Foreword
IS0 (the International Organization for Standardization) and IEC (the Inter-
national Electrotechnical Commission) form the specialized system for
worldwide standardization. National bodies that are members of IS0 or
IEC participate in the development of International Standards through
technical committees established by the respective organization to deal
with particular fields of technical activity. IS0 and IEC technical
committees collaborate in fields of mutual interest. Other international
organizations, governmental and non-governmental, in liaison with IS0 and
IEC, also take part in the work.
In the field of information technology, IS0 and IEC have established a joint
technical committee, ISO/IEC JTC 1. Draft International Standards adopted
by the joint technical committee are circulated to national bodies for
voting. Publication as an International Standard requires approval by at
least 75 % of the national bodies casting a vote.

Avant-propos
L'ISO (Organisation internationale de normalisation) et la CEI (Commission électrotechnique internationale) forment
ensemble un système consacré à la normalisation internationale considérée comme un tout. Les organismes
nationaux membres de l'ISO ou de la CEI participent au développement de Normes internationales par
l'intermédiaire des comités techniques créés par l'organisation concernée afin de s'occuper des différents domaines
particuliers de l'activité technique. Les comités techniques de l'ISO et de la CEI collaborent dans des domaines
d'intérêt commun. D'autres organisations internationales, gouvernementales et non gouvernementales, en liaison

7 Enregistrement des identificateurs
7.1 Procédures de demande et d'enregistrement
7.1.1 Procédure de demande d'un RID international
Un fournisseur d'application (qui peut être une organisation internationale) doit adresser une demande d'attribution
de RID international à son organisme national de normalisation ou à l'agent attitré agissant au nom de son
organisme national de normalisation, en utilisant le formulaire figurant à l'Annexe A; si un tel organisme n'existe pas
au niveau national, la demande doit être adressée au secrétariat de l'organisme technique de l'ISO responsable de
la présente partie de l'ISO/CEI 7816. Les formulaires d'enregistrement sont également disponibles, sur demande,
auprès de l'autorité d'enregistrement de l'ISO/CEI 7816-5, du secrétariat du groupe chargé de l'enregistrement
(RMG) et du secrétariat de l'organisme technique de l'ISO responsable de la présente partie de l'ISO/CEI 7816.
L'organisme national de normalisation ou le secrétariat de l'organisme technique de l'ISO responsable de la
présente partie de l'ISO/CEI 7816 jouent le rôle d'«autorité de tutelle» (voir 7.4) en ce qui concerne la demande.
7.1.2 Critères d'acceptation ou de refus des demandes
7.1.2.1 Critères d'acceptation d'une demande de RID
Les demandes de RID doivent répondre à tous les critères suivants:
a) le RID émis doit faire l'objet d'une utilisation dans un environnement international;
b) le candidat doit être:
- une entreprise ou une de ses filiales opérant selon une réglementation législative spécifique;
- une organisation internationale chargée de la spécification des applications pour cartes à circuits intégrés;
c) le candidat ne doit pas déjà avoir de RID attribué. Un candidat peut, exceptionnellement, formuler une
demande de plusieurs RID qui sera examinée par le RMG pour décision;
d) le RID doit être utilisé dans l'année qui suit l'enregistrement.

7.1.2.2 Critères de refus d'une demande de RID
Une demande de RID doit être refusée si l'une des conditions suivantes se présente:
a) le candidat ne répond pas aux critères énoncés en 7.1.2.1;
b) le candidat n'est pas un fournisseur d'application, comme défini en 3.1.2;
c) le candidat a demandé un numéro particulier ou la réservation d'un numéro spécifique dans le registre, ou
encore a formulé une demande se trouvant en dehors du domaine d'application de la présente partie de
l'ISO/CEI 7816;
NOTE En cas de circonstances particulières, l'autorité de tutelle peut accepter une demande et la transmettre à l'autorité
d'enregistrement de l'ISO/CEI 7816-5 pour attribution d'un numéro. Ces attributions doivent être signalées au RMG par
l'autorité de tutelle.
d) le RID est destiné à permettre l'identification ou la différenciation de succursales dans l'entreprise du candidat
(autrement dit, ces succursales ne sont pas des entités séparées).
7.2 Procédure d'appel
7.2.1 Organismes d'appel
Lorsqu'une demande a été refusée par une autorité de tutelle, le candidat peut faire appel auprès du secrétariat du
RMG (voir 7.5). Si une demande a été rejetée par le RMG, le candidat peut se pourvoir en appel auprès de
l'organisme technique de l'ISO responsable de cette partie de l'ISO/CEI 7816 par l'intermédiaire de son secrétariat.
Les candidats peuvent soumettre des demandes d'appel rejetées par l'organisme technique de l'ISO responsable
de la présente partie de l'ISO/CEI 7816 au Secrétariat central de l'ISO.
L'appel du refus d'une demande doit être soumise à l'organisme compétent dans un délai de 90 jours à partir de la
date de la lettre de refus.
7.2.2 Informations à fournir
Lorsqu'une demande a été refusée par l'autorité de tutelle, les informations suivantes doivent être fournies par le
candidat à l'organisme d'appel compétent pour appuyer son appel:
7.3 Responsabilités des candidats
Un candidat doit assumer les responsabilités suivantes:
a) se conformer totalement au système de numérotation et aux procédures de demande de RID contenues dans
la présente partie de l'ISO/CEI 7816;
b) transmettre un formulaire d'enregistrement rempli (voir Annexe A) accompagné des droits nécessaires à
l'enregistrement à l'organisme national de normalisation, ou à l'agent attitré agissant au nom de son organisme
national, ou encore, en l'absence d'organisme national de normalisation, au secrétariat de l'organisme
technique de l'ISO responsable de la présente partie de l'ISO/CEI 7816.
NOTE Les droits d'enregistrement ne sont pas remboursables.
c) conserver le formulaire d'enregistrement complété contenant le RID attribué au candidat par l'autorité
d'enregistrement de l'ISO/CEI 7816-5;
d) fournir des applications utilisant le RID attribué au candidat par l'autorité d'enregistrement de l'ISO/CEI 7816-5
dans un laps de temps raisonnable;
e) informer l'autorité de tutelle de toute modification apportée aux données relatives au RID attribué.

7.4 Autorités de tutelle
7.4.1 Admissibilité pour devenir une autorité de tutelle
Les organismes suivants peuvent jouer le rôle d'autorités de tutelle pour le traitement des demandes de RID:
a) tout organisme membre de l'ISO (ou agent attitré agissant au nom de son organisme national);
b) l'organisme technique de l'ISO responsable de la présente partie de l'ISO/CEI 7816; et
c) tout groupe, à l'exception du RMG, au sein de l'organisme technique de l'ISO désigné pour répondre à des
besoins concernant un système d'enregistrement pour des applications dans des cartes à circuits intégrés.
7.4.2 Responsabilités
Une autorité de tutelle doit assumer les responsabilités suivantes:
a) se conformer totalement au système de numérotation et aux procédures de demande de RID de la présente
partie de l'ISO/CEI 7816;
b) traiter, dans un délai de 30 jours après réception, les demandes de RID provenant de leur pays ou de leur
secteur de responsabilité;
c) notifier au candidat par écrit, dans un délai de 30 jours après réception, le résultat de sa demande. Si elle est
refusée, aviser le candidat du (ou des) motif(s), et des droits du candidat à faire appel;
d) s'assurer que la section «A.1» du formulaire d'enregistrement a été correctement remplie;
e) confirmer si le candidat a déjà ou non un RID;
f) transmettre à l'autorité d'enregistrement de l'ISO/CEI 7816-5 (voir paragraphe 7.7) les demandes de RID
répondant aux critères d'acceptation, ainsi que les droits d'enregistrement sous une forme choisie par l'autorité
d'enregistrement de l'ISO/CEI 7816-5;
