Foreword
The text of the International Standard IEC 60364-4-46:1981, prepared by IEC TC 64, Electrical
installations of buildings, together with the common modifications prepared by SC 64A,
Protection against electric shock, of CENELEC TC 64, Electrical installations of buildings, was
submitted to the formal vote and was approved by CENELEC as HD 384.4.46 S2 on
2000-04-01.
This Harmonization Document supersedes HD 384.4.46 S1:1987 and its amendment A1:1993.
The following dates were fixed:
- latest date by which the existence of the HD
has to be announced at national level (doa) 2000-10-01
- latest date by which the HD has to be
implemented at national level by publication of
a harmonized national standard or by endorsement (dop) 2002-06-01
- latest date by which the national standards conflicting
with the HD have to be withdrawn (dow) 2003-04-01
Annexes designated “normative” are part of the body of the standard.
Annexes designated “informative” are given for information only.
In this standard, Annex ZB is normative and Annex ZA is informative.
Annexes ZA and ZB have been added by CENELEC.

Endorsement notice
The text the International Standard IEC 60364-4-46:1981 was approved by CENELEC as a
Harmonization Document with the following common modifications.

Replace the existing text, including the note, by:
In TN-C systems and in the TN-C part of the TN-C-S systems, the PEN conductor shall not be
isolated or switched.
In TN-C-S and TN-S systems, the neutral conductor need not be isolated or switched if the
supply network operator declares that either the PEN or the N conductor of the supply is
reliably connected to earth by a suitably low resistance.
NOTE 1 This low resistance may be verified by measurement of the resistance of the earth electrode in
accordance with clause 612.
NOTE 2 The neutral conductor is not recognized as being reliably connected to earth by a suitable low resistance
in Belgium, France, Norway, Portuga
