Flexible insulating sleeving - Part 1: Definitions and general requirements

Applicable to flexible insulating sleeving primarily for insulating conductors and connectors of electrical apparatus. Some of the types of sleeving are also suitable for binding, identification, environmental sealing and mechanical protection. This standard is not applicable to coated papers. Materials which conform to this specification meet established levels of performance. However, the selection of a material by a user for a specific application should be based on the actual requirements necessary for adequate performance in that application and not based on this specification alone. This second edition includes additional clauses providing clarification on the sheet numbering system, guidance on qualification approval requirements and a guide to tests that are size and/or colour dependant.

Les matériaux qui sont conformes à cette spécification satisfont à des niveaux de perfor-mance établis. Cependant, il convient que le choix d'un matériau par un utilisateur et pour une application particulière soit fondé sur les exigences réelles nécessaires pour obtenir les performances satisfaisantes pour cette application, et non fondée sur cette seule spécification. Cette deuxième édition comprend des articles supplémentaires donnant des clarifications sur le système de numérotation des feuilles, des indications sur les exigences pour la certification de la qualité, et des explications sur les essais qui sont dépendants de la taille et de la couleur.

The text of document 15C/1460/FDIS, future edition 2 of IEC 60684-1, prepared by SC 15C,
Specifications, of IEC TC 15, Insulating materials, was submitted to the IEC-CENELEC parallel vote
and was approved by CENELEC as EN 60684-1 on 2003-07-01.
This European Standard supersedes EN 60684-1:1995.
The following dates were fixed:
– latest date by which the EN has to be implemented
at national level by publication of an identical
national standard or by endorsement (dop) 2004-04-01
– latest date by which the national standards conflicting
with the EN have to be withdrawn (dow) 2006-07-01

This edition of EN 60684-1 includes additional clauses providing clarification on the sheet

FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards. Their preparation is
entrusted to technical committees; any IEC National Committee interested in the subject dealt with may
participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization
for Standardization (ISO) in accordance with conditions determined by agreement between the two
organizations.
2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an
international consensus of opinion on the relevant subjects since each technical committee has representation
from all interested National Committees.
3) The documents produced have the form of recommendations for international use and are published in the form
of standards, technical specifications, technical reports or guides and they are accepted by the National
Committees in that sense.
4) In order to promote international unification, IEC National Committees undertake to apply IEC International
Standards transparently to the maximum extent possible in their national and regional standards. Any
divergence between the IEC Standard and the corresponding national or regional standard shall be clearly
indicated in the latter.
5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with one of its standards.
6) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject

International Standard IEC 60684-1 has been prepared by subcommittee 15C: Specifications,
of IEC technical committee 15: Insulating materials.
This second edition cancels and replaces the first edition, published in 1980, and constitutes
a technical revision.
This edition includes additional clauses providing clarification on the sheet numbering system,
guidance on qualification approval requirements and a guide to tests that are size and/or
colour dependant.

1 Scope
This International Standard is applicable to flexible insulating sleeving primarily for insulating

3 Definitions
For the purposes of this document, the definitions contained in section 212-01 of IEC
60050(212) apply, as well as the following definitions.

middle result of an odd number of measurements or the mean of the two middle results of an
even number of measurements when arranged in order of magnitude

all material of one size, type, grade and colour submitted for delivery at the same time

Sufficient sleeving for the required tests shall be selected in such a manner as to be
