Fire hazard testing - Part 1-30: Guidance for assessing the fire hazard of electrotechnical products - Use of preselection testing procedures
This part is intended to provide: a) generic guidance; and b) guidance for assessing the significance, relevance and limitations of the data from preselection fire tests compared to the data from fire tests that provide input for hazard assessment. Priority is given to fire hazard assessment tests made on the final end-product; however, in certain cases preselection tests may be agreed upon for practical reasons. Examples of test methods which contain combustion characteristics tests specified in the international test methods of IEC and ISO are listed in annex A. Has the status of a basic safety publication in accordance with IEC Guide 104.

60695-1-30 IEC:2002– 5 –INTERNATIONAL ELECTROTECHNICAL COMMISSION____________FIRE HAZARD TESTING –Part 1-30: Guidance for assessing the fire hazardof electrotechnical products –Use of preselection testing proceduresFOREWORD1)The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprisingall national electrotechnical committees (IEC National Committees). The object of the IEC is to promoteinternational co-operation on all questions concerning standardization in the electrical and electronic fields. Tothis end and in addition to other activities, the IEC publishes International Standards. Their preparation isentrusted to technical committees; any IEC National Committee interested in the subject dealt with mayparticipate in this preparatory work. International, governmental and non-governmental organizations liaisingwith the IEC also participate in this preparation. The IEC collaborates closely with the InternationalOrganization for Standardization (ISO) in accordance with conditions determined by agreement between thetwo organizations.2)The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, aninternational consensus of opinion on the relevant subjects since each technical committee has representationfrom all interested National Committees.3)The documents produced have the form of recommendations for international use and are published in the formof standards, technical specifications, technical reports or guides and they are accepted by the NationalCommittees in that sense.4)
In order to promote international unification, IEC National Committees undertake to apply IEC InternationalStandards transparently to the maximum extent possible in their national and regional standards. Anydivergence between the IEC Standard and the corresponding national or regional standard shall be clearlyindicated in the latter.5)
The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for anyequipment declared to be in conformity with one of its standards.6)

60695-1-30 IEC:2002– 9 –INTRODUCTIONThe information gained from properly designed small-scale tests can be used as an aid for thepreselection of proper materials, parts, components or sub-assemblies with regard to the firehazard evaluation of the final end-product. The best method for testing electrotechnicalproducts with regard to fire hazard is to duplicate exactly the conditions occurring in practice.Where this is not practicable, fire hazard testing should be conducted by simulating as closelyas possible the actual conditions of use and of the situation to which a sub-assembly,component, part or material may be exposed in such use.SIST EN 60695-1-30:2003

60695-1-30 IEC:2002– 13 –3.2preselection (n)evaluation process prior to testing as an adjunct for end-product testing3.3preselection test (n)small scale fire test which can be used as an aid for the preselection of appropriate materials,parts, components or subassemblies as a substitute for testing a specific end-product3.4abnormal heat (n)heat that is additional to that resulting from use under normal conditions, up to and includingthat which causes a fire situation[IEC 60695-4:1993, definition 2.128]4 Principles of product design for preselection testingThe properties required by individual materials, parts, components and sub-assemblies aredetermined by their function and related requirements as part of the final end-product.The selection and magnitude of these properties will be dependent upon the details ofreasonable foreseeable use, abuse and environmental exposure.Knowledge of materials relating to preselection can be obtained from an analysis of dataobtained from standardized test methods conducted on specified test samples. Examples oftests which may be relevant to preselection are contained in annex A.The actual fire performance of materials, parts, components and sub-assemblies is affectedby such things as:a)thickness and size of the test specimen;b)shape, homogeneity and volume of the test specimen;c)association with other items;d)composition of materials, etc;e)methods of assembly;f)covers, barriers and coatings;g)types and period of environmental exposures;h)effects of manufacturing processes;I)ignition sources and their locations;j)heat sinks;k)heat transfer effects.Consequently, a preselection procedure to assess the adequate performance of a final end-product requires test data on materials, parts, components and sub-assemblies that shall takeinto account all of the relevant features (e.g. the environmental conditions, association withother items, ignition sources, etc.)Decision analysis flow charts for an illustrative example of the potential use of preselection,are shown in annex B.SIST EN 60695-1-30:2003
60695-1-30 IEC:2002– 15 –5 Advantages and limitations of preselection testing5.1 AdvantagesA preselection procedure which can meet the principles described in clause 4 may presentcertain advantages.a)A material which reacts more favourably than another when tested as a standard testspecimen may also react more favourably when used as a finished part in the product,provided that possible synergistic or antagonistic effects are taken into account.b)Data concerning relevant reaction to abnormal heat and fire can aid the selection ofmaterials, parts, components and sub-assemblies during the design stage.c)Preselection tests may be used in a decision making process directed to minimize the firehazard. Where applicable for the purpose of fire hazard assessment, they may lead to areduction in the number of end-product tests with a consequent reduction in the totaltesting needed.d)The grading and classification obtained from the preselection test results may be used tospecify a basic minimum performance of materials used in product specifications.5.2 LimitationsA preselection procedure may also present certain limitations.a)It should be noted that when preselection testing is used to replace some of the end-product testing, it is necessary to have a level of performance corresponding to anincreased margin of safety in an attempt to ensure satisfactory performance of the end-product.b)However, in some cases it cannot be assumed that any direct relationship exists betweenthe results of a preselection test and actual performance of the product.c)Additionally, such procedures may result in restrictions on innovative designs and/oreconomic material selection, which can be avoided by carrying out final end-producttesting.6 Aspects of preselection testing relative to hazard assessmentPreselection of materials based on the results obtained by reaction to abnormal heat and firetests may be used in the decision-making proc
