Continuous handling equipment and systems - Safety requirements for equipment for mechanical handling of unit loads
This document deals with requirements for machine design, transport, installation, commissioning, operation, adjustment, maintenance and cleaning to minimise the hazards listed in Annex F. These hazards can arise during the operation and maintenance of continuous handling equipment and systems when carried out in accordance with the specifications given by the manufacturer or his authorized representative. This document deals with safety related technical verification during commissioning.
This document applies to mechanical handling devices as defined in Clause 3, singly or combined to form a conveyor system, and designed exclusively for moving unit loads continuously on a predefined route from the loading to the unloading points, possibly with varying speed or cyclically. In general, it also applies to conveyors which are built into machines or attached to machines if not stated otherwise in a machine specific standard.
Safety requirements and/or measures in this document apply to equipment used in all environments. However, additional risk assessments and safety measures need to be considered for uses in severe conditions, e.g.
- freezer applications,
- high temperatures,
- corrosive environments,
- strong magnetic fields,
- potentially explosive atmospheres,
- radioactive conditions and loads the nature of which could lead to a dangerous situation (e.g. molten metal, acids/bases, especially brittle loads, explosives),
- operation on ships and earthquake effects and
- contact with foodstuff.
This document does not cover hazards during decommissioning.
This document does not apply to conveying equipment and systems used underground or in public areas and to aircraft ground support equipment. In public areas only baggage carousels and check-in conveyors for airports are dealt with in this document.
NOTE Aircraft ground support equipment is covered by the standards of CEN/TC 274.
This document is not applicable to continuous handling equipment and systems manufactured before the date of its publication.
Stetigförderer und Systeme - Sicherheitsanforderungen an mechanische Fördereinrichtungen für Stückgut
Dieses Dokument behandelt die Anforderungen an die Konstruktion, den Transport, die Installation, die Inbetriebnahme, den Betrieb, die Einstellung, die Instandhaltung und die Reinigung von Maschinen, um die in Anhang F aufgeführten Gefährdungen zu minimieren. Diese Gefährdungen können während des Betriebs und der Instandhaltung von Stetigförderern und Systemen entstehen, wenn diese in Übereinstimmung mit den vom Hersteller oder seinem Bevollmächtigten angegebenen Spezifikationen durchgeführt werden. Dieses Dokument befasst sich mit der sicherheitstechnischen Überprüfung während der Inbetriebnahme.
Dieses Dokument gilt für einzelne oder zu einem System zusammengefügte mechanische Fördereinrichtungen nach Abschnitt 3, die ausschließlich dazu bestimmt sind, Stückgüter kontinuierlich auf einer vorgegebenen Strecke von der Aufgabestelle zur Abgabestelle zu bewegen, eventuell mit wechselnder Geschwindigkeit oder getaktet. Grundsätzlich gilt sie auch für Stetigförderer, die in Maschinen ein- oder an Maschinen angebaut sind, sofern in einer maschinenspezifischen Norm nicht anderweitig festgelegt.
Die Sicherheitsanforderungen und/oder Maßnahmen dieses Dokuments werden auf Anlagen angewendet, die in allen Umgebungen betrieben werden. Zusätzliche Risikobeurteilungen und Sicherheitsmaßnahmen müssen jedoch für den Einsatz unter schweren Bedingungen berücksichtigt werden, z. B.
- Kühlhausanwendungen,
- hohe Temperaturen,
- korrosive Umgebungen,
- starke magnetische Felder,
- explosionsgefährdete Bereiche,
- radioaktive Bedingungen und Fördergüter, die aufgrund ihrer Beschaffenheit gefährliche Situationen hervorrufen könnten (z. B. geschmolzenes Metall, Säuren/Laugen, besonders zerbrechliche Fördergüter, Sprengstoffe),
- Betrieb auf Schiffen und Auswirkungen von Erdbeben, und
- Kontakt mit Lebensmitteln.
Dieses Dokument berücksichtigt keine Gefährdungen während des Abbaus.
Dieses Dokument ist nicht anzuwenden für mechanische Stetigförderer und Systeme, die untertage bzw. im öffentlichen Bereich eingesetzt werden, sowie für Luftfahrt-Bodengeräte. Für öffentliche Bereiche werden in diesem Dokument nur Gepäckausgabeförderer und Check-in-Förderer für Flughäfen behandelt.
ANMERKUNG Luftfahrt-Bodengeräte werden in den Normen des CEN/TC 274 behandelt.

1.1 Le présent document traite des prescriptions techniques destinées à réduire au minimum les phénomènes dangereux indiqués dans l’Annexe F. Ces phénomènes dangereux peuvent survenir pendant l'utilisation et l’entretien des équipements et systèmes de manutention continue, lorsque ceux-ci se déroulent conformément aux spécifications du constructeur ou de son mandataire. Le présent document traite des vérifications techniques liées à la sécurité qui doivent être effectuées pendant la mise en service.
1.2 Le présent document s'applique aux matériels de manutention mécanique tels que définis à l’Article 3, pris séparément ou associés pour constituer un système de manutention, et conçus exclusivement pour le transport en continu de charges isolées suivant un itinéraire prédéterminé entre un point de chargement et un point de déchargement, que ce soit à une vitesse variable ou selon des cycles. D'une manière générale, il s'applique également aux transporteurs continus intégrés ou reliés à ensembles mécanisés.
1.3 Les prescriptions et/ou mesures de sécurité du présent document s'appliquent à des équipements quel que soit le type d'environnement dans lequel ils sont utilisés. Toutefois, il est nécessaire d'envisager les risques et les mesures de sécurité supplémentaires, liés à des conditions d’utilisation particulièrement rudes, par exemple :
- applications en chambres froides,
- températures élevées,
- environnements corrosifs,
- champs magnétiques importants,
- atmosphères potentiellement explosives,
- conditions et charges radioactives de nature à entraîner une situation dangereuse (par exemple, métal en fusion, milieux acides ou basiques, charges particulièrement friables, explosifs),
- applications navales embarquées, les applications en conditions sismiques, et
- applications impliquant un contact avec des denrées alimentaires.
1.4 Le présent document ne fixe pas de prescriptions complémentaires pour la compatibilité électromagnétique (CEM).
1.5 Le présent document ne traite pas des phénomènes dangereux liés à la mise hors service. Il ne traite pas non plus de l'utilisation dans des environnements où les perturbations électromagnétiques se situent en dehors des limites fixées dans l'EN 61000-6 2:2016.
Le présent document ne s'applique pas aux appareils et systèmes de transport mécanique souterrains ou utilisés dans les sites réservés au public, non plus aux équipements d'aéroservitude utilisés sur piste. Dans les lieux publics, seuls les carrousels à bagages et les transporteurs d'enregistrement pour aéroports sont traités dans ce document.

This document (prEN 619:2019) has been prepared by Technical Committee CEN/TC 148 “Continuous
handling equipment and systems — Safety”, the secretariat of which is held by AFNOR.
This document is currently submitted to the CEN Enquiry.This document will supersede EN 619:2002+A1:2010.
This document has been prepared under a standardization request given to CEN by the European
Commission and the European Free Trade Association, and supports essential requirements of
EU Directives 2006/42/EC.For relationship with EU Directives, see informative Annex ZA, which are an integral part of this
document.This draft standard forms part of a series of five draft standards the titles of which are given below:
— EN 617, Continuous handling equipment and systems — Safety and EMC requirements for the
equipment for the storage of bulk materials in silos, bunkers, bins and hoppers;— EN 618, Continuous handling equipment and systems — Safety and EMC requirements for equipment

Significant technical changes between this European standard and the previous edition:
1) standard adapted to CEN Guide 414:2017;2) extension of Scope: tote conveyor, telescopic conveyor, sorter, vertical switch conveyor, check-in
conveyor, reclaim conveyor, rail guided floor track conveyors;3) introduction of area concept;
4) preventing of access across the load entry/exit points in dependence of different areas;
5) the maximum speeds depending on the mass and on the different areas has been specified;

Introduction
This document is a type-C standard as stated in EN ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety:— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.The machinery concerned and the extent to which hazards, hazardous situations or hazardous events
are covered are indicated in the Scope of this document.When requirements of this type-C standard are different from those which are stated in type-A or type-
B standards, the requirements of this type-C standard take precedence over the requirements of the
other standards for machines that have been designed and built according to the requirements of this
type-C standard.While producing this standard it was assumed that:
— components without specific requirements are:
a) designed in accordance with the usual engineering practice and calculation codes, including all
failure modes;b) of sound mechanical and electrical construction;
c) made of materials with adequate strength and of suitable quality;
d) made of materials free of defects;
— harmful materials, such as asbestos are not used as part of the machine;
— components are kept in good repair and working order, so that the required characteristics remain
despite wear;— by design of the load bearing elements, a safe operation of the machine is ensured for loading
ranging from zero to 100 % of the rated possibilities and during the tests;— dialogue has taken place between the user and the supplier concerning the conditions for the use

— the working places are adequately lit;
— the places of installation allow a safe use of the machine.

1 Scope
