Overview
ISO 18245:2023 - Retail financial services - Merchant category codes defines a standardized set of merchant category codes (MCCs) used to classify merchants by the type of business, trade or services supplied. This second edition (2023) replaces ISO 18245:2003 and restructures the standard to facilitate maintenance by a dedicated ISO 18245 maintenance agency (MA). The standard specifies code values only for merchant categories that are generally expected to originate retail financial transactions and does not mandate the use of MCCs in any given situation.
Key references and maintenance information (including the code list and MA contact) are available from the ISO maintenance agencies page: https://www.iso.org/maintenance_agencies.html#79450
Key topics and requirements
- Purpose: Provide code values to enable consistent classification of merchants for retail financial transactions.
- Scope limitation: Codes apply only to merchant categories likely to originate retail financial activity; the standard does not require implementation.
- Code allocation principles: New merchant categories shall receive a code that is reasonable, substantially different, and separate and distinct from existing codes.
- Maintenance: Code assignments are maintained by the ISO 18245 maintenance agency; the MA’s scope and responsibilities are defined in the MA Guidelines for ISO 18245.
- Change control: Additions, changes or deletions of code values require applicants to submit a merchant category code application to the ISO 18245 MA for approval.
- Documentation: The published list of assigned and reserved codes is maintained online by the MA (see link above).
Applications
ISO 18245:2023 is practical for organizations that need standardized merchant classification in retail financial contexts, including:
- Banks, card issuers and acquirers for transaction routing, interchange and reconciliation.
- Payment processors and card schemes that require uniform MCCs for authorization and settlement.
- Fraud prevention and compliance teams using merchant categories for risk scoring and AML/CFT monitoring.
- Data analytics and financial reporting (merchant spend categorization, merchant reporting, VAT/tax analytics).
- Merchants and third-party services aligning merchant profiles with industry-standard categories.
Related standards and governance
- Developed by ISO/TC 68 (Financial services), SC 9 (Information exchange for financial services).
- Maintenance and procedural guidance are provided in the MA Guidelines for ISO 18245 (see ISO maintenance agencies page).
- Drafting and procedural rules reference the ISO/IEC Directives and ISO editorial rules.
