network checks the type of outgoing call against the active barring program or programs. If the call is barred, the attempt is rejected and the user is informed that outgoing call barring caused the rejection. If the call is not barred, normal basic call procedures apply.

Interworking and service interactions

For non-ISDNs, no extra requirements are added beyond normal basic call behavior. For private ISDNs, the document points to ETS 300 345 for interworking requirements.

Clause 7 and clause 8 set out how OCB-F interacts with other services. Many services are stated to have no impact on OCB-F, but some combinations require special handling, especially call forwarding, call deflection, virtual card calling, and in-call modification. The standard also states that OCB-F can bar Freephone, Premium rate, and Televoting calls.

What terms does SIST EN 301 082 V2.1.1:2005 define?

  • barring program - the selected set of call types that are barred, sometimes combined with number ranges or prefixes.
  • served user - the user to whom OCB-F is provided.
  • service provider - the entity that offers the OCB-F subscription.
  • network operator - the entity that provides the network resources used to execute OCB-F.
  • ISDN number - a number conforming to the E.164 numbering plan.
  • basic access - an ISDN access type defined by ITU-T Recommendation I.112.
  • primary rate access - another ISDN access type defined by ITU-T Recommendation I.112.
  • OCB-UC - Outgoing Call Barring-UserControlled, the related supplementary service used for comparison in call rejection behavior.

Who uses SIST EN 301 082 V2.1.1:2005?

SIST EN 301 082 V2.1.1:2005 is used by ISDN service providers, network operators, and telecom engineers who define, configure, or implement outgoing call barring. It is also relevant to suppliers of switching equipment and private ISDN administrators who need consistent behavior for barred outgoing calls and for interactions with call forwarding and other supplementary services.

What changed in SIST EN 301 082 V2.1.1:2005 from the previous edition?

SIST EN 301 082 V2.1.1:2005 amends the service description of OCB-F to remove ambiguities and inconsistencies. The stated focus is on the definition of the barring program, the relationship with the activation period, clarification of conflict situations, and correct interaction with call diversion.

Which standards are used with SIST EN 301 082 V2.1.1:2005?

  • CCITT Recommendation I.130 - provides the stage-one service description method used by this standard.
  • ITU-T Recommendation I.112 - provides vocabulary and access definitions used for ISDN terms such as basic access and primary rate access.
  • ITU-T Recommendation E.164 - defines the numbering plan used for ISDN numbers.
  • ITU-T Recommendation I.210 - provides principles for describing telecommunication services supported by ISDN.
  • ETSI ETS 300 345 - gives the general interworking aspects for public and private ISDNs, used for private-network interworking.

What does the SIST EN 301 082 V2.1.1:2005 document contain?

The document is a service description, not a test standard. Its content is mainly procedural and interaction-based: it describes provisioning, automatic activation and deactivation, call rejection behavior, and how OCB-F behaves with specific supplementary services and other services.

Clause 5 gives the operating procedures for subscription, activation, invocation, and withdrawal. Clauses 7 and 8 are the most practical parts for implementers because they define the interaction rules with call waiting, call forwarding, CCBS, CCNR, CLIP and CLIR, closed user group, virtual card calling, premium rate, televoting, and remote control.

The document also includes definitions and abbreviations that support implementation and interpretation in ISDN networks.
