This European Standard describes the specific ‘Design for PRM use’ requirements applying to
both infrastructure and rolling stock and the assessment of those requirements. The following
applies to this standard:
- The definitions and requirements describe specific aspects of ‘Design for PRM use’ required
by persons with disabilities and persons with reduced mobility as defined in the PRM TSI.
- This standard defines elements which are universally valid for obstacle free travelling
including lighting, contrast, tactile feedback, transmission of visual and acoustic
information. The definitions and requirements of this standard cover the infrastructure and
the rolling stock applications.
- This standard only refers to aspects of accessibility for PRM passengers; it does not define
non PRM related requirements and definitions.
- This standard assumes that the infrastructure or rolling stock is in its defined operating
condition.
- Where minimum or maximum dimensions are quoted these are absolute NOT nominal.
-This standard is not specifically intended for Urban Rail, however these standards or clauses from these standards can be adopted by Urban Rail projects should they choose to do so.

1 Scope
This document describes the specific ‘Design for PRM use’ requirements applying to rolling stock and the
assessment of those requirements. The following applies to this document:
— The definitions and requirements describe specific aspects of ‘Design for PRM use’ required by
persons with disabilities and persons with reduced mobility as defined in the PRM TSI.
— This document defines elements which are universally valid for obstacle-free travelling including

5 Requirements and assessment
5.1 General
1) Where additional assessment criteria apply, these will be identified against the relevant clause.
2) All dimensions are in millimetres (mm) unless otherwise stated.
3) For assessment the vehicle shall be in 'working order' (the design mass in working order as defined
in EN 15663) with new wheels standing centrally on the rails. The assessment shall be completed for
the vehicle on level track, for both a 300 m curve and straight track.
4) To provide PRM access:
i. All exterior passenger doorways shall have a minimum clear usable width of 800 mm when open.
— Assessment: the clear usable width shall be measured parallel to the door opening, there
shall be no protrusions (for example door leading edge, grab-handles, handrails, wheelchair
lifts in the stowed position) into the minimum width which shall be 800 mm according to
Figure 1.
— Assessment: for wheelchair accessible doorways refer to prEN 16585-3:2022 for additional
requirements.

ii. On trains with a design speed lower than 250 km/h, wheelchair access doors offering a level
access according to 5.2 (1) shall have a minimum clear usable width of 1 000 mm when open.
— Assessment: the clear usable width shall be measured parallel to the door opening, there
shall be no protrusions (for example door leading edge, grab-handles, handrails, wheelchair
lifts in the stowed position) into the minimum width which shall be 1 000 mm according to
Figure 1.
NOTE The increased width is required where level access is provided as, without the presence of a boarding
device, the wheelchair is not necessarily presented perpendicular or centred to the opening. Therefore, a bigger
opening is required to ensure that the wheelchair or the user’s hands etc are not trapped against, or strike, parts of
the vehicle when boarding and alighting.
5.2 Boarding aids – General requirements
5.2.1 General
At the designated wheelchair accessible doorways access between the train and the platform, to allow a
passenger in a wheelchair to board or alight, shall be provided according to either point 1 or point 2
below.
1) Level access is provided when the gap between the door sill of that doorway (or of the extended
bridging plate of that doorway) and the platform does not exceed 75 mm measured horizontally and
50 mm measured vertically and the train has no internal step between the door sill and the vestibule.

— Assessment: shall be according to Figure 2 for a train that is intended to stop in normal
operation, at a station platform that has obstacle-free access routes, in accordance with
prEN 16587:2022

2) Where level access cannot be achieved a boarding aid shall be provided according to the
requirements of this standard.
5.2.2 Boarding aids stored on platforms
For boarding aids, including portable ramps, stored on a platform there shall be a secure storage method
provided to ensure that those boarding aids do not cause an obstruction or pose any hazard to
passengers.
5.2.3 Boarding aids stored onboard rolling stock
1) A secure storage system shall be provided to ensure that boarding aids, including portable ramps, do
not impinge on a passenger's wheelchair or mobility aid or pose any hazard to passengers in the
event of a sudden stop.
— Assessment of secure means a storage system that only authorized members of staff are able to
access in order to deploy the device.
2) When a lift is in the stowed position the exterior passenger doorway shall have a minimum usable
width of 800 mm when open.
— Assessment shall be in accordance with Figure 1.
5.3 Boarding aids – Ramps
5.3.1 General requirements for ramps
1) Where ramps are provided, either on the platform or onboard the rolling stock, to overcome the gap
between the train and the platform that the train is designed to stop at, they shall comply with
following general requirements and the additional requirements in 5.3.2 for onboard ramps.
2) Ramps shall be designed and assessed for an area of use (length) defined by the maximum vertical
gap they can overcome within a maximum slope of 18 % (10,2 degrees):

— Assessment of the area of use of the ramp shall be derived from the maximum permitted angle
and the resulting ramp length to the platform height that the train is designed to stop at.
— When defining the wheelchair boarding aid operational zone, see Figure 4, combine the lengths
of:
a) the horizontal footprint on the platform of the ramp when fixed in place
b) the length on the platform that is required to allow the wheelchair to manoeuvre on and off
the ramp (1 500 mm).
— Assessment of the ramp angle shall be measured between the ramp usable surface and a
horizontal plane, see Figure 3. 18 % (10,2 degrees) is the maximum permitted slope allowed to
overcome the maximum height which shall include the worst-case combination of tolerances.

NOTE 2 Ramp angle is critical to the possibility for independent use of that ramp by a wheelchair user so
minimizing the angle is to be the aim where possible.
3) Ramps shall be designed to accommodate a wheelchair with characteristics as detailed in
prEN 16585-1:2022, Annex A.
— Assessment shall comply with the requirements in 5.3.2 and Figure 5.

4) Ramps shall withstand a weight of at least 300 kg, placed at the centre of the device distributed over
an area of 660 mm by 660 mm.
— When assessing this component, no permanent deformation is allowed under the designed load
case.
— Where the device is shorter than 660 mm then the load case shall be 300 kg placed at the centre
of the device distributed over an area equal to the usable length of the device by a width of
660 mm.
NOTE 4 It is expected that there may be settlement of the device when applying the design load case.
5) If the ramp is power operated it shall incorporate a method of manual operation, should power fail.
— Assessment shall be according to EN 1756-2.
6) The ‘entire ramp surface’ shall be slip resistant.
— Assessment of slip resistance shall be according to prEN 16584-3:2022.
— ‘Entire ramp surface’ shall be assessed as having slip resistance consistent over the full effective
clear width and length of the device, starting no further than 10 mm from the edge of the device.

— It is permissible to have a gap of up to 30mm across the split line for a folding ramp.
— The tapered lip shall include a form of slip resistance in its design (for example extruded ridges
or grip tape).
7) The ramp shall have a minimum effective clear width of 760 mm.
— Assessment of the minimum effective clear width of 760 mm is measured inside the raised edges
according to Figure 5 and Figure 6:

8) Ramps having a clear width of less than 1 000 mm shall have raised edges on both sides to prevent
mobility aid wheels from slipping off.
— Assessment: To prevent mobility aid wheels from slipping off, raised edges shall be a minimum
height of 50 mm measured vertically from the usable surface of the device, see Figure 6.
— The raised edges may be chamfered at each end of the ramp over the first 150 mm of the device,
see Figure 7.
— Where a ramp splits to fold or stow a nominal gap of 10 mm is permitted in the raised edge.
9) The tapered lip at both ends of the ramp shall be bevelled and shall be a maximum height of 20 mm.
— Assessment: For the height of the tapered lip see Figure 7, the tapered lip and bevel shall be
consistent over the full effective clear width of the device.
— For assessment the tapered lip height of 20 mm is measured from the platform surface to the
main surface of the ramp and from the main surface of the ramp to the floor of the vehicle.
— Where a ramp splits to fold or stow a nominal gap of 10 mm is permitted in the tapered lip.

10) The tapered lip shall have contrasting hazard warning bands.
— Assessment: the band shall be consistent over the full effective clear width of the device and
45 mm to 55 mm in width starting no further than 10 mm from the edge of the device according
to prEN 16584-1:2022.
— Assessment: due to the variety of backgrounds this band will be viewed against the band can be
self-contrasting, assess contrast according to prEN 16584-1:2022.
11) The ramp shall be equipped with a mechanism to securely locate the ramp so that it is not subject to
displacement when in use for boarding or alighting.
— Assessment: Securing of the ramp so that it is not subject to displacement through either a
physical locking method to the rolling stock, such as locating pins or clamp mechanisms, or
through a method of immobilising the ramp on the platform. See test method in Clause 6.
12) The ramp shall be provided with self-contrasting markings.
— Self-contrasting markings shall be according to prEN 16584-1:2022.
5.3.2 Onboard ramp – additional requirements
1) A ramp shall be either positioned manually by staff or deployed semi-automatically by mechanical
means, operated by staff or by the passenger.

2) A semi-automatic ramp shall be fitted with a device capable of stopping the movement of that ramp
if its front edge comes into contact with anything or person whilst the ramp is in movement.
— Assessment shall be according to EN 14752 “Movable step obstacle detection”.
3) Where semi-automatic ramps are fitted there shall be a control method to ensure that the vehicle
cannot be moved when the ramp is not stowed.
— Assessment shall be in accordance with EN 14752.
5.4 Boarding aids – Lifts
5.4.1 General requirements for lifts
1) Where lifts are provided, either on the platform or onboard the rolling stock, to overcome the gap
between the train and the platform that the train is designed to stop at, they shall comply with
following general requirements and the specific requirements in either platform lifts 5.4.2 or
onboard lifts 5.4.3.
2) Lifts shall be designed and assessed for ‘an area of use’ defined by the maximum vertical and
horizontal gap they are required to overcome.
— Assessment of the area of use of the lift shall be derived from the maximum height from train
floor to the platform height that the train is designed to stop at combined with the maximum
horizontal gap to the vehicle walking floor (allowing additional length for the lift bridging plate,
see Figure 8 and 9, to securely rest on that walking floor).
— When defining the wheelchair boarding aid operational zone, see Figure 4, combine the lengths
of:
a) The horizontal footprint on the platform of the lift surface including the loading ramp in its
deployed position.
b) The additional length on the platform that is required to allow the wheelchair to manoeuvre
on and off
