This document specifies the scheme for the assessment of conformity with the regulatory limit for water-soluble hexavalent chromium.
This document provides technical rules for factory production control, including autocontrol testing of samples, and for assessment of factory production control. It also provides rules for actions to be followed in the event of non-compliance with the procedure set in place, or that of exceeding the limit of water-soluble hexavalent chromium, hereafter to be referred to as “water-soluble chromium (VI)”.
This document applies to all cements within the meaning of the term “cement”.

Dieses Dokument legt das System für die Bewertung der Konformität mit dem gesetzlich festgelegten Grenzwert für wasserlösliches sechswertiges Chrom fest.
Dieses Dokument stellt technische Regeln für die werkseigene Produktionskontrolle einschließlich interner Überwachungsprüfungen an Proben und für die Bewertung der werkseigenen Produktionskontrolle bereit. Zudem enthält es Regeln für Maßnahmen, die bei Nichteinhaltung des eingeführten Verfahrens oder bei Überschreitung des Grenzwertes für wasserlösliches sechswertiges Chrom (nachstehend als „wasserlösliches Chrom(VI)“ bezeichnet) zu ergreifen sind.
Dieses Dokument gilt für alle Zemente im Sinne des Begriffes „Zement“.

This document (prEN 197-10:2025) has been prepared by Technical Committee CEN/TC 51 “Cement and
building limes”, the secretariat of which is held by NBN.
This document is currently submitted to the CEN Enquiry.
Introduction
The purpose of this document is to provide a scheme for the evaluation of compliance with the
requirements in Regulation (EC) No 1907/2006.
Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006
concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH),
establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council
Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive
76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC contain
prohibitions, among other requirements, against placing on the market or using cement and cement-
containing mixtures if they contain, when hydrated, more than 2 mg/kg (0,0002 %) soluble
chromium (VI) of the total dry weight of the cement. This legislation is intended to minimize the
occurrence of chromate-related allergic contact dermatitis arising from the use of cement or cement-
containing preparations. In order to comply with the regulatory limit, in most cases a reducing agent is
added during production of the cement or cement-containing preparation, which converts soluble
hexavalent chromium into insoluble trivalent chromium during hydration. Regulation (EC) No
1907/2006 prescribes that information on the packing date, as well as on the storage conditions and the
storage period appropriate to maintaining the activity of the reducing agent and to keeping the content
of soluble chromium VI below the limit is legibly indicated on packaging and dispatch documentation.
1 Scope
