This amendment has been prepared by IEC technical committee 61: Safety of household and
similar electrical appliances.
The text of this amendment is based on the following documents:

The committee has decided that the contents of this amendment and the base publication will
remain unchanged until the stability date indicated on the IEC website under

NOTE The attention of National Committees is drawn to the fact that equipment manufacturers and testing

15 Moisture resistance
Replace the text of 15.2 by the following:
15.2 Replacement:
Appliances subject to spillage of liquid in normal use shall be constructed so that such
spillage does not affect their electrical insulation. The requirement applies even if an inlet
valve fails to close.
Compliance is checked by the following tests using a spillage solution comprising water
containing approximately 1 % NaCl and 0,6 % rinsing agent.
Any commercially available non-ionic rinsing agent may be used, but if there is any doubt with
regards to the test results, the rinsing agent shall have the following properties:
– viscosity, 17 mPa⋅s;
– pH, 2,2 (1 % in water).

Appliances with type X attachment, except those having a specially prepared cord, are fitted
with the lightest permissible type of flexible cord of the smallest cross-sectional area specified
in Table 13.
Appliances incorporating an appliance inlet are tested with or without an appropriate
connector in position, whichever is most unfavourable.
Detachable parts are removed.
Appliances intended to be filled with water by the user are completely filled with the solution.
A further quantity of this solution equal to 15 % of the capacity of the appliance or 0,25 l,
whichever is greater, is poured in steadily over a period of 1 min.
Other appliances are operated until the maximum water level is reached, and 5 g of the
detergent specified in Annex AA is added for each litre of water in the appliance. The inlet
valve is held open and the filling continued for 15 min after first evidence of overflow or until
the inflow is automatically stopped by other means.
For appliances that are loaded from the front, the door is then opened if this can be achieved
manually and without damage to the door interlock system.
The appliance shall then withstand the electric strength test of 16.3 and inspection shall show
that there is no trace of water on insulation that could result in a reduction of clearances or
creepage distances below the values specified in Clause 29.
Appliances with a working surface are installed as in normal use, with their door in the closed
position.
0,5 l of the solution is poured rapidly over the top of the appliance in the most unfavourable
way so that the spillage solution also flows over the surfaces of the appliance that incorporate
controls and other places where it may penetrate the appliance enclosure, the controls being
placed in the most unfavourable position. The controls are then operated through their
working range, this operation being repeated after 5 min.
The appliance shall then withstand the electric strength test of 16.3 and inspection shall show
that there is no trace of water on insulation that could result in a reduction of clearances or
creepage distances below the values specified in Clause 29.
The test is then repeated with the door opened in the most unfavourable position.
Additional action, like drying of tested areas, may be needed to ensure that first pouring test
doesn’t impact the result of the second one.

Appliances without a working surface are installed according to the manufacturer’s
instructions except that the front surface of the appliance (excluding control knobs and
handles) shall align with the front edge of a 30 mm thick wooden work surface with a square
front edge, see Figure 101.

that the spillage solution also flows over the surfaces of the appliance that incorporate
controls and other places where it may penetrate the appliance enclosure, the controls being
placed in the most unfavourable position. The controls are then operated through their

The appliance shall then withstand the electric strength test of 16.3 and inspection shall show
that there is no trace of water on insulation that could result in a reduction of clearances or
creepage distances below the values specified in Clause 29.
The test is then repeated with the door partially opened in such way that the front edge of the
work surface on top of the appliance and the top inner edge of the door are aligned as shown
in Figure 102.
Additional action, like drying of tested areas, may be needed to ensure that first pouring test
doesn’t impact the result of the second one.
The appliance shall then withstand the electric strength test of 16.3 and inspection shall show
that there is no trace of water on insulation that could result in a reduction of clearances or
creepage distances below the values specified in Clause 29.
22 Construction
22.6 Replace all references to “Annex AA” by “15.2”.
