Cathodic protection - Competence levels and certification of cathodic protection personnel

This European Standard defines three competence levels (Annex B) of personnel acting in the field of cathodic protection, including survey, design, installation, testing and maintenance. It specifies a framework of procedures for the training and certification for the personnel to reach and demonstrate the competence levels. It defines the minimum requirements for certification bodies responsible for this certification.
The procedures for certification of cathodic protection personnel should be in accordance with EN ISO/IEC 17024.
Competence levels and certification schemes apply to each of the following application sectors:
-   underground and immersed metallic structures;
-   marine metallic structures;
-   reinforced concrete structures;
-   inner surfaces of metallic container structures.
These application sectors are detailed in Annex A.
It is not mandatory for a certification body to establish certification in all application sectors or to all levels of competence.
A certification body may subdivide application sectors and may combine levels of competence. If such subdivision and/or combination are used by the certification body, it should ensure that the certificates discriminate these divided sectors or combined levels from those defined in this standard.
NOTE 1   This European Standard does not incorporate the certification of companies or services.
NOTE 2   This European Standard does not include internal corporate assessment and qualification of personnel.
NOTE 3   Wherever gender specific words such as "his", "her", "he" or "she" appears in this standard the other gender is also applicable.

Protection cathodique - Niveaux de compétence et certification du personnel en protection cathodique

La présente Norme européenne définit trois niveaux de compétence (Annexe B) du personnel travaillant dans le domaine de la protection cathodique, incluant les études préalables, la conception, l’installation, le contrôle et la maintenance. Elle spécifie un cadre directeur des procédures relatives à la formation et à la certification du personnel qui lui permet d’atteindre les différents niveaux de compétence et de le démontrer. Elle définit les exigences minimales concernant les organismes de certification responsables de cette certification.
Il convient que les procédures relatives à la certification du personnel en protection cathodique soient conformes à l’EN ISO/CEI 17024.
Les niveaux de compétence et les systèmes de certification s’appliquent à chacun des secteurs d’application suivants :
   les ouvrages métalliques enterrés ou immergés ;
   les ouvrages métalliques en mer ;
   les ouvrages en béton armé ;
   les surfaces intérieures des capacités métalliques.
Une description détaillée de ces secteurs d’application est donnée à l’Annexe A.
Il n’est pas obligatoire pour un organisme de certification d’établir la certification dans tous les secteurs d’application ou à tous les niveaux de compétence.
Un organisme de certification peut subdiviser les secteurs d’application et peut combiner les niveaux de compétence. Si l’organisme de certification procède à une telle subdivision et/ou combinaison, il convient que celui-ci s’assure que les certificats opèrent une distinction entre ces secteurs divisés ou ces niveaux combinés et ceux définis dans la présente norme.
NOTE 1   La présente Norme européenne ne couvre pas la certification des sociétés ou des services.
NOTE 2   La présente Norme européenne n’intègre pas l’évaluation et la qualification du personnel en interne par les sociétés.
