SIST EN 300 097-1 V1.2.4:2005 is the Slovenian adoption of the European standard for Connected Line Identification Presentation (COLP) in Integrated Services Digital Network (ISDN) access. It specifies the Digital Subscriber Signalling System No. one (DSS1) protocol for the stage 3 signalling and switching functions that let the calling user receive the identity of the connected party. Engineers, quality managers, and buyers use it to check how equipment handles COLP at the T reference point or coincident S and T reference point, including access through a private ISDN.

What does SIST EN 300 097-1 V1.2.4:2005 specify?

SIST EN 300 097-1 V1.2.4:2005 specifies the DSS1 protocol for the COLP supplementary service in the pan-European ISDN. Its scope covers stage 3 behavior - the signalling procedures and switching functions needed to support the service - for public ISDN access and for access through a private ISDN.

Clause 1 sets the service scope, clause 2 lists the supporting references, and clauses 3 and 4 define terms and abbreviations. Clauses 5 to 14 then cover the service description, operational requirements, coding, signalling procedures, interworking, interactions, timer values, and the SDL-based dynamic description. The informative annexes add signalling flows, terminal interchangeability, change history, and bibliography.

What are the key requirements of SIST EN 300 097-1 V1.2.4:2005?

SIST EN 300 097-1 V1.2.4:2005 defines how the network carries the connected party's identity back to the calling user. In practice, that means the CONNECT message, the connected number, the connected subaddress, and the presentation and screening indicators all have to line up with the service rules in the document.

Service model and information passed to the caller

The COLP supplementary service is offered to the calling user. Clause 5 says it gives the connected user's ISDN number, possibly with subaddress information, and it is an indication of the connected address rather than a dialling check. For implementers, that means the number shown to the caller may describe the party that answered, not just the originally called destination.

Clause 6 says COLP information is inserted in the CONNECT message as part of the basic call procedures. If the connected user does not provide the information, the network uses a default number associated with that access. If the connected user provides a number, the network checks whether it fits the allocated range, and with a special arrangement no verification is performed.

Coding of the connected number and subaddress

Clause 7 defines the Connected number information element and the Connected subaddress information element. Both are carried in codeset 0 and are defined by reference to the base coding in EN 300 403-1. For implementation, this means the COLP service reuses the basic call coding rules instead of inventing a separate transport format.

The connected number element identifies which number is connected to the call, including cases where call diversion changes the number during the call. The connected subaddress element identifies the subaddress of the connected user and is meant to pass through the network transparently.

Destination network handling

Clauses 9.3 and 9.4 describe what the destination local exchange does when a CONNECT message arrives from the connected user. If special arrangement does not apply, the network screens the connected number, discards invalid coding, and may complete a partial number where the access agreement allows it. If special arrangement applies, the network accepts the user-provided number differently and does not perform the same verification step.

In both cases, the network forwards the connected number and screening result toward the originating side, and it passes the connected subaddress transparently when available. For day-to-day practice, this is the part that determines whether the caller sees a network-provided number, a verified user-provided number, or a restricted or unavailable presentation.

Originating network handling

Clause 9.5 defines what the originating local exchange sends to the calling user. If the calling user is subscribed to COLP and presentation is allowed, the network includes the connected number and, if available, the connected subaddress in the CONNECT message. If presentation is restricted or the number is unavailable because of interworking, the network still sends a connected-number element, but with the appropriate presentation status and without the actual digits.

If the calling user is not subscribed to COLP, the network does not include the connected number or connected subaddress. For implementation and testing, this clause is the main check on what the user terminal should receive under normal, restricted, and unavailable presentation conditions.

Interworking and interactions

Clause 10 says private ISDN interworking uses the same procedures as clause 9, with subclause 9.4 especially suitable for attached private networks. Clause 11 covers interaction with other networks and allows several network-rules-based handling options when the destination is not an ISDN. Clause 12 delegates interactions with other supplementary services to EN 300 195-1, and clause 13 states that no specific timers are required.

What terms does SIST EN 300 097-1 V1.2.4:2005 define?

  • Connected user - the user at the destination who answers the call and becomes the party whose identity may be presented.
  • Served user - the calling user who has subscribed to presentation of connected line identification information.
  • Default number - an ISDN number registered in the public ISDN by prior agreement and used when user-provided information is absent or unusable.
  • Special arrangement - an agreement that lets customer-supplied connected numbers pass without screening by the public ISDN.
  • COLP - Connected Line Identification Presentation, the supplementary service covered by the standard.
  • COLR - Connected Line Identification Restriction, the related supplementary service that affects whether presentation is allowed.
  • DSS1 - Digital Subscriber Signalling System No. one, the signalling protocol used at the user-network interface.
  • ISDN - Integrated Services Digital Network, the network environment in which COLP is specified.

Who uses SIST EN 300 097-1 V1.2.4:2005?

Telecommunications network operators use SIST EN 300 097-1 V1.2.4:2005 to define how their exchanges and access systems handle COLP. Terminal and switching equipment manufacturers use it to implement the CONNECT message behavior, number coding, and presentation rules.

Test laboratories and conformance teams use it together with the later test-specification parts of the same standard family to check protocol behavior. Private ISDN operators and integrators use it to align terminal behavior between public and private ISDN access. Quality managers and buyers use it to confirm that equipment supports the expected connected-number and subaddress handling.

What changed in SIST EN 300 097-1 V1.2.4:2005 from the previous edition?

The foreword says this version updates the references to the basic call specifications and incorporates previous amendments and corrigenda. Annex C lists three specific changes: conversion to EN layout, replacement of references to ETS 300 102 with EN 300 403, and replacement of non-specific basic-standard references with the latest versions.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 1 of a multi-part standard covering the Digital Subscriber Signalling System No. one (DSS1)
protocol specification for the Integrated Services Digital Network (ISDN) Connected Line Identification Presentation
(COLP) supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)

Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
In accordance with CCITT Recommendation I.130, the following three level structure is used to describe the
supplementary telecommunications services as provided by European public telecommunications operators under the pan-
European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service described
in stage 1.
The present document details the stage three aspects (signalling system protocols and switching functions) needed to
support the Connected Line Identification Presentation (COLP) supplementary service. The stage one and stage two
aspects are detailed in ETS 300 094 and ETS 300 096, respectively.
The present version updates the references to the basic call specifications and incorporates all previous amendments and
corrigenda.

1 Scope
This first part of EN 300 097 specifies the stage three of the Connected Line Identification Presentation (COLP)
supplementary service for the pan-European Integrated Services Digital Network (ISDN) as provided by European public
telecommunications operators at the T reference point or coincident S and T reference point (as defined in CCITT
Recommendation I.411 [1]) by means of the Digital Subscriber Signalling System No. one (DSS1) protocol. Stage three
identifies the protocol procedures and switching functions needed to support a telecommunications service (see CCITT
Recommendation I.130 [2]).
In addition the present document specifies the protocol requirements at the T reference point where the service is
provided to the user via a private ISDN.
The present document does not specify the additional protocol requirements where the service is provided to the user via
a telecommunications network that is not an ISDN.
The COLP supplementary service provides the calling party with the possibility to receive identification of the connected
party, and is applicable to all circuit-switched telecommunications services.
Further parts of the present document specify the method of testing required to identify conformance to the present
document.
The present document is applicable to equipment, supporting the COLP supplementary service, to be attached at either
side of a T reference point or coincident S and T reference point when used as an access to the public ISDN.
