Service availability and subscription
Clause 4 states that CFB is available to users connected by basic access or primary rate access. The service forwards calls addressed to the served user’s ISDN number when the call meets busy, and the served user’s ability to originate calls is not affected.
Clause 5.1 says the service is provided only after prior arrangement with the service provider. It may apply to the whole access or per ISDN number, and it may be set for all subscribed basic services or for selected basic services. In practice, that means the operator must support service provisioning at the level the customer has subscribed to.
Clause 4 also allows service-provider options for notifications to the served user and calling user, and for presenting the served user’s ISDN number to the forwarded-to user. A service-provider option also limits the number of diversions per call, with an upper limit of five diversions.
Activation, deactivation, and interrogation
Clause 5.2.2 requires the served user to supply the forwarded-to user’s ISDN number, possibly with subaddress, and the basic service scope when activating CFB. If the service applies per ISDN number and more than one number exists on the access, the relevant ISDN number must also be supplied unless the subscription allows a single request for all numbers.
Clause 5.2.2 and 5.2.4 make activation, deactivation, and interrogation work at either access level or per ISDN number, depending on how the subscription is set up. In practice, this means customer support and network interfaces need to handle both single-number and whole-access administration.
Clause 5.2.4 requires interrogation to return whether CFB is active and, when active, the forwarded-to user’s address and the basic service or services covered. Where supported, interrogation can also list the ISDN numbers on the access for which CFB is active.
Call forwarding behavior and failure handling
Clause 5.2.3 states that an incoming call is forwarded when CFB is active and the served user is busy, either user determined user busy or network determined user busy. For user determined user busy, the call is first offered to the served user; for network determined user busy, it is forwarded without being offered.
Clause 5.3.3 sets the fallback behavior if forwarding cannot be completed. If the call cannot be completed to the forwarded-to user, the forwarded part is terminated and the call either ends by basic call procedures or returns to the previous diverting user, depending on whether another diversion had already been invoked. This matters because it defines what the network should do instead of leaving the call in an undefined state.
Clause 5.3.3 also says calls for a basic service that is not subscribed to, or not activated for CFB, are not forwarded. If the diversion limit is reached, another CFB invocation is not attempted.
Interaction with other services
Clause 7 describes how CFB interacts with other supplementary services. The most important point for this edition is clause 7.7 on Completion of Calls to Busy Subscriber (CCBS), which states how CCBS recalls are treated when CFB is active.
Clause 7 also states precedence and notification rules for services such as call forwarding unconditional, call waiting, number identification services, closed user group, freephone, malicious call identification, subaddressing, and user-to-user signalling. In practice, this is the part that service designers and switch engineers use to avoid conflicting behavior between services.

ETSIETSIEN300199V1.2.1(2001-06)10WhensubscriptionappliesonaperISDNnumberbasisandmorethanoneISDNnumberisallocatedtotheaccess,then:-theservedusershallalsosupplytheISDNnumberforwhichtheactivationoftheCFBsupplementaryserviceshallapply,or;-asaserviceprovideroption,theservedusercan,ifsubscribedto,indicatethattheactivationoftheCFBsupplementaryserviceshallapplyforallISDNnumbersforwhichtheCFBsupplementaryserviceissubscribedto.Inthiscase,thisactivationshallreplaceanypreviousactivationoftheCFBsupplementaryservicewhichmaybeinforceonindividualISDNnumbersontheaccess,forthebasicservicesindicatedatactivation.Whensubscriptionappliesforthewholeaccess,oronlyoneISDNnumberisallocatedtotheaccess,theserveduserneednotprovideanISDNnumbertoidentifytheserveduser.IftheserveduserincludesanISDNnumberallocatedtothataccess,orindicatesthattheactivationoftheCFBsupplementaryserviceshallapplytoallISDNnumbers(ifthisfunctionalityisofferedbytheserviceproviderandsubscribedtobytheserveduser)thentheISDNnumber,ortheindicationofallISDNnumbers,shallbeignored.ActivationoftheCFBsupplementaryserviceshallproceedasnormal.TheservedusercanseparatelyactivatetheCFBsupplementaryserviceforeachbasicservicetowhichtheCFBsupplementaryserviceappliesandtherebyrequestadifferentISDNnumberand/orsubaddresstoidentifytheforwarded-touserforeachbasicservicetowhichtheCFBsupplementaryserviceapplies.WhentheCFBsupplementaryserviceisactivatedforallbasicservices,thisactivationshallreplaceanypreviousactivationoftheCFBsupplementaryservicewhichmaybeinforceonindividualbasicservices.VerificationoftheISDNnumberoftheforwarded-tousercanbecarriedoutbeforeacceptingtherequesttoactivatetheCFBsupplementaryservice.Thisverificationcanbelimited,e.g.asimplecheckoftheISDNnumberoftheforwarded-tousertoseeiftheISDNnumberiswithintheallowednumberrange.Whentheserveduser'srequesttoactivatetheCFBsupplementaryserviceisaccepted,theserviceprovidershallinformtheserveduser.Theinformationshallincludetheaddressoftheforwarded-tousertowhomtheserveduserhasactivatedtheCFBsupplementaryservice.Allaffectedusersshallbeinformed.5.2.2.2DeactivationTheCFBsupplementaryservicecanbedeactivatedinanyofthefollowingways:-theservedusercanrequestthedeactivationoftheCFBsupplementaryserviceforindividualbasicservices.TheserviceprovidershallinformtheserveduserthatthepreviousactivationoftheCFBsupplementaryservicehasbeendeactivated.Allaffectedusersshallbeinformed;-theservedusercanrequestthedeactivationoftheCFBsupplementaryserviceforallbasicservices.TheserviceprovidershallinformtheserveduserthatthepreviousactivationoftheCFBsupplementaryservicehasbeendeactivated.Allaffectedusersshallbeinformed;-theservedusercanrequesttheactivationoftheCFBsupplementaryserviceindicatingabasicserviceforwhichtheCFBsupplementaryservicehasalreadybeenactivated.Thisshallreplacethepreviousinformationregisteredforthatbasicservice.Inthiscase,usersshallnotbespecificallyinformedofthedeactivation.Theproceduresofclause5.2.2.1forinformingtheserveduserapply;-theservedusercanrequesttheactivationoftheCFBsupplementaryserviceforallbasicservices.ThisshallreplacetheinformationregisteredforallofthebasicservicesforwhichtheCFBsupplementaryservicehasalreadybeenactivated.Inthiscase,usersshallnotbespecificallyinformedofthedeactivation.Theproceduresofclause5.2.2.1forinformingtheserveduserapply.SIST EN 300 199 V1.2.1:2004
