This document provides definitions, guidelines and supporting information for evaluating and reporting (with respect to the basic design items ongoing, and the operational results of a reference plant or unit as feedback) to ensure the (designed) performance of a PCC plant integrated with a host power plant. The PCC plant separates CO2 from the power plant flue gas in preparation for subsequent transportation and geological storage. The physical system being addressed is a single power plant, with an optional auxiliary unit to provide thermal energy required for the PCC plant, and a single PCC plant as described in ISO 27919-1. The formulas and methods to assure and maintain reliable performance, presented in this document, describe issues addressed during the design and construction phases and practices that document reliability and availability during routine operation. These practices would also guide ongoing maintenance programmes. This document does not provide guidelines for benchmark, comparison or assessment studies for PCC plant operations using different capture technologies (i.e. absorbents), nor does it specify appropriate operating conditions such as temperature etc.

Introduction
Atmospheric carbon dioxide (CO ) emissions must be reduced to meet climate change mitigation

targets. Including carbon dioxide capture and storage (CCS) in current emission reduction approaches
increases the probability of meeting these targets at the lowest cost to the global economy. CO capture
2
from gases produced by combustion of carbonaceous fuels is the only technology capable of dealing
directly with emissions from power plants and other industrial sectors, such as cement manufacture
and fertilizer production.
This document is the second in a series of standards for post-combustion CO capture (PCC) from a

power plant using a liquid-based chemical absorption process. Building on ISO 27919-1 on evaluation
of key performance indicators (KPIs), this document provides an evaluation procedure to assure and
maintain reliable performance of a PCC plant integrated with a power plant. New or revised standards
focusing on other CO capture technologies and approaches will be developed later.

PCC is applicable to all combustion-based thermal power plants. A simplified block diagram illustrating
the PCC process is shown in Figure 1.

In a typical power generation facility, carbonaceous fuel (e.g. coal, oil, gas, biomass) is combusted
with air in a boiler to raise steam. The steam drives a turbine or generator to produce power. In a gas-
turbine combined-cycle system, the combustion in the gas turbine drives power generation, while
steam generated through a heat-recovery steam generator produces additional power. Flue gas from the
boiler or gas turbine consists mostly of N , CO , H O and O , with smaller amounts of other compounds

depending on the fuel used. The PCC process is located downstream of conventional pollutant controls.
Chemical-absorption-based PCC usually requires steam to be extracted from the power plant’s steam
cycle or the use of lower-grade heat sources for absorption liquid regeneration, depending on the
absorption liquid and process employed.
The economic and environmental value of a PCC plant is determined by its technical performance, as
well as its ability to achieve and maintain stable operation as required by its owners/stakeholders, as
follows:
— The owner of the flue gas source has an interest in sustained CO -emission reductions.

— The owner of the CO -product has an interest being able to supply CO at the desired rate regardless

of external conditions.

Introduction
Les émissions de dioxyde de carbone (CO ) dans l’atmosphère doivent être réduites pour répondre aux
2
objectifs de lutte contre le changement climatique. L’ajout du captage et du stockage du dioxyde de
carbone (CSC) parmi le panel d’approches disponibles en matière de réduction des émissions augmente
les chances de respecter ces objectifs avec un moindre coût pour l’économie mondiale. Le captage du
CO dans les gaz produits par la combustion des combustibles carbonés constitue la seule technologie

capable de traiter directement les émissions des centrales électriques et autres secteurs industriels, tels
que la fabrication de ciment et la production d’engrais.
Le présent document est le deuxième d’une série de normes sur le captage du CO en post--combustion
2
(PCC) d’une centrale électrique utilisant un procédé d’absorption chimique à l’aide de solvants liquides.
Reposant sur l’ISO 27919--1 relative à l’évaluation des indicateurs clés de performance (KPI), le présent
document fournit un mode opératoire d’évaluation pour garantir et maintenir la performance fiable
d’une installation de captage en post--combustion (PCC) intégrée à une centrale électrique. Des normes
nouvelles ou révisées, axées sur d’autres technologies et approches de captage du CO2, seront élaborées
ultérieurement.
Le captage en post--combustion (PCC) s’applique à toutes les centrales électriques thermiques à
combustion. Un schéma synoptique simplifié illustrant le procédé de captage en post--combustion
(PCC) est présenté à la Figure 1.

Dans une installation de production d’énergie électrique typique, le combustible carboné (par exemple,
du charbon, du fioul, du gaz, de la biomasse) est brûlé avec de l’air dans une chaudière pour générer de
la vapeur. La vapeur entraîne une turbine ou un générateur afin de produire de l’électricité. Dans une
centrale à gaz à cycle combiné, la combustion dans la turbine à gaz permet de produire de l’électricité,
tandis que la vapeur générée par un générateur de vapeur de récupération de chaleur augmente la
production d’électricité. L’effluent gazeux provenant de la chaudière ou de la turbine à gaz est
principalement constitué de N2, de CO2, de H2O et d’O2 et contient d’autres composés en plus petites
quantités dont la nature dépend du combustible utilisé. Le procédé de captage en post--combustion
(PCC) intervient en aval des installations classiques de dépollution. En règle générale, le captage en
post--combustion (PCC) basé sur une absorption chimique nécessite d’extraire de la vapeur du cycle de
vapeur de la centrale électrique ou de recourir à des sources de chaleur secondaires pour régénérer le
liquide d’absorption, selon le liquide d’absorption et le procédé utilisés.
La valeur économique et environnementale d’une installation de captage en post--combustion (PCC) est
déterminée par sa performance technique, ainsi que sa capacité à atteindre et maintenir un
fonctionnement stable tel que requis par ses propriétaires/parties prenantes, comme suit :
— le propriétaire de l’installation ayant généré l’effluent gazeux possède un intérêt dans les
réductions durables de l’émission de CO ;

— le propriétaire du CO --produit possède un intérêt dans le fait d’être capable de fournir du CO au

débit souhaité quelles que soient les conditions externes.
Le receveur du CO possède un intérêt dans la disponibilité du CO --produit pour son propre

fonctionnement.
Par conséquent, le présent document décrit un mode opératoire qui combine un mode opératoire
d’évaluation de l’entité technologique avec des méthodes d’évaluation de la fiabilité, de la disponibilité
et, dans certains cas, de la maintenabilité.

1 Domaine d’application
Le présent document fournit des définitions, des lignes directrices et des informations de support pour
l’évaluation et l’élaboration des rapports (concernant les entités de conception basique et les résultats
opérationnels d’une centrale ou unité de référence en tant que données de retour) pour garantir la
performance (par conception) d’une installation de captage en post--combustion (PCC) intégrée à une
centrale électrique hôte. L’installation de captage en post--combustion (PCC) sépare le CO de l’effluent

gazeux de la centrale électrique en préparation de son transport et de son stockage géologique
ultérieurs. Le système physique concerné est une centrale électrique unique, avec une unité auxiliaire
facultative pour fournir l’énergie thermique requise pour l’installation de captage en post--combustion
(PCC), et une installation unique de captage en post--combustion (PCC) comme décrit dans
l’ISO 27919--1.
Les formules et méthodes visant à garantir et maintenir une performance fiable, présentées dans le
présent document, décrivent les problèmes couverts pendant les phases de conception et de
construction et les pratiques qui documentent la fiabilité et la disponibilité pendant le fonctionnement
de routine. Ces pratiques serviraient également de guide pour les programmes de maintenance
continue.
Le présent document ne donne pas de lignes directrices sur les études d’intercomparaison, de
comparaison ou d’évaluation du fonctionnement des installations de captage en post--combustion
(PCC) utilisant des technologies de captage différentes (c’est--à--dire, absorbants) et il ne précise pas de
conditions de fonctionnement appropriées comme la température, etc.

Le captage en post-combustion (PCC) s’applique à toutes les centrales électriques thermiques à
combustion. Un schéma synoptique simplifié illustrant le procédé de captage en post-combustion (PCC)
est présenté à la Figure 1.

Dans une installation de production d’énergie électrique typique, le combustible carboné (par exemple,
du charbon, du fioul, du gaz, de la biomasse) est brûlé avec de l’air dans une chaudière pour générer de
la vapeur. La vapeur entraîne une turbine ou un générateur afin de produire de l’électricité. Dans une
centrale à gaz à cycle combiné, la combustion dans la turbine à gaz permet de produire de l’électricité,
tandis que la vapeur générée par un générateur de vapeur de récupération de chaleur augmente
la production d’électricité. L’effluent gazeux provenant de la chaudière ou de la turbine à gaz est
principalement constitué de N , de CO , de H O et d’O et contient d’autres composés en plus petites

quantités dont la nature dépend du combustible utilisé. Le procédé de captage en post-combustion
(PCC) intervient en aval des installations classiques de dépollution. En règle générale, le captage en
post-combustion (PCC) basé sur une absorption chimique nécessite d’extraire de la vapeur du cycle de
vapeur de la centrale électrique ou de recourir à des sources de chaleur secondaires pour régénérer le
liquide d’absorption, selon le liquide d’absorption et le procédé utilisés.

La valeur économique et environnementale d’une installation de captage en post-combustion (PCC)
est déterminée par sa performance technique, ainsi que sa capacité à atteindre et maintenir un
fonctionnement stable tel que requis par ses propriétaires/parties prenantes, comme suit:
— le propriétaire de l’installation ayant généré l’effluent gazeux possède un intérêt dans les réductions
durables de l’émission de CO ;

— le propriétaire du CO -produit possède un intérêt dans le fait d’être capable de fournir du CO au

Introduction
Atmospheric carbon dioxide (CO ) emissions must be reduced to meet climate change mitigation
2
targets. Including carbon dioxide capture and storage (CCS) in current emission reduction approaches
increases the probability of meeting these targets at the lowest cost to the global economy. CO capture
2
from gases produced by combustion of carbonaceous fuels is the only technology capable of dealing
directly with emissions from power plants and other industrial sectors, such as cement manufacture
and fertilizer production.
This document is the second in a series of standards for post-combustion CO capture (PCC) from a
2
power plant using a liquid-based chemical absorption process. Building on ISO 27919-1 on evaluation
of key performance indicators (KPIs), this document provides an evaluation procedure to assure and
maintain reliable performance of a PCC plant integrated with a power plant. New or revised standards
focusing on other CO capture technologies and approaches will be developed later.

PCC is applicable to all combustion-based thermal power plants. A simplified block diagram illustrating
the PCC process is shown in Figure 1.

In a typical power generation facility, carbonaceous fuel (e.g. coal, oil, gas, biomass) is combusted
with air in a boiler to raise steam. The steam drives a turbine or generator to produce power. In a gas-
turbine combined-cycle system, the combustion in the gas turbine drives power generation, while
steam generated through a heat-recovery steam generator produces additional power. Flue gas from the
boiler or gas turbine consists mostly of N , CO , H O and O , with smaller amounts of other compounds

depending on the fuel used. The PCC process is located downstream of conventional pollutant controls.
Chemical-absorption-based PCC usually requires steam to be extracted from the power plant’s steam
cycle or the use of lower-grade heat sources for absorption liquid regeneration, depending on the
absorption liquid and process employed.
The economic and environmental value of a PCC plant is determined by its technical performance, as
well as its ability to achieve and maintain stable operation as required by its owners/stakeholders, as
follows:
— The owner of the flue gas source has an interest in sustained CO -emission reductions.

— The owner of the CO -product has an interest being able to supply CO at the desired rate regardless

of external conditions.

1 Scope
This document provides definitions, guidelines and supporting information for evaluating and
reporting (with respect to the basic design items ongoing, and the operational results of a reference
plant or unit as feedback) to ensure the (designed) performance of a PCC plant integrated with a host
power plant. The PCC plant separates CO from the power plant flue gas in preparation for subsequent

transportation and geological storage. The physical system being addressed is a single power plant,
with an optional auxiliary unit to provide thermal energy required for the PCC plant, and a single PCC
plant as described in ISO 27919-1.
The formulas and methods to assure and maintain reliable performance, presented in this document,
describe issues addressed during the design and construction phases and practices that document
reliability and availability during routine operation. These practices would also guide ongoing
maintenance programs.
This document does not provide guidelines for benchmark, comparison or assessment studies for PCC
plant operations using different capture technologies (i.e. absorbents), nor does it specify appropriate
operating conditions such as temperature etc.
