SIST ETS 300 771-1:1998 is the SIST version of ETS 300 771-1 for Broadband Integrated Services Digital Network (B-ISDN) signalling. It specifies the stage three protocol for point-to-multipoint call/bearer control at the B-ISDN user-network interface (UNI), including the procedures and switching functions needed to support the service. It is aimed at equipment and implementations that provide or use this access at the TB reference point, or at coincident SB and TB reference points.
What does SIST ETS 300 771-1:1998 specify?
SIST ETS 300 771-1:1998 specifies on-demand, connection-oriented, point-to-multipoint, unidirectional single bearer connection Release 1 basic telecommunication services for pan-European B-ISDN. It also sets protocol requirements for delivery at the TB reference point when the service is provided to the user via a private B-ISDN.
The standard applies to equipment that supports connection-oriented point-to-multipoint single-connection basic B-ISDN telecommunication services and is attached on either side of a TB reference point, or at coincident SB and TB reference points, when used as access to the public B-ISDN. The foreword also shows that this part is one of a multi-part standard, with further parts for conformance statements and test specifications.
What are the key requirements of SIST ETS 300 771-1:1998?
Clause 1 defines the service scope and the access points where the protocol applies. In practice, that tells implementers whether their B-ISDN access equipment falls inside the standard and whether the protocol must work at a public or private access boundary.
Clause 1 also says that support for the leaves of the point-to-multipoint connection depends on the basic point-to-point call/bearer connection protocol in ETS 300 443-1. That matters because a conforming implementation has to interwork with the underlying basic bearer control procedures.
Clause 3 adds a terminology note: ETSI uses bearer where ITU-T texts often use connection. That matters in reading and implementing the procedures, because the service context is a bearer service, not just a generic connection.
Clause 5.3 allows multiple ADD PARTY requests to be pending at the same time. In practice, the root node does not need to wait for one add-party response before sending the next request, so implementations can support faster party addition.
Clause 8.2.1 defines the Endpoint reference information element as the way to identify the individual endpoint to which a message applies, and Clause 8.2.4 adds cause value 89 for an invalid endpoint reference value. This matters for endpoint tracking and for error handling when a message points to the wrong party.
Clause 10.3.2 says that on ADD PARTY REJECT the recipient enters the Null party state, and if all parties are in Null, Drop Party Initiated, or Drop Party Received state, a RELEASE message is returned with cause #31. In practice, this sets the cleanup rule for the end of a multiparty call.
Clause 12 states that interaction with the Closed User Group (CUG) supplementary service follows ETS 300 770-1. That means CUG behavior is not handled in isolation and must be implemented together with the companion CUG signalling rules.
The state machine tables in Clause 13 and the Call-Control-N, Call-Control-U, Party-Control-N and Party-Control-U sheets refine message handling by state. For implementers, these tables are the operational rules for when messages such as DROP PARTY, RELEASE, and PARTY ALERTING are accepted and how the process moves to the next state.
What terms does SIST ETS 300 771-1:1998 define?
- Broadband Integrated Services Digital Network (B-ISDN) - The broadband ISDN environment for which the signalling protocol is defined.
- Digital Subscriber Signalling System No. two (DSS2) - The signalling system used to carry the UNI layer 3 protocol.
- User-Network Interface (UNI) - The interface between user equipment and the B-ISDN network.
- TB reference point - The reference point where the service is provided to the user in this standard.
- Protocol Implementation Conformance Statement (PICS) - The conformance statement used in the companion test material.
- Test Suite Structure and Test Purposes (TSS&TP) - The structure and stated purposes of the test suites in the companion parts.
Who uses SIST ETS 300 771-1:1998?
Telecom equipment vendors use this standard when implementing B-ISDN access and DSS2 signalling. Network engineers use it to define and verify call and party control behavior at the UNI.
Test engineers and conformance teams use it together with the PICS, TSS&TP, ATS and PIXIT companion parts to build and run tests. Buyers and quality managers can use it to check whether an access product supports the specific B-ISDN point-to-multipoint service they need.
What changed in SIST ETS 300 771-1:1998 from the previous edition?
SIST ETS 300 771-1:1998 is ETS 300 771-1 with agreed modifications to ITU-T Recommendation Q.2971 (1995). The document states these main changes:
- ETSI uses bearer instead of connection in the bearer-service context.
- Multiple ADD PARTY requests may be pending at the same time.
- The Endpoint reference and Endpoint state information elements were clarified and retitled in places.
- Cause value 89, “Invalid endpoint reference value,” was added.
- ADD PARTY REJECT and DROP PARTY behavior was adjusted, including the Null party state handling.
- Clause 12 adds the interaction rule for CUG supplementary service via ETS 300 770-1.
- Annex A was deleted, while annexes B, C, D and E are normative and annex F is informative.
Which standards are used with SIST ETS 300 771-1:1998?
- CCITT Recommendation I.130 - Defines how telecommunication services and network capabilities are characterized.
- ITU-T Recommendation I.413 - Defines the B-ISDN user-network interfaces and the TB/SB reference points.
- ETS 300 437-1 - Provides the SSCF at UNI for signalling support at the User-Network Interface.
- ETS 300 443-1 - Defines basic call/bearer control and supports the basic point-to-point bearer connection used by the leaves.
- ETS 300 661-1 to ETS 300 668-1 and ETS 300 770-1 - Provide the related DSS2 supplementary service protocols for DDI, MSN, CLIP, CLIR, COLP, COLR, SUB, UUS and CUG.
- ETS 300 685-1 - Defines the usage of cause and location in DSS2 and B-ISUP.
The foreword also identifies companion parts 2 to 6 for PICS, TSS&TP, ATS and partial PIXIT material for user and network testing.
What does the SIST ETS 300 771-1:1998 document contain?
The document contains the protocol specification itself, including procedure text, endpoint reference and endpoint state information elements, cause-value tables, and message-handling rules. It also includes figures and state sheets for Call-Control-N, Party-Control-N, Call-Control-U and Party-Control-U, which are used to define the allowed signaling behavior in each state.
It carries normative and informative annexes and informative appendices, together with the structured tables that drive conformance and implementation decisions. The practical use of these contents is to design, implement, and verify DSS2 point-to-multipoint call/bearer control at the UNI.

1 Scope
This European Telecommunication Standard (ETS) specifies the stage three of on-demand connection-
oriented point-to-multipoint unidirectional single bearer connection Release 1 basic telecommunication
services for the pan-European Broadband Integrated Services Digital Network (B-ISDN) as provided at the
T reference point or coincident S and T reference point (as defined in ITU-T Recommendation
B B B
I.413 [2]) by means of the Digital Subscriber Signalling System No. two (DSS2) protocol. Stage three
identifies the protocol procedures and switching functions needed to support a telecommunication service
(see CCITT Recommendation I.130 [1]).
In addition, this ETS specifies the protocol requirements at the T reference point where the service is
B
provided to the user via a private B-ISDN.
NOTE: Procedures at the T reference point, to support the access of a private B-ISDN to the
B
public B-ISDN, are not explicitly identified in this ETS, however, some procedures are
applicable only at the T reference point.
B
A basic telecommunication service is a service to which supplementary services may be added.
Further ETSs (or further parts of this ETS) provide the method of testing and detailed application specific
requirements to determine conformance to this ETS.
This ETS is applicable to equipment supporting connection-oriented point-to-multipoint single connection
basic B-ISDN telecommunication services, to be attached at either side of a T reference point or
B
coincident S and T reference points when used as an access to the public B-ISDN.
