Overview

IEC 60851-1:2021 (consolidated with Amendment 1, 2025) - Part 1: General - is the foundational document of the IEC 60851 series on winding wires – test methods. It specifies general notes on methods of test for winding wires, provides the standardized terms and definitions used across the IEC 60851 series, and gives a survey of the test content covered in IEC 60851-2 to IEC 60851-6 (Annex A). This third edition updates normative references, clarifies atmospheric conditions for testing, and adds guidance on test frequency and test management.

Key Topics and Requirements

  • Scope and purpose: Defines the general framework for winding wire testing and standardizes terminology for all subsequent parts of IEC 60851.
  • Terms & definitions: Authoritative definitions for key concepts such as bonding layer, bunched wire, class, coating, conductor, enamelled wire, insulation, grade, and zero‑defect wire - essential for consistent winding wire testing and specification.
  • General test conditions:
    • Standard atmospheric conditions for tests: 15 °C to 40 °C and 25 % to 75 % relative humidity.
    • Specimens must be preconditioned to reach stability before measurements.
    • Handling guidance: remove wire from packaging without introducing tension or bends and discard damaged end lengths before testing.
  • Test management:
    • Periodic conformance tests (marked with an asterisk in Annex A) are performed at frequencies agreed between supplier and end user.
    • IEC standards do not prescribe certification management (routine vs non‑routine tests); these are contractual or national matters.
  • Traceability & references:
    • Test numbering in IEC 60851 parts corresponds to clause numbers in the IEC 60317 specification sheets.
    • In case of inconsistency, the IEC 60317 specification sheet takes precedence.

Practical Applications and Users

IEC 60851-1 is used by:

  • Manufacturers of insulated winding wires for establishing test procedures and quality control.
  • Component and equipment designers (motors, transformers, inductors) specifying wire properties for reliable performance.
  • Independent test laboratories and QA teams implementing standard test environments and specimen handling.
  • Procurement and compliance teams negotiating conformance test frequency and supplier-customer test management. Note: certification bodies and national authorities may impose additional rules for test management beyond this standard.

Related Standards

  • IEC 60851 series (Parts 2–6): detailed tests for dimensions, mechanical, chemical, electrical and thermal properties.
  • IEC 60317 series: specification sheets for particular types of winding wires (takes precedence where applicable).
  • IEC 60264 series: packaging of winding wires.
  • IEC Electropedia and ISO/IEC directives for terminology and standardization practices.

Keywords: IEC 60851-1, winding wires, test methods, winding wire testing, insulated wires, IEC 60851 series, IEC 60317.

3.2 General notes on methods of test
Unless otherwise specified, all tests shall be carried out at a temperature from 15 °C to 40 °C
and a relative humidity of 25 % to 75 %. Before measurements are made, the specimens shall
be preconditioned under these atmospheric conditions for a time sufficient to allow the wire to
reach stability.
The wire to be tested shall be removed from the packaging in such a way that the wire will not
be subjected to tension or to unnecessary bends. Before each test, sufficient wire shall be
discarded to ensure that any damaged wire is not included in the test specimens.
Normally, all mandatory requirements for a method of test are given in the description, and
diagrams are intended only to illustrate one possible arrangement for conducting the test.
In case of inconsistencies between the IEC 60317 specification sheet and this document, the
specification sheet shall prevail.
When the test is restricted only to certain types of winding wires, this is specified with the test.
Those tests of IEC 60851-2, IEC 60851-3, IEC 60851-4, IEC 60851-5 and IEC 60851-6 which
in Annex A are marked with an asterisk are periodic conformance tests. These tests are carried
out at a frequency agreed upon request of the end user.
The test numbers used in IEC 60851-2, IEC 60851-3, IEC 60851-4, IEC 60851-5 and
IEC 60851-6 correspond with the clause numbers in the IEC 60317 series.

© IEC 2025
IEC winding wire standards do not specify how to deal with the management of tests (routine
versus non-routine/periodic). These are certification issues not governed by the standards. In
some countries, there are local rules that apply, but in general, decisions are taken by
agreement between customer and supplier.
The scope of IEC standards encompasses only the product requirements and does not extend
to the management of certification matters or supplier-customer agreements.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
