FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To

1 Scope
The purpose of this part of IEC 61300 is to measure the wavelength dependence of
attenuation and return loss at the same time, in a single mode fibre optic device under test,
DUT, except for dense wavelength division multiplexing (DWDM) components, when it is
inserted into a fibre optic cable.
2 Normative references
The following normative documents contain provisions which, through reference in this text,
constitute provisions of this part of IEC 61300. For dated references, subsequent amend-
ments to, or revisions of, any of these publications do not apply. However, parties to
agreements based on this part of IEC 61300 are encouraged to investigate the possibility of
applying the most recent editions of the normative documents indicated below. For undated

3 General description
The measurement is made by comparing the incident optical power transmitted through the
component with the output optical power and the optical power reflected along the input path
over the specified wavelength range.
Return loss is the ratio of the power incident on, or entering the DUT, to the total power
reflected by the DUT, expressed in dB. Return loss is a positive number.

There are two methods for this measurement. The first method is the optical spectrum

analyser or 'OSA' method. This method is the reference method. The other method is the

optical power meter method.
Except for what is indicated below, the measurement procedures for the wavelength

dependence of attenuation and return loss are identical to the corresponding procedures

detailed in IEC 61300-3-4 and IEC 61300-3-6. The methods for measuring the attenuation and

return loss refer to typical methods described in IEC 61300-3-4 and IEC 61300-3-6.

4 Apparatus
4.1 Device under test (DUT)
The DUT has two optical ports. The ports may be terminated with pigtails or with connectors.
Reference plugs with pigtails, and as required, reference adapters, shall be added to those
ports with connector terminations so as to form complete connector assemblies with pigtails.
4.2 Reference branching device (RBD)
The configuration of the reference branching device is 1X2 or 2X2. If its configuration is 2X2,
one port of the reference branching device shall be terminated to have no reflection. The
splitting ratio of the reference branching device shall be stable with wavelength. It shall also
be insensitive to polarization. The wavelength dependence of transmission attenuation shall
be low enough to allow the minimum wavelength dependence of return loss to be measured.
The polarization sensitivity of transmission attenuation shall be less than one-tenth of the
wavelength dependency of attenuation to be measured. The directivity should be at least
10 dB higher than the maximum return loss to be measured.
4.3 Optical spectrum analyser (OSA)
The optical spectrum analyser measures the output power at every wavelength over the
specified wavelength range. The optical spectrum analyser typically consists of a diffraction
grating, an optical detector, the associated electronics and an optical connector. The
wavelength resolution can be variable but shall be specified. The polarization sensitivity shall
be less than one-tenth of the wavelength dependency of attenuation to be measured.
Where, during the sequence of measurements, an optical spectrum analyser is disconnected
and reconnected, the coupling efficiency for the two measurements shall be maintained.
4.4 Broadband source (BBS)
The broadband source is a light source which has enough output power in the chosen

wavelength band. The broadband source may be a LED or an amplified spontaneous emission
of an optical fibre amplifier. Its output power shall be stable. The wavelength bandwidth shall
be wide enough for the wavelength dependency of attenuation and return loss to be
measured. The stability of optical output power shall be better than ±0,05 dB over the
measuring period.
4.5 Detector (D)
The detector consists of an optical detector, the associated electronics and means for
connecting to an optical fibre. The optical connection may be a receptacle for an optical
connector, a fibre pigtail or a bare fibre adapter.
The detector shall be linear. Since all of the measurements are differential, however, it is not
necessary that the calibration be absolute. Care should be taken to suppress the reflected
power from the detector, D, during the measurement.

Where, during the sequence of measurements, a detector is disconnected and reconnected,

the coupling efficiency for the two measurements shall be maintained. Use of a large area

detector to capture all of the light emanating from the fibre is recommended.

4.6 Variable wavelength source (VWS)

The variable wavelength source is a light source which can select a specific output

wavelength. The stability at the operating wavelength shall be better than ±0,05 dB over the

measuring period. The variable wavelength source may consist of a broadband source and an
adjustable wavelength selective element, e.g. a wavelength tunable filter or fibre Bragg

grating or a coherent wavelength-tunable source, etc. The centre wavelength shall be

accurate enough to measure the wavelength dependency. The side mode suppression ratio

(SMSR) of the variable wavelength source shall be high enough for the wavelength
dependency of attenuation and return loss to be measured. The bandwidth of the adjustable
wavelength selective element shall be narrow enough for the wavelength dependency of
attenuation and return loss to be measured.
Care must be taken to see that coherent interference effects are avoided.
Unless otherwise specified, launch conditions shall be in accordance with annex B of
IEC 61300-1.
4.7 Temporary joint (TJ)
A temporary joint is a joint that is made to connect the DUT into the measurement circuit.
Examples of temporary joints are connectors, splices, vacuum chucks or micro manipulators.
The loss of the temporary joint shall be stable and the TJ should have a return loss at least
20 dB greater than the maximum return loss to be measured.
