The scope of this document is primarily focused on EN ISO 19650-1, EN ISO 19650-2, EN ISO 19650-3, EN ISO 19650-4 and EN ISO 19650-5. In the text these are referred to collectively as "the EN ISO 19650 series". This document highlights and describes the way to use the standards, without extending or contradicting the scope and content. This document aims to provide supporting text to achieve a basic understanding and ability to implement the EN ISO 19650 series. In each country, each client and each delivery team can use this document to provide the best response to information management in each project or asset management activity.
This document explains the terms and definitions, concepts and principles and how to use them, and gives practical examples with clear explanations.
It should be noted that in this document, information management is considered as a part of project management, asset management and security management.
This document is intended to demonstrate how the EN ISO 19650 series works at the European level in a neutral way that is applicable to any project or asset regardless of:
- the nature of contracts, e.g. public, private, alliances, global, partnership;
- the actors' functions, e.g. through the programming, design, construction phases, regardless of organization size including SMEs;
- the diversity of tendering processes and commissioning practices, e.g. one main contractor (lead appointed party) on one client (as appointing party) vs. one client and multiple contracts with individual appointed parties;
- the types of works, e.g. new, refurbished, housing, infrastructure;
- the complexity of the project, asset, or activities.

Der Anwendungsbereich dieses Dokuments bezieht sich hauptsächlich auf ENISO19650-1, ENISO19650-2, ENISO19650-3, ENISO19650-4 und ENISO19650-5. Diese werden in diesem Text gemeinschaftlich als „Nor
menreihe ENISO19650“ bezeichnet. Dieses Dokument unterstreicht und beschreibt die Art und Weise der Nutzung der Normen, ohne den Anwendungsbereich und den Inhalt zu erweitern oder diesem zu
chen. Ziel dieses Dokuments ist es, einen unterstützenden Text bereit zu stellen, um ein grundlegendes
ständnis und die Fähigkeit zur Umsetzung der Normenreihe ENISO19650 zu erreichen. In jedem Land kann jeder Auftraggeber und jedes Bereitstellungsteam dieses Dokument nutzen, um in jedem Projekt oder jedem Asset-Management die optimale Vorgehensweise für das Informationsmanagement zu ermitteln.
In diesem Dokument werden die Begriffe, die Konzepte und Grundsätze und ihre Anwendung erklärt und prak
tische Beispiele mit klaren Erläuterungen angeführt.
Es sollte beachtet werden, dass in diesem Dokument das Informationsmanagement als Teil des Projektmanage
ments, des Asset-Managements und des Sicherheitsmanagements betrachtet wird.
Dieses Dokument dient dazu, zu zeigen, wie die Normenreihe ENISO19650 auf europäischer Ebene in einer neutralen Weise funktioniert, die auf alle Projekte oder Assets anwendbar ist, ungeachtet:

der Art der Bauten, z.B. neu, saniert, Wohnungsbau, Infrastruktur;
—
der Komplexität des Projekts, Assets oder der Aktivitäten.

Le domaine d’application du présent document se focalise principalement sur l’EN ISO 19650-1, l’EN ISO 19650-2, l’EN ISO 19650-3, l’EN ISO 19650-4 et l’EN ISO 19650-5. Dans le texte, elles sont désignées collectivement sous le nom de « série EN ISO 19650 ». Le présent document met en évidence et décrit la manière d’utiliser les normes, sans étendre ou contredire le domaine d’application et le contenu. Le présent document a pour but de fournir un texte de référence permettant d’acquérir une compréhension de base et une capacité de mise en œuvre de la série de normes EN ISO 19650. Dans chaque pays, chaque maître d’ouvrage ou équipe de production peut utiliser le présent document d’orientation pour apporter la meilleure réponse à la gestion de l’information au sein de chaque projet ou de chaque activité de gestion des actifs.
Le présent document explique les termes et définitions ainsi que les concepts et principes sous-jacents, leur utilisation, et donne des exemples pratiques avec des explications claires.
Il convient de noter que, dans le présent document, la gestion de l’information est considérée comme une partie intégrante de la gestion de projet, de la gestion des actifs et de la gestion de la sûreté.
Le présent document a pour but de démontrer le fonctionnement de la série de normes EN ISO 19650 au niveau européen d’une manière neutre et applicable à tout projet ou actif, indépendamment de :
— la nature des contrats : par exemple publics, privés, alliances, mondiaux, partenariats ;
— les fonctions des acteurs, par exemple lors des phases de programmation, de conception et de construction, quelle que soit la taille de l’organisation, y compris les PME ;
— la diversité des procédures d’appel d’offres et des pratiques de mise en service, par exemple un entrepreneur principal (partie désignée principale) pour un maître d’ouvrage (en tant que partie désignée) par rapport à un maître d’ouvrage et plusieurs contrats avec des parties désignées individuelles ;
— les types de travaux : par exemple constructions neuves, travaux de réhabilitation, logements, infrastructures ;
— la complexité du projet, de l’actif ou des activités.

This Technical Specification (CEN/TS) was approved by CEN on 25 November 2024 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in
parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.
