Digital terrestrial television receivers for the DVB-T system

IEC 62216:2009(E) specifies both Standard Definition and High Definition receivers for the DVB-T system. Subtitling and teletext are considered to be components of TV services. It addresses terrestrial delivery of digital transmissions and deployment in countries that use European Latin script based languages. Two types of systems are considered: - standard systems where services are all SD and - use well-established codecs. Standard receivers which can decode standard services are suitable for these systems; advanced systems where some services may use advanced codecs, for example to provide HD video. Advanced receivers which can decode advanced services are suitable for these systems.

L'IEC 62216:2009 spécifie à la fois les récepteurs de définition normalisés et de haute définition pour le système DVB-T. Elle s’adresse: • aux diffuseurs et • aux fabricants de récepteurs. L’objectif étant de définir: • comment diffuser des émissions recevables par l’ensemble des récepteurs et permettre à ces derniers d’offrir aux téléspectateurs de bonnes fonctionnalités; • le comportement requis pour les récepteurs afin de fonctionner correctement avec les services diffusés et d’être attractifs pour les téléspectateurs. Pour éviter toute confusion, les expressions ʺdoitʺ, ʺil convient deʺ etc. sont utilisées de manière classique afin de distinguer les points importants de ceux qui le sont moins. Un récepteur de base prend en charge les caractéristiques obligatoires mais il ne prend pas en charge toutes les caractéristiques facultatives de la présente norme. L'introduction de caractéristiques facultatives fait partie de la stratégie de marketing du fabricant. Le sous-titrage et le système télétexte sont considérés comme composantes des services de télévision. La possibilité d’un service télétexte seul (sans contenu vidéo associé) n’est pas prise en compte. La présente norme concerne principalement la diffusion terrestre des transmissions numériques. La présente norme traite principalement du déploiement dans les pays qui utilisent des langues basées sur l’écriture latine Européenne. On considère deux types de système: • les systèmes normalisés dont les services sont tous SD et utilisent des codecs bien connus. Les récepteurs standard qui peuvent décoder des services standard conviennent pour ces systèmes; • les systèmes avancés où certains services peuvent utiliser des codecs avancés, par exemple pour fournir de la vidéo HD (haute définition). Les récepteurs avancés qui peuvent décoder des services avancés conviennent pour ces systèmes. Lorsqu'on utilise le terme ʺrécepteurʺ ou ʺdiffusionʺ sans qualificatif, cet énoncé s'applique également aux deux types de systèmes.

Ta mednarodni standard določa sprejemnike s standardno in visoko ločljivostjo sistema DVB-T. Nanaša se na: - izdajatelje televizijskega programa in - proizvajalce sprejemnikov. Cilj je opredeliti: - kako zagotavljati prenose, ki so sprejemnikom razumljivi in jim omogočajo, da dajejo svojim uporabnikom dobro zmogljivost; - vedenje sprejemnikov, ki je potrebno, da dobro delujejo pri teh prenosih in so privlačni za potrošnike. Da bi se izognili dvomu, se besede »naj«, »mora« itd. uporabljajo tradicionalno, da se obvezne zadeve ločijo od izbirnih. Osnovni sprejemnik podpira obvezne značilnosti, ne pa vseh izbirnih značilnosti iz tega standarda. Vključitev izbirnih značilnosti je del tržne strategije proizvajalca. Podnaslavljanje in teletekst se štejeta za sestavni del TV-storitev. Samostojne storitve teletekst (brez povezane videovsebine) niso del tega standarda. Ta standard predvsem obravnava prizemni prenos digitalnega oddajanja. Ta standard predvsem obravnava namestitev v državah, ki uporabljajo jezike, temelječe na evropski latinični pisavi. Obravnavana sta dva tipa sistemov: - standardni sistemi, kjer so vse storitve načrtovane in uporabljajo uveljavljene kodekse. Za te sisteme so primerni standardni sprejemniki, ki lahko dekodirajo standardne storitve; - napredni sistemi, kjer nekatere storitve lahko uporabljajo napredne kodekse, na primer za zagotavljanje videa HD. Za te sisteme so primerni napredni sprejemniki, ki lahko dekodirajo napredne storitve. Kjer se uporabljata izraza »sprejemnik« ali »oddajanje« brez oznake, navedba velja enako za oba tipa sistemov.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC

INTRODUCTION
Television has evolved over the last half century from an up-market entertainment medium to
becoming the major information tool around the world. Television is available to virtually all
people around the globe, be it individually or in a community setting.
The advent of the “personal computer”, enabling global reach and instant interaction has
escalated the demand for more and more information and the ability to respond to it instantly.
It is thus that the broadcasters and content providers set out to seek new means of delivering
higher levels of content, be it in volume or quality using existing or new transport mechanisms
available.
Digitalisation, taken from the world of information technology was the obvious choice. It
further brought the added benefits of efficient use of spectrum and energy. Terrestrial
television has to migrate from analogue to digital in order to survive in the new information
society.
Governments are keen to switch off the inefficient analogue broadcasts for a number of
obvious reasons, but only will be able to do so when consumers are confident that the new
proposition is attractive and affordable.
