SIST ETS 300 660:1998 is the Slovenian adoption of ETS 300 660, an ETSI standard based on ITU-T Recommendation Q.923 (1995) with agreed modifications. It specifies the Synchronization and Co-ordination Function (SCF) that supports the OSI Connection-mode Network Service (OSI CONS) in an ISDN environment.
The standard is for end systems and customer-access equipment on the user side of the User-Network Interface (UNI). In practice, it tells implementers how the SCF coordinates the control and user planes, or management and user planes where applicable, so that OSI network service can be provided over ISDN.
What does SIST ETS 300 660:1998 specify?
SIST ETS 300 660:1998 specifies the SCF for OSI CONS in ISDN. It defines how the function sits in the ISDN protocol model, how it relates to service primitives, and how it coordinates the control and user planes at the user side of the access.
The document is organized into three added opening clauses - Scope, Normative references, and Definitions - followed by Appendix I, which is informative.
What are the key requirements of SIST ETS 300 660:1998?
The core requirement is that the SCF coordinates control and user plane behaviour on a per-network-connection basis. That matters because the function is about aligning service interactions, not carrying user data itself.
Scope and applicability
The SCF is specified for end systems conforming to OSI principles and attached at the user side of N-ISDN or B-ISDN. It applies to customer access using an ISDN access signalling system such as Digital Subscriber Signalling System No. one (DSS1) in the control plane. In practice, an implementer needs to place the SCF in the access architecture where it can coordinate the planes involved in service establishment and use.
Relationship to the protocol model
The SCF is identified in the protocol reference model according to CCITT Recommendation I.320. The standard defines the SCF in terms of the relationship between network primitives at its upper and lower boundaries. This tells designers that the function is specified at the service interface level, not as a self-contained protocol machine.
How the SCF handles planes and connections
The SCF performs synchronization between the C-plane, or M-plane where appropriate, and the U-plane on a per-network-connection basis. It is not concerned with functionality needed when multiplexing is used within underlying U-plane layers. In practice, this means the implementation must coordinate the planes for each connection, but the document does not turn the SCF into the data transfer protocol itself.
Service model and data exchange
The SCF relies on Service Data Units (SDUs) exchanged between the SCF as service user and the U-plane as service provider. The standard does not require a particular U-plane protocol. For implementers, the important point is that the SCF is interface-driven and can work with different underlying user-plane protocols.
Connection types and access arrangements
The standard applies to Switched Virtual Circuit (SVC) and Permanent Virtual Circuit (PVC) arrangements. It also applies to equipment conforming to OSI principles that is attached on the user side of the N-ISDN or B-ISDN UNI. That makes it relevant when specifying or evaluating ISDN access equipment for connection-oriented OSI service.
Conformance testing position
The foreword states that Protocol Implementation Conformance Statement (PICS) proforma, Test Suite Structure (TSS) and Test Purposes (TP), and Abstract Test Suite (ATS) with partial Protocol Implementation eXtra Information for Testing (PIXIT) proforma are not appropriate. In practice, this signals that the SCF is not treated as an independently testable protocol entity in the usual conformance-test sense.
What terms does SIST ETS 300 660:1998 define?
- Synchronization and Co-ordination Function (SCF) - The function that synchronizes and coordinates Control- and User-plane, or Management- and User-plane, to provide OSI CONS.
- Service Access Point (SAP) - The point where a service provider offers service to a service user.
- Service Data Unit (SDU) - Interface data whose identity is preserved end to end across a connection.
- Protocol Data Unit (PDU) - The unit of data defined by a protocol, made up of protocol-control-information and possibly user-data.
- primitive - An abstract, implementation-independent interaction between a service user and a service provider.
- Connection Endpoint Identifier (CEI) - An identifier used to identify the corresponding connection at a service-access-point.
Who uses SIST ETS 300 660:1998?
SIST ETS 300 660:1998 is used by ISDN equipment designers, protocol architects, and systems integrators working on OSI-based access equipment. It is relevant to telecom operators and suppliers that need customer access equipment to support OSI CONS over N-ISDN or B-ISDN. It also helps engineers specify how the user, control, and management planes must be coordinated at the UNI.
Which standards are used with SIST ETS 300 660:1998?
The normative references named in the standard are:
- CCITT Recommendation I.320 (1988) - gives the ISDN protocol reference model used to identify the SCF.
- CCITT Recommendation X.213 (1992) - defines the network service for Open Systems Interconnection, which the SCF supports.
These references supply the service model and architectural basis that the SCF builds on.
What does the SIST ETS 300 660:1998 document contain?
The document contains a scope statement, normative references, and a definitions section that anchors the terminology used in the standard. It also includes a foreword that explains the function’s place in ISDN architecture and its relationship to conformance testing.
Appendix I is marked as an informative annex. The text also records the ETSI endorsement notice and document history, which helps readers identify the standard’s publication context.

ETS 300 660: August 1996
Foreword
This European Telecommunication Standard (ETS) has been produced by the Signalling Protocols and
Switching (SPS) Technical Committee of the European Telecommunications Standards Institute (ETSI).
This ETS covers the Synchronization and Co-ordination Function which provides for the OSI
Connection-mode Network Service (OSI CONS) according to CCITT Recommendation X.213 [2] in a
Control- and User-plane, or Management- and User-plane, as appropriate, ISDN environment. The SCF
specified in this ETS is to be implemented in end systems conforming to OSI principles for connection to
the pan-European Narrowband or Broadband Integrated Services Digital Network (N-ISDN/B-ISDN) as
provided by European Public Telecommunications Operators.
Since the function specified in this ETS only co-ordinates other protocol entities in an ISDN User- and
Control-plane ISDN arrangement, or User- and Management-plane ISDN arrangement, as appropriate, it
is not a self-contained protocol machine which implements Protocol Data Units (PDUs) and is accessible
from outside of a system. Therefore, standardization of:
- Protocol Implementation Conformance Statement (PICS) proforma;
- Test Suite Structure (TSS) and Test Purposes (TP);
- Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma,
is not appropriate.

Add the following three clauses (Scope, Normative references, Definitions) at the start of the text:
Scope
This European Telecommunication Standard (ETS) specifies the Synchronization and Co-ordination
Function (SCF) which provides for the OSI Connection-mode Network Service according to CCITT
Recommendation X.213 [2] in a Control- and User-plane, or Management- and User-plane, as
appropriate, ISDN environment. The SCF specified in this ETS is to be implemented in endsystems
conforming to OSI principles for connection to the pan-European Narrowband or Broadband Integrated
Services Digital Network (N-ISDN/B-ISDN) as provided by European Public Telecommunications
Operators.
The SCF is identified in the protocol reference model according to CCITT Recommendation I.320 [1].
The SCF for the provision of the OSI Connection-mode Network Service is specified in terms of the
interrelationship between Network primitives at its upper and lower boundaries. The SCF performs the
synchronization between C-plane, or M-plane if appropriate, and U-plane on a per network connection
basis and is not concerned with any functionality which is required, if multiplexing within U-plane
underlying layers is used.
This ETS is applicable to an ISDN customer access using an ISDN access signalling system such as the
Digital Subscriber Signalling System No. one (DSS1) protocol within the C-plane for the provision of a
Switched Virtual Circuit (SVC), and Permanent Virtual Circuit (PVC) arrangements. It does not require a
particular protocol within the U-plane, but rather relies on Service Data Units (SDUs) to be exchanged
between the SCF as service user and the U-plane as service provider.
This ETS is applicable to equipment conforming to OSI principles to be attached at the user side of
N-ISDN, or B-ISDN, as appropriate, User-Network Interface (UNI).
Normative references
This ETS incorporates by dated or undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to, or revisions of any of these publications
apply to this ETS only when incorporated in it by amendment or revision. For undated references the
latest edition of the publication referred to applies.
