Direction of bearer establishment

Clause 9.2.1.2 introduces BearerEstDirection to avoid both sides trying to establish the same bearer at once. The initiator can leave direction open, require self-establishment, require remote establishment, or prefer remote establishment, which gives both sides clear guidance on who should act next.

Response behaviour

Clause 9.2.2 allows the responding user to accept, accept an alternative, counter-propose, or reject the request. If the request cannot be satisfied, especially for a UM connection or when resources are unavailable, the responding CC entity sends a return error APDU.

Coding and protocol units

Clause 8 requires ASN.1 definitions and APDUs, with invoke, returnResult, returnError and reject forms encoded using Basic Encoding Rules (BER). For implementers, that means the protocol is not just a concept - it has a precise data encoding and message format for interworking.
