Accessibility requirements for ICT products and services

The present document specifies the functional accessibility requirements applicable to ICT products and services, together with a description of the test procedures and evaluation methodology for each accessibility requirement in a form that is suitable for use in public procurement within Europe. The present document is intended to be used with web based technologies, non-web technologies and hybrids that use both. It covers both software and hardware as well as services. It is intended for use by both providers and procurers, but it is expected that it will also be of use to many others as well.
The relationship between the present document and the essential requirements of Directive 2016/2102 on the accessibility of the websites and mobile applications of public sector bodies [i.28] is given in Annex A.
The present document contains the necessary functional requirements and provides a reference document such that if procedures are followed by different actors, the results of testing are similar and the interpretation of those results is clear. The test descriptions and evaluation methodology included in the present document are elaborated to a level of detail compliant with ISO/IEC 17007:2009 [i.14], so that conformance testing can give conclusive results.

Ta dokument določa zahteve za funkcijsko dostopnost izdelkov in storitev IKT, vključno z opisom preskusnih postopkov in metodologije vrednotenja za vsako zahtevo za dostopnost v obliki, ki bi se lahko uporabila pri javnem naročanju znotraj Evrope. SIST EN 301 549 V3.2.1:2021 - Accessibility requirements for ICT products and services is a harmonised European standard that specifies functional accessibility requirements for information and communication technology (ICT). It covers web-based technologies, non-web technologies and hybrids, including software, hardware and related services. The document defines test procedures and an evaluation methodology suitable for use in public procurement across Europe and is intended for providers, procurers and other stakeholders involved in ICT accessibility.

Key technical topics and requirements

The standard organizes accessibility requirements around measurable, testable topics to ensure consistent conformance testing:

  • Functional performance: Statements and tests for common user needs such as usage without vision, limited vision, no hearing, limited manipulation, limited cognition, privacy and photosensitive seizure minimization.
  • Generic requirements: Non-visual access, activation of accessibility features, biometrics, preservation of accessibility information during file conversion, operable parts and feedback for locking/toggle controls.
  • ICT with two‑way voice communication: Requirements for audio bandwidth, Real‑Time Text (RTT), caller ID, video communication and alternatives to voice services.
  • Video capabilities: Caption processing and synchronization, audio description handling, preservation and playback of captions and audio description, and user controls for these features.
  • Hardware: Accessibility considerations for stationary ICT, reach and visibility, operable mechanical parts, tactile indicators and standard connections.
  • Web: Perceivable, operable, understandable, and robust aspects are treated (see Web section titles for detailed coverage).

The standard includes detailed test descriptions and an evaluation methodology elaborated to a level compliant with ISO/IEC 17007:2009, enabling conclusive and repeatable conformance testing.

Practical applications and who uses it

  • Public procurers: Use the standard to define accessibility requirements in tenders and ensure compliant products/services for public sector bodies.
  • ICT vendors and product teams: Align design, development and QA processes with measurable accessibility criteria for European markets.
  • Accessibility testers and certification bodies: Apply the standard’s test procedures and evaluation methodology for conformance testing.
  • Developers, UX designers and system integrators: Use the functional requirements to design accessible interfaces and hardware interactions.
  • Consultants and policymakers: Reference the standard when advising on compliance with EU accessibility legislation (see Annex A for the relationship to Directive 2016/2102).

Standard SIST EN 301 549 V3.2.1 (sl), Zahteve za dostopnost izdelkov in storitev IKT, 2021, ima status
slovenskega standarda in je istoveten evropskemu standardu ETSI EN 301 549 V3.2.1 (en),
Accessibility requirements for ICT products and services, 2021.

Ta standard nadomešča SIST EN 301 549 V3.1.1:2020.

NACIONALNI PREDGOVOR
Evropski standard ETSI EN 301 549 V3.2.1:2021 sta pripravila tehnični odbor ETSI/TC Človeški
dejavniki (HF) in skupna delovna skupina (JWG) CEN/CENELEC/ETSI E-dostopnost.

Slovenski standard SIST EN 301 549 V3.2.1:2021 je prevod evropskega standarda ETSI EN 301 549
V3.2.1:2021. V primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni
evropski standard v angleškem jeziku. Slovensko izdajo standarda je potrdil tehnični odbor SIST/TC
SPN Storitve in protokoli v omrežjih.

Odločitev za privzem tega standarda je v maju 2021 sprejel tehnični odbor SIST/TC SPN Storitve in
protokoli v omrežjih.
